REGULAR MEETING
A Regular Meeting of the City Council of the City of Clermont• was held in the
Council Chambers on Tuesday, February 26, 1974, The meeting was called to order
at 7:30 P. M. by Mayor Claude E. Smoak, Jr. with the following members present:
Councilmen Oswalt, Schroedel and Byrd. Other officials present were City Controller
Fleming, City Attorney Vason, City Manager Hopkins, Director of Community Services
& Utilities Smythe, Chief of Police Tyndal and Deputy Clerk Dollar. Others present
were the Misses Robin Smythe and Eva Lofgren and Messrs. Stone, Loomis and Carden.
Representatives of the Daily Commercial and the Sentinel/Star were also present.
The Invocation was given by Councilman Byrd, followed by repeating of the Pledge
of Allegiance in unison by those present.
Councilman Byrd submitted a change to the minutes of February 12, 1974 as follows:
"whereupon motion was made by Councilman Byrd and seconded by Councilman Oswalt
that City Attorney Vason be authorized to attempt an out of court settlement with
an offer of $36,300.00, such figure including monies already paid". The minutes
were then approved as changed.
Oath of Office was administered by Mayor Smoak to William Stone as Second Municipal
Judge.
City Manager Hopkins submitted his report, both orally and written, and a copy is
attached hereto.
With regards the Department of Transportations's inquiry about the possibility of
reducing the street lighting on SR 50 and SR 561, as well as the City Manager's
recommendations for energy conservation in non -DOT areas, motion was made b

Managers recommendations to conserve energy by reduced street lighting in the

Reduce by 19 lights or 31% (From 61 to 42 lights)
2. SR 561 - Minneola City Limits to 8th Street
Reduce by 6 lights or 26% (From 23 to 17 lights)
3 East Ave. - SR 50 to SR 561
Reduce by 9 lights or 33% (From 27 to 18 lights)
4 Osceola Street - East Avenue to 8th Street
Reduce by 12 lights or 57% (From 13 to 9 lights)
5. Fifth Street - SR 50 to SR 561
Reduce by 4 lights or 31% (From 13 to 9 lights)
6. Central Business District ( incl. 8th Street from SR 50 to fishing pier)
Reduce by 25 lights or 35% (from 71 to 46 lights)
Mayor Smoak further suggested that after a couple of weeks to a month Council review, with
the Chief of Police, if there is a substantial increase in crime due to reduced
lighting and if so, this action should be revaluated in terms of service to the
taxpayer. Chief Tyndal was requested to keep a statistical record of any increased
crime from reduced lighting. City Manager Hopkins was requested to contact Mr. Fred
Saunders, Little League President, to make him aware of the city's efforts to
reduce lighting and to see if he can come up with some recommendations concerning
their schedules with regard to reduced lighting at the ball field. City Manager
Hopkins was also requested to give consideration to reduction in Lumens of Mercury Vapor
bulbs.

City Manager Hopkins was designated the voting delegate to the Florida League of
Cities' annual mooting to be held in Tallahassee on March 11th and 12th.
With regards the City Manager's request for authorization to pay bills totaling
$5,000 from B E 0 Draglino and Arnold Bridges for landclearing at the borrow
pit, no action was taken.
City Attorney Vason advised that he had made an offer in an attempt for settlement
of the Peter H. Johnson condemnation suit out of court, but has not as yet received
any official response.
Mayor Smoak read a communication from Mrs. Clarence. Bishop and family in which they
expressed their most grateful thanks for the action of Mr. Baker and City Council
in renaming the municipal ball field "Clarence Biship Field" and that any date
set would be suitable to them for a Memorial Service. Council was requested to set
a firm date for the Memorial Service to be held during the first part of April,
preferably on a Sunday, at their next meeting.

the Ordinance was read in its entirety by City Attorney Vason for a first reading.
With regards water system improvements, City Manager Hopkins gave a status report of
the documentations needed for the FHA application and requested Council approval to
authorize the engineers to proceed with the necessary field surveys and final construc-
tion plans for the system. Motion was made by Councilman Oswalt seconded by Councilman
improvements.
With regards the City Manager's communication to Council that the Exchange Bank had
made an offer to the city to purchase a portion of their property in downtown Clermont,
it was consensus of Council that City Manager Hopkins advise the bank officials that
the city does have an interest in the building, but does not wish to make any commitments
until more definite terms are available and it can be decided what can be done
with the existing city hall property. The Manager was requested to report on this
at the next council meeting.
City Manager Hopkins reported that he and Councilman Sbhroedel had attended a work
session in the DOT office in Deland this date and met with representatives of DOT
and representatives of the consulting engineers on the SR 50 project from SR 561 to
the Orange County line.
The work session provided a review of the preliminary design of the project.
The project will not require additional right of way within the City of Clermont.
The project will provide for four lanes of traffic, no on street parking, 16 foot
painted medians with turn lanes, sidewalks and signals at selected intersections.
Signalization is presently warranted at East Avenue and SR 50 and will be included
in the project. A traffic study will be made at the intersection of Bloxam Avenue
and SR 50 and indications are that there will be sufficient volume to warrant
signalization. As requested in a letter from Frank Jewell of the Florida Department
of Transportation regarding endorsement of the recommended design, motion was
made by Councilman Schroedei seconded by Councilman By=r_d and carried th— �+
Mayor Smoak referred to communications from H. G. Hutchinson, Jr., State Energy
Officer and Raymond Sittig of the Florida League of Cities wherein they requested
support of municipalities in considering the adoption of a volunotary gasoline
distribution plan based on the following: Alternate purchase date of gasoline
based on the last digit of the license plate: even number on even days, odd

numbers on odd days, letters A thru M, even days, H thru Z, odd days; all motorists
be allowed to purchase gasoline on the 91st day of the month; priority users be
allowed to purchase gasoline at any time but be informed they should not abuse the
system; sales be made only to vehicles with less than 1/2 tank of gasoline, with
a maximum of 10 gallons allowed to a person. Upon inquiry of the Mayor, Chief
Tyndal advised that problems had existed with traffic due to the gas lines, but he
felt that they had been resolved through the cooperation of the motorists and gas
station dealers. City Manager Hopkins advised that he felt the plan should be mandatory
and explained that Eustis had adopted an Ordinance which had been effective. In
further discussion it was consensus of Council that a definite problem did exist in

CITY MANAGER'S. REPORT
Work on the Highland Well was started on February 19th by the Singer Layne -
Atlantic Company. The work will include overhaul of the purnp and logging of the
well. The work should be completed within the next couple of weeks.
Uo have received our new police car, a 1974 Plymouth. It has been outfitted and
is now on the road.
The Department of Transportation has inquired about the possibility of reducing
the street lighting on SR 50 and SR 561. The following possibilities exist
conerning SR 50 and SR 561 as well as other non -DOT concerned areas.

While I am reluctant to recommend a reduction of street lighting on heavily traveled
collector and arterial streets and/or commercial areas, I feel that the reduction
is necessary in view of the costs involved.
I do not recommend a reduction in recreational lighting at this time. This will
require further study.
`The Florida League of Cities' annual meeting will be held in Tallahassee on March 11
and 12. Registrations will be sent in this week so anyone planning to go should
advise as soon as possible. The Council needs to designate a voting delegate.
The Environmental Protection Agency has advised Michael Stiggins that the review
of our Operation & Maintenance Manual should be completed in another week or so.
Hopefully, we should have our final grant payment in the next 3 or 4 weeks.
The Department of Community Services has started housing inspections under the
Southern Standard Housing Code. The status of the inspections are as follows:
