The meeting was called to order at 9:30 A.M. by Mayor Claude E. Smoak, Jr., with the following members present: Councilmen Brdnt we: City�AttorneySchroedel, and Baird, CCitykburn. Other Clerk Carroll, andials Directoreof Coi uunityyManager Tiffany, Services Smythe. The purpose of the meeting was to consider proposed changes to the street improvement program now in process. Due to problems having developed regarding the advisability of using anionic or cationic material in the slurry seal segment of the program, it was proposed that this segment be eliminated entirely this year, and additional streets be repaved. Carroll, City Clerk on TO: City Council FROM: City Manager SUBJECT: Street Maintenance Program Revision DATE: April 29, 1977 The Mayor has called a special meeting of the City Council, at my i request, for 9:30 AM, Monday, May 2 (to proceed the Marshland Study meeting). Problems have developed with the proposed slurry seal program. These #( problems are related to the advisability of using the anionic or cationic slurry seal process. If we were to drop the slurry seal program entirely this year, we could put a 3/4 inch asphalt cap on all of the streets proposed for slurry I seal except 5th Street, Minnehaha, a small section of Grand Highway, and: those streets previously eliminated because they are County maintained. The total cost of this revised program would be approximately the same as the original program. The major disadvantage of this revised program would be that 5th and Minnehaha would not receive any maintenance until next year's program.
