MINUTES
REGULAR MEETING
June 8, 1982
A Regular Meeting of the City Council of the City of Clermont was held
June 8, 1.982 in the City Council Chambers. The meeting was called to
order at 7:30 p.m. by Councilman Conley, with the following Councilmen
in attendance: Robert Pool., and Hal Turvill.e. Other. City officials
present wore: City Manager Forbes, City Attorney Baird, Finance Di-
rector Saunders and Gloria Jean Fisk.
The Invocation was offered by City Manager Forbes, followed by repeating
of the Pledge of Allegiance by all present-.
MINUTES
A motion was made by Councilman Pool, seconded by Councilman Turville &
unanimously carried that the minutes of the May 25, 1982 meeting be
approved as presented.
CITY MANAGER'S REPORT
CHANGE ORDER FOR WELL ABANDONMENT
City Manager Forbes explained that the change order was necessary to
properly abandon the City's water wells that are no longer in use due
to poor water quality. The Department of Environmental Regulation has

SENIOR CITIZENS COMMITTEE
City Manager Forbes stated the Senior Citizens Committee is completing
a brochure for Senior Citizens that explains the resources availabe to
them in our community.
Mayor Hoskinson entered the Meeting at this time.
OLD LIBRARY BUILDING
A letter has been received from Lake Sumter Community College requesting
that they be allowed to renew their present rental of the old library
building for another two years. The consensus of the Council was to
set up a meeting with representatives of the college to discuss our
lease agreement and rental fees.
DEPARTMENT OF TRANSPORTATION
City Manager Forbes reported that the City of Clermont rejected the
Department of Transportation bids on relocating city utility lines on
the Highway 50 project since their prices were very high. He requested
the Council to allow the City Engineer draw up plans and specifications
for this work so the City can bid this project and do the required re-
location work. The consensus of the Council was to allow the City En-
gineer to prepare the necessary plans.
MAYOR'S REPORT
JOINT LIBRARY STUDY COMMITTEE
Mayor Hoskinson received notification of a meeting of the Joint Library
Study Committee to be held June loth at 4:00 p.m., at the old Lake
County Courthouse for a consideration of a county wide library system.
He felt that there should be a representative at this meeting. The
City Manager was directed to discuss the matter with Councilman Thomas
who is the Council liaison with the library.

NINTH CI:iNT GAS TAX
Mayor Hoskinson discussed a letter ho has received from the County
regarding an additional 1C gas Lax to be used for road construction
and maintenance. After much discussion on this matter, the consensus
of the Council was that they do not want to put this item on the ballot
until they have received more information on how these funds would be

Councilman Thomas entered tho meeting at this time.
LAKE COUNTY COMMISSION MEETING
Councilman Pool reported that he attended the Lake County Commission
Meeting today with City Manager Forbes and our City Engineer. The City's
Conditional Use Permit for a sprayfield was unanimously approved at this
meeting with the requested 100' buffer strip. Plans and specifications
are to be ready for approval by the Department of Environmental Regula-
tion by September 1, 1982 and construction should be ready to begin by
January or February of 1983.
UPPER PALATLAKAHA WATER STUDY
Councilman Conley attended a meeting of the Upper Palatlakaha Water Study;
Committee on June 3, 1982. At this meeting the Water Study Group identi-
fied the responsibilities of the different agencies and is working on a__
water management plan.
WEST BEACH CONCESSION
Mr. Jimmy Jones appeared before the Council requesting that he be allowed
82-90 to operate a mobile food concession stand at West Beach. A MOTION WAS
MADE BY COUNCILMAN THOMAS, SECONDED BY COUNCILMAN CONLEY AND UNANIMOUSLY

