Smith with the following members present: Councilmen Beals, Byrd, Smoak and Schroedei. Other officials present were: City Manager Hopkins, City Clerk Carroll, City Attorney Vason and Director of Community Services Smythe. Mayor Smith announced the purpose of the meeting was to consider and take action on engaging one of the several firms specializing in water and sanitary sewer engineering, which Council has been interviewing over the past several days. City Manager Hopkins reported the applicants interviewed had been representative of firms doing business nationwide, statewide, locally and all well qualified, but that it would be his recommendation that the medium sized Orlando based firm of Dawkins and Associates, Inc. be engaged. Council was in agreement with this recommendation, whereupon motion was made by Councilman Beals, seconded by Councilman Byrd and unanimously carried that the City Manager be authorized to execute the proposal for engineering services as submitted by Dawkins & Associates, Inc. It was consensus of Council that Councilman Smoak contact representatives of the Blessed Sacrament Church with regards possible temporary use of their grove property lying south of the treatment plant site for the city's spray irrigation project, and that City Manager Hopkins present the city's offer to purchase that property owned by Peter H. Johnson in Johnson's Replat as soon as possible. The meeting was adjourned by Mayor Smith. Don E. Smith, Mayor Dolores W. Carroll, City Clerk
