03-19-1973 Supporting DocumentsMINUTES Nn 889 SPECIAL MEETING A Special Meeting of the City Council of the City of Clermont was hold in the office of the City Manager on Monday, March 19, 1973. The meeting was called to order at 4:05 P. M. by Mayor Pro -'rem Charles Deals with the following members present: Councilman Byrd and Schroodel. Other officials present were City Manager Hopkins and City Clork Carroll. A representative of the local Press was also present. Mr. Beals announced the purpose of the meeting was to prepare, draft and adopt a RESOLUTION listing preferences and recommendations for road construction priorities to be presented to the Board of County Commissioners. Councilman Schroodel presented and moved the adoption of a RESOLUTION with regards Council's requests for road construction priorities as follows: STATE ROAD 50 - EAST CITY LIMITS 1'D WEST CITY LIMITS The most urgent road need in the City of Clermont is the four laning of State Road 50 from the east city limits to the west city limits. The road should be limited access with medians and protected turn lanes. The city will consider closing certain side streets which presently exist onto SR 50 so as to reduce the number of intersections. The project should also include an underpass at SR 50 and East Avenue and an overpass at SR 50 and West Avenue. The peaks and valleys in the remaining portion of the roadway should be leveled to some extent so as to provide greater safety as "Blind" approaches on hilts and at intersections would be eliminated. A stop light should be installed at SR 50 and Bloxam Avenue, and at SR 50 and SR 561. A flashing, school crossing light should be installed at SR 50 and East Avenue pending completion of the underpass. These intersections are extremely hazardous, particularly SR 50 and Bloxam Avenue with its concentration of commercial establishments, namely, two shopping centers, a convenience store, and a savings and loan firm. STATE ROAD 50 - EAST CITY LIMITS TO ORANGE COUNTY LINE State Road 50 should be four laned from the east city limits of Clermont to the Orange County line. Since the Clermont-Minneola, Grovel and-Mascotte urban areas are the centers of concentration of population in South Lake County, considerable vehicular traffic is moved between these areas and Orlando. Also, the traffic volume as the result of Disney World is greatly increasing the already high rate of flow. The four laning of this portion of the roadway is certainly in the best interest of Lake County and Orange County as well as the many tourists who use and will continue to use this State Road. The motion was seconded by Councilman Byrd and unanimously carried. The RESOLUTION was read in full, the Number 205 assigned to it and the City Manager was instructed to present a copy of same to the Board of County Commissioners on Tuesday, March 20, 1973.
