REGULAR MEETING
May 11, 3.981
A Regular Meeting of the City Council of the City of: Clermont
was held at Jenkins Auditorium on Monday, May 11, 1981. The
meeting was called to order by Mayor Hoskinson at 7:40 p.m.
with the following Councilmen in attendance: Lester Cole,
Michael Conley, Robert Pool and Dennis Thomas. Other City
Officials present were: City Manager Forbes, Finance Director
Saunders and City Clerk Rozar.
The Invocation was offered by Public Works Director, Robert Smythe,
followed by repeating of the Pledge of Allegiance by all present.
Mayor Hoskinson introduced each Councilman and the City Officials
present.
MINUTES
A motion was made by Councilman Conley, Seconded by Councilman
Thomas, and unanimously carried that the Minutes of the
April 28, 1981 meeting be approved as presented.
CITY MANAGER'S REPORT
PLANNING & ZONING COMMISSION SEAT VACANCY
City Manager Forbes stated that the opening on the P & Z
Commission would be filled at the Regular Meeting to be held
on May 26. He further stated that any person interested in
serving in this capacity should send a letter of request to
City Hall or verbally inform any member of the Council.
JAYCEE BEACH FEES
City Manager Forbes stated that nonresident fees will be
charged at Jaycee Beach and at the boat ramp starting
Memorial Day and ending Labor Day. Fees will be the same
as last year; .50�for adults, .25� for children, and1.50 for
the boat ramp. Passes will also be available for residents
by the end of this week from City Hall.
FINANCE DIRECTOR
VEHICLES DECLARED AS SURPLUS
Finance Director, Wayne Saunders stated that three new vehicles
were budgeted and purchased this fiscal year. The vehicles
that were replaced could be declared surplus and sold at
an intra-city auction to be held May 23rd in Leesburg. The
vehicles that were replaced are two Police cars, 1979 Dodges
and a Utility truck,which is a 1971 Chevrolet pickup.

CENTER LAKE CONT'D.
The City should receive a state permit within a week in
order to purchase Grass Carp that will eat the type of
vegetation and algae in the lake.
There being no further business or reports, the meeting adjourned
at 7:50 p.m. into the Town Hall Meeting.

INTRODUCTION OF DEPARTMENT HEADS

City Manager Forbes recognized all Department Heads present j
at the meeting, including: Finance Director, Wayne Saunders,
Building Inspector and Code Enforcement Officer, Harvey Nagel,
Chief of Police, Prentice Tyndal, and Public Works Director,
Bob Smythe.
RECREATION COMMITTEE REPORT: Barrie Rakow
Barrie Rakow, member of the Parks and Recreation Committee,
reported on the function and activities of the Parks and
Recreation Board. Ms. Rakow reported that the committee
worked in the Parks aspect by helping devlop the landscaping
project at the new Cooper Memorial Library site and preparing
an Arbor Day celebration and brochure. Seedlings were
distributed and instructions for their care related in the
brochure. She reported that the Summer Recreation Program
was established this year from the results of questionnaires
received from citizens opining last year's program. She
stated that last year's successful program has stimulated new
activities this year. A Recreation Program Flier has been
published relating all the activities available this summer
and registration can be made at City Hall, as well as a special
regitration day to be held at Jenkins Auditorium on May 16, 1981,
from 9:00 to 12:00 Noon.
_CLEAN COMMUNITY COMMISSION: Bonnie Homan
Bonnie Homan, member of the Clean Community Commission related
the purpose and goals of the Commission. She further discussed
the activities of the proclaimed "Clean -Up Week," brochures
that have been published on trash collection and trash standards,
as well asa brochure being developed, focusing on Business
Trash Standards. Ms. Homan related that the important aspect
the commission is working toward is, public education and
awareness of keeping our City clean and beautiful.
WATER AND SEWER SYSTEM REPORT: City Manager Forbes
WATER
City Manager Forbes reported that the water moratorium will
mandate that residents conserve water by sprinkling lawns on
odd and even days only coinciding with their resident address.