Mrs. Betty Huntington appeared before the Council to present a check in
the amount of $500.00 to the City's Parks and Recreation Fund. Betty
was presented a Certificate of Appreciation by Mayor Hoskinson.
WATER RATES - ORDINANCE NO. 144-M
The meeting with FmHA regarding the Utility rates was reviewed and after
82-91 much discussion, A MOTION WAS MADE BY COUNCILMAN POOL AND SECONDED BY
COUNCILMAN CONLEY AND UNANIMOUSLY CARRIED BY ROLL CALL VOTE TO ADOPT
ORDINANCE 144-M WITH THE FOLLOWING AMENDMENTS: SECTION 1.A., B., C.,
MINIMUM RATE: $3 75 per 3,000 GALLONS ADDITIONAL USE: .85C PER 1,000
GALLONS. SECTION 2. C., 47, 6U% OF WATER BILL. A MOTION WAS MADE BY
COUNCILMAN TIiOMAS AND SECONDED BY COUNCILMAN POOL TO ADOPT SEPTEMBER 1,

CONDEMNATION PROCEEDINGS: 640 Lakeshore Drive
The City Council discussed the condition of a hazardous building
at 640 Lakeshore Drive that was badly damaged by a fire many years
ago.
A letter was read from the owners attorney in which they agreed to
fence the building within 90 clays.
There was much discussion on the height and type of fence, and if a
fence would reduce the hazardous nature of this building.
82-92 After discussion, a motion was made by Councilman Thomas and second
by Councilman Conley and unanimously carried that a 4' high chain 1

a period of one year. This will give the owner time to work out his
legal problems and prepare plans for the property.
JAYCEE BEACH FEES
After some discussion Councilman Thomas suggested that a $2.00 fee be
charged for residents and non-residents for the boat ramp only as an
82-93 experiment for one year. A MOTION WAS MADE BY COUNCILMAN THOMAS AND
SECONDED BY COUNCILMAN POOL AND UNANIMOUSLY CARRIED TO CHARGE A $2.00
FEE FOR BOAT RAMP ONLY; TO RESIDENTS AND NON-RESIDENTS ON WEEKENDS AND
HOLIDAYS UNTIL LABOR DAY.
AGREEMENT FOR USE OF MILLHOLLAND AVENUE R.O.W.----'--
Mr. Mattick has requested to use an existing drive. on Millholland Avenue
as a rear exit from the new Shell Gas Station that he is planning to
build at 811 East highway 50. It was explained that an agreement would
82-94 be necessary to insure that Mr. Mattick maintains this drive. A MOTION
WAS MADE BY COUNCILMAN CONLEY, SECONDED BY COUNCILMAN THOMAS AND UNAN-
IMOUSLY CARRIED TO ADOPT THE AGREEMENT FOR THE SHELL GAS STATION.
ORDINANCE NO. 146-M - INTRODUCTION
Councilman Thomas introduced Ordinance No. 146-M for the first reading.
This Ordinance would rezone Lots 3 & 5 of Block 44, City Blocks from
R-3 Residential/Professional to C-1 Light Commercial. The Ordinance
was read by title only. Mayor Hoskinson stated that the final adoption
of Ordinance 146-M would come up at the next Council Meeting.
MUTUAL AID AGREEMENT FOR LAW ENFORCEMENT
City Manager Forbes recommended that this agreement be adopted by the
Council because it is necessary to protect the City of Clermont and
other municipalities when they render mutual aid to cities outside of
their jurisdiction. The agreement permits the voluntary cooperation
of law enforcement agencies to give assistance of a routine nature
across jurisdictional lines; and in part states: 1. Law enforcement
assistance shall be rendered without charge. 2. Each agency waives as
to the other agency any and all claims against the other. 3. Any law
enforcement officer acting outside his jurisdiction has the same powers
as if he or she was performing their duties within their own political

REMOVAL OF THE LAKE AVENUE WATER TANK
The Council discussed tha bids the City received for the removal of
the 50,000 gallon water tank on Lake Avenue. The low bidder. should
82-96 begin work, within 30 days. A MOTION WAS MADE BY COUNCILMAN POOL AND
SECONDED BY COUNCILMAN CONLEY AND UNANIMOUSLY CARRIED THAT THE LOW
BID OF $6,385.00 FROM SIEG AND AMBACHTSHEER BE ACCEPTED FOR THIS WORK,
AND THAT MONIES FOR THE TANK REMOVAL BE FUNDED PROM THE CAPITAL IM-
PROVEMENT FUND.

