SPECIAL MEETING
A Special Meeting of the Clty Council of the City of Clermont, Florida was hold
in the office of the City Manager on Wednesday, December 11, 1974: The meeting
was called to order at 5:00 P. M. by Mayor Claude E. Smoak, Jr. with the following
members present: Councilmen Schroedel and Blackburn. Others present were:
City Manager Hopkins, City Clerk Carroll, Director of Community Services Smythe,
Commander Sapono and quartermaster Ritchie of the local VFW Post, and a representa-
tive of "Russell's Magic Midway".
Mayor Smoak announced the purpose of the meeting was to consider request by
officals of the local VFW Post for permission to use "Bishop Field" during the
week of December 15th thru December 21st for a carnival.
Inquiries of the carnival representative were made by Council as follows:
Would an approximate area of 300' r. 500' be of sufficient size for the carnival
In order that the infield not be used at all, and he replied that the size area
would be more than enough;
Could . show proof of ample insurance coverage, and he submitted a certificate
of insurance in the amount of $1,000,000,000 for Mayor Smoak's persual;
Would there be any animals with the carnival, and he replied there would not be,
strictly amusement rides and concessions;
Would the noise factor be obnoxious and what hours would the carnival be operating,
and he replied they hoped to operate from 4:00 P. M. to 11:00 P. M. daily with
one matinee beginning at 1:00 P.M., and that the noise factor would be at a
very minimum with the amusement ride of the Roller Coaster making the most
noise.
Would there be any living units with the carnival, and he replied there were about
six trailers, all modern and self-contained.
Would there be any toilet facilities provided; and he replied there would be at
least two, "Mr. John" portables;
What were the provisions for electric power, and he replied they supplied their
entire power supply with diesel generators;
Did they have any provisions for daily refuse removal, and he replied they could
remove it daily with their own equipment, but would prefer "Dump -All" service
if it is available;
Inasmuch as there was no guarantee to the VFW Post in his proposal other than
a percentage of the "take", would he agree to a cash advance,and he replied that
he would submit to them a $300.00 cash advance against the 15% of the "take",
and would pay them $7.50 for each concession.
Based on the statements made by the carnival representative,