'rho City Manager explained that the water system improvements
are necessary to supply an adequate supply of safe water for
the present and for future growth, as well as for fire protection.
SEWER
City Manager. Forbes explained that the present Waste Treatment
Plant is operating at near capacity, therefore, expansion must
be done to provide for future growth. He further stated that
the percolation pond originally planned for the disposal of the
secondarily treated effluent did not function properly after
construction, forcing the City to spray the effluent on the
six acres outside the plant. This method of disposal is not
acceptable by the regulatory agencies and the marshland method
of disposal was determined by the citizens as not being the
proper method. The City Council has decided the most feasible
alternative is purchasing a 65 acre tract of land west of the
City for the landspreading. At this time, financing is being
sought in order to construct mains to the site and determination
of a cover crop for the site is being deliberated.
" GARBAGE COLLECTION: Robert Smythe
Public Works Director, Bob Smythe explained automated, side -
loader, and curbside alternative methods of garbage collection,
stating that the present system will mandate a rate increase
if continued. Mr. Smythe gave a slide presentation, showing
some problems that are dealt with in maintaining proper trash
and garbage pick-up. Citizens had several• comments and sug-
gestions.
OLD LIBRARY BUILDING
Mayor Hoskinson related some of the alternatiNes Council will
be considering for the use of the old library building. Discus-
sion was limited until further investigation can be done for
practical alternatives for the building's usage.
QUESTIONNAIRE
Mayor Hoskinson urged all present to complete the questionnaire
provided, and take some to others to be returned to City Hall.
These questionnaires are needed so that the City will be better
informed of citizens' needs and their opinions of all City
Services.
A motion was made by Councilman Pool, seconded by Councilman Thomas
and unanimously carried that the meeting adjourn at 9:10 P.M.

TOWN HALL MEETING. Our next Council Meeting will be held Monday
at 7:70 p.m. in Jenkins Auditorium. At this meeting reports will be given on
the Recreation and Clean Community CommLttees, no well as Water and Sewer System
Improvements Lind Garbage Collection Alternatives.
POLICE DEPARTMENT Enclosed is the Aprii moncnl_y ncuvuy ..:Ll-
from the Police Department.
BUILDING DEPARTMENT Enclosed is the April Monthly Report of the
Building Department. There were no permits issued for new construction, although
22 permits were issued for repairs or additions.
LIBRARY Enclosed is the April Library Financial Report.
LAKE COUNTY POLLUTION CONTROL BOARD. The next meeting of the
Pollution Control Board will be held at 7:30 p.m. on Monday, May 111 1981 on the - -
Fourth Floor of the Old Courthouse in Tavares. There is no Clermont business on
the Agenda.
OLD LIBRARY BUILDING A few weeks ago, I met with the Washutas
regarding the restoration of the Old Library Building. The Washutas believe that
tl:e original portion of the building is restorable, and suggested that the out—
side facade of the building be designed to blend in with the old building. The
inside renovations would be relatively minor. The Washutas could not give on
exact restoration price, but suggested. that the entire building could be reroofed,
outside facade rebuilt (including aluminum siding) and interior remodeled for less
than $80,000, as a "ballpark price".
BEACH CASHIERS We are still looking for persons willing to be
cashiers at Jaycee Beach. We plan to start charging admission (54 for adults,
25C for children and $1.50 boat ramp fees) from Memorial Day to Labor pay,4on
weekends and holidays. However, if the water level keeps going down, we might
not have a beach left.
UPPER PALATLAKAHA WATER STUDY An Executive Committee Meeting of
the Water Study will be held on Tuesday, May 12, l981 at 1 p.m. at the Pollution
Control Board Office in Tavares.
HORTON FUND DONATION The Kiwanis Club "Horton Fund", is a special
memorial trust fund in which the Club donates monies each year for projects that
will specifically benefit children. This year the Hotton Fund has donated $450
to tl:e City for new lights at Bishop Field. The City has $1,000 budgeted this
year for lights at the field, and these additional funds will be very helpful.