Date: June 4, 1982
TUESDAY'S MEETING. Under visitors with business, Betty
Huntington will make a donation to the City's Parks and Recreation
fund. Mrs. Huntington sponsored a fashion show and is donating
all of her profits to the City.
Jimmy Jones will also be present to request that he be allowed
to operate a concession stand from a truck at West Beach.
OLD LIBRARY BUILDING. We have received a letter from the Lake -
Sumter Community College regarding the old library building. Their
present lease expires on October 1, 1982 and they are requesting a
two year lease with the City until October 1, 1984. The present V
rental fee for this building is $1 per month, which was agreed to
on an experimental basis for the building. I believe that if this
agreement is renewed, the City should receive a reasonable rental
fee for our investment.
LAKE COUNTY OPTIONAL GAS TAX. Pursuant to the materials
enclosed in the last weekly memo, the Council should give the county
some direction on the possibility of holding a referendum for an ad-
ditional 1C gas tax for Lake County. All proceeds from such a tax
must be used for road construction or maintenance.
RELOCATION OF WATER LINES. Enclosed is a letter I have sent to
the DOT rejecting their bids for the relocation of City water lines
on Highway 50. The City can now proceed with bids to obtain our own
contractor for this work.
FIRE TRUCK. We have received $4,729 from our insurance company
for damages to our City Fire Truck that was hit on Highway 50 a few
weeks ago. We will proceed to have this truck repaired as soon as
possible.
BUILDING DEPARTMENT. Enclosed is the May Building Activity
Report. In the month of May, four permits were issued for new resi-
dences and thirteen permits for additions and repairs. A total of
48 permits of all types were issued.
FIRE DEPARTMENT. Attached is the May Fire Data Report. During
May the Fire Department responded to three structural fires, two auto
fires, and had four other alarms (i.e. backup for the City of Minneola,
grass fire, removing spilled gasoline from the highway)
PUBLIC WORKS AND UTILITIES. Both the Public Works and Utility
Departments have been busy this week repairing damages from the rain
and electrical storms last weekend. The Public Works Department has
been leveling and filling City property that was washed out by the
heavy rains. This is a particular problem on the 8th Street side of
Center Lake.

During the electrical storms five lift stations failed and
we also had minor problems at the treatment plant.
NEW SETING ARRANGEMENT. If there are no Council objections,
at Tuesday s meeting we would like to experiment with a new seating
arrangement. The City Clerk will take the seat next to the Finance
Director. This will place all of the City Staff at the ends of the
table and the Council in the middle.

Dear Mr. Langley:
Thank you for your letter dated May 21, 1982 regarding property
owned by A.E. Langley and located at 640 East Lakeshore Drive.
The City Council at their May 25, 1982 meeting considered your
letter and were pleased that you intend to develop this prop-
erty, keep the yard mowed, and place a fence around the house.
However, they were interested on your timetable for development
because the home on this property which was damaged by fire must
be either demolished or rebuilt as soon as possible.
For this reason, the Council requested that you inform them of
your client's timetable for developing this property and rebuild-
ing this home.
The Council will consider this matter again at the June 8, 1982
meeting. I would appreciate an answer by that time.
Dick, I trust that you can understand the City's concerns with
the numerous complaints from neighbors regarding vagrants and
the unsafe building conditions. We would like some positive
action as soon as possible.

We have not received any direction from the Council regarding fees for Jaycee
Beach. Since Memorial Day has already passed, it may be difficult to get passes
printed to distinguish between residents and non residents.
The questionnaire on this matter was tabulated as follows: 26 in favor of paying
a fee, 9 opposed to a fee, and 4 had no opinion.
The Council may wish to charge fees for residents and non residents only at the
boat ramp as an experiment until next year.

If the City can get this tank removed and disposed of for between
$6,000 and $8,000; we may wish to finance this project from our
Capital Improvement Fund. This would save a'lot of time and paper -
