was held In the Council Chambers on 11caday, October 0 , 1076,
Thu muuting was called to order at 750 P.M. by Mayor ProWl'am
Carlisle A. Byrd,.lr., with the following members present:
Councilmun heals, Schroedel, and Blackburn. Other official::
present were: City Manager 'Tiffany, Clty Attorney Baird, City
Clark Carroll, Finance Director Sanchez, Director of Community
Services Smythe, and Building Official Nngcl. Others present
were: Mesdames Schopma yur, Lane, Forth, Bull, Williams, Clark,
and Shaw; Mr. and Mrs. Vernon (trice; Messrs. Cunningham, Czech,
Sargent, Searles, Cosgrove, Spalding, rind Ogden. Mr, Joe Sanchez,
Sentinel/Star representative was also present.
The invocation was given by Mr. Smythe, followed by repenting of
the Pledge of Allegiance in unison by those present.
Mayor Claude E. Smoak,Jr. arrived at this time and assumed the
Chair.
The Minutes of the ragular meeting held October IC 1076 were
approved as written.
BONA CLOSING
City Manager 'Tiffany romindod Council of the
Bond Closing to be held on October 27th beginning z
at 9:30 A.M., and advised that although it was
not necessary that a quorum be present for t•he
Proposed full day session, it was suggested that
at least that number of members be available for
call should it become necessary for last minute
resolution changes.
CONDEMNED BUILDING STATUS
City Attorney Baird reported that two condemnation
suits had been filed, and he was proceeding with
further research on two others.
HOME OCCUPATIONS
City Manager Tiffany advised that he and City
Attorney Baird had hear researching materials
regarding "home Occupations", and had prepared
a memo for Council's consideration, which would
be on the October 26th agenda.
SEMINOLE WELL STATUS
City Manager Tiffany advised that the water
samples from the Seminole Well continued to
be unacceptable, and he would be meeting with
the Engineers regarding the matter later in
the week.
LEAGUE OF CITIES
Mayor Smoak reminded all present of the Lake
County League of Cities meeting to be held in
Ilowey-in-the-Ilills on Wednesday, October 20th
at 6:30 P.M., and of the State League of Cities
Convention to be held in Miami on October 21st
thru 23rd.

Mrs. Blanche Bell appeared before Council to
inquire of the necessary procedure in order to
establish a Rescue Youth Center and hold religious
meetings in a building which they had purchased
at 743 East Montrose Street. Mrs. I1c11 was apprised
of the procedure necessary for obtaining a Conditional
Use Permint, and site was invited to meet with City
Manager Tiffany in his office at her earliest con-
venience to prepare the necessary application.
There being no further business to lie brought before the Council
at this time, the meeting was adjourned to ti public work meeting
regarding establishment of a Central Business District Zone at
7:50 P.M.