SIDEWALK ON GRAND HIGHWAY Mr. A. E. Langley hna not been recep-
tive to the idea of constructing a sidewalk on his properly that abuts Grandview E
Highway from East Ave. to Crentview Drive. Unless the Council has any objections,
we will mow the grann an the North side of the Highway as much as possible no
children can walk on the p,rnsn instead of the Highway, until a sidewalk can be
built.
1981-82 FY BUDGET We arc beginning to work on the City's budget !
for the 1981-82 Fiscal Ycar. If any Councilman has any projects that he would i
like considered in the proposed budget, please contact me. I would like to act
a tentative date for our first budget workshop to be held on Tuesday, June 16,
at 5 p.m. in the City Manager's office. We can further discuss this matter at
our first Council Meeting in June.
201 WASTE WATER FACILITIES PLAN The County ties been investigating
the possibility of the cities, Montverde and Mount Dorn participating in the cost
of a 201 Wastewater Facilities Plan for our area. We may wish to postpone our
application on this matter until the new regulations being considered by the
Reagan Administration are completed. It seems as 'though the Federal Government
may no longer pay for the costs of new treatment plant' facilities required by
new growth. They will only fund projects for the rehabilitation of. existing
facilities. I am researching this matter, and will report back to the Council.
CLERMONT HOTEL Nick Buttitta, the owner of the Clermont Hotel
called me this week. Ile confirmed the fact that he has had engineers inspect the
building. He also told me that he plans to renovate the building into apart-
ments. lie stated that he will be in Clermont to discuss this project with the
Building Department in the near future.
LANDSPREADING PROJECT Last Wednesday, the City Attorney
and I met with representutives of Inland Groves Corporation.
The City presently has an option on approximately 65 acres of land for landspread-
ing from this corporation, of which:
1. 35 acres of land must be purchased by July 31, 1981
2. 15 acres must be leased by July 31, 1981, and may bg
purchased after November 1, 1981.
3. We have an exclusive option to purchase an additional
20 acres for 5 years.
The option price is $7,000 per acre. I discussed with the representatives of
the Inland Groves Corporation, the fact that the City's financing of this pro-
ject was proceeding slowly, and it would not be feasible for the City to close
on July 31, 1981. After much discussion, they agreed to give the City an 18
month option to purchase this property, on the condition that the City immed-
iately purchase 10 acres to show our good faith.
Arthur Roberts, the attorney for the Inland Groves Corporation is preparing a
new agreement for the City Council's consideration. I will keep the Council
informed on this agreement, which will be on the Council agenda for our May 26th
meeting. Attached are letters from Representative Bill McCollum and Senator
Lawton Chiles regarding financing.

Dear Jim:
I received your letter concerning your application
for a combination grant/loan application for Wastewater
Plant Improvements and can appreciate your desire to
meet the wastewater standards set by EPA and the State.
In discussing your application with the Farmers Home
Administration, I was informed there'is no money available
at the moment for funding but the Agency' hopes to be
allocated some of the national reserve or any additional
money that may not be used out of the national fund. This
will not occur until the later part of the summer, however.
The Farmers Home Administration is under obligation to
spread the available funds throughout the state. Since
money is very tight this is going to be difficult and
they did mention last fiscal year, Clermont was the
recipient of a $1,700,000 grant for improvements to
the water system.
I will continue to do ;everything I can to help you,
but I did want you to know these facts.. As soon as I
have further information, I will be back in touch with
you.

In my last letter, I indicated that I would share with you }'
any information received in response to my inquiry.
Therefore, I am taking this opportunity to forward you
the enclosed correspondence from the Farmers Home Adminis-
tration. }:
As you know, the Reagan Administration has offered budget
reduction proposals that will affect many federal agencies
including the Farmers Home Administration." These proposed -I
budget cuts are evidenced in the attached letter. These L
major spending cuts will, require tightening even those
belts which may be somewhat painful to adjust, but I think
the mood of the nation is one which recognizes the need to
pitch in and make these necessary cutbacks.
I was encouraged to learn that Farmers Home has advised
the City to file a formal application for consideration of
funding during the 1982 fiscal year. Please let me know if
I can follow up with Farmers Home upon the submission of
this formal application or if I can provide further assis-
tance in some other way.

enrmcro home Administration (FmUA) has received your letter of April 15, 1981,
regarding the above -referenced subject.
On November 19, 1980, the City of Clermont wan determined eligible for FmHA
financial assistance consideration. however, duo to the large demand for FmHA
services, the 1981 fiscal year allocation of funds has been utilized. Due to
this factor, the City was advised to file a formal application with PmRA by
July of 1981 for consideration of funding during the 1982 fiscal year.
As you are aware, proposed budgets may be affecting FmHA Community Programs ,by
as much an a fifty (50) percent cut. Should these cute materialize, there
will be many projects which will have to go unassisted.
In closing, please be advised FmUA will give the City of Clermont all due
consideration when competing for FmHA assistance as we have done in the past.
The City has received FmHA assistance in the past, with the latest loan of
$1,700,000 for water improvements being approved March 1980.
Should further information be needed, please advise.
