01-31-1972 Supporting Documentsr MINUTES SPECIAL MEETING NQ 793 A Special Meeting of the City Council of the City of Clermont was held in the office of the City Manager on Monday, January 31, 1972. The meeting was called to order at 5:10 P.M. by Mayor Don E. Smith with the following members present: Councilwoman Watson and Councilmen Beals, Smoak and Schroedel. Others present were: City Manager Hopkins, City Attorney Langley, City Clerk Carroll, Sam Mazzotta and representatives of the local Press. City Manager Hopkins reported to Council as follows: That there was need for sanitary sewer line extensions in the Lake Sunnyside area to meet both immediate and future needs in that area. That he had received a cost estimate covering the gravity lines, manholes and pavement repair for such line extensions from Michaels- Stiggins, Inc. in the amount of $11,410.00 along with their recommendation that these extensions be made while the Sanitary Sewer Contractor is still on the job in order to take advantage of unit prices which are presently in effect, and, that funds for this extension work were available in the Contingency Account. Motion was made by Councilman Smoak, seconded by Councilwoman Watson and unanimously carried that the Engineers be authorized to proceed with the necessary line extensions in the area east and south of Lake Sunnyside. Upon the recommendation of City Manager Hopkins and Director of Public Utilities Asbury, motion was made by Councilman Schroedel, seconded by Councilman Beals and unanimously carried that the Engineers be instructed to make the necessary changes at the sewage treatment plant to accommodate one ton chlorine cylinders in lieu of 150N cylinders at a cost of $11,755.00. Councilman Beals offered and moved the adoption of a RESOLUTION with regards annexing and making a part of city area, certain properties contiguous to the present city boundary and more particularly described as: Commencing at a point at the intersection of the Northern right-of-way line of Florida State Road No. 50 and the center line of Grand Highway which forms the present Eastern boundary of the City of Clermont, run East thence along the Northern right-of-way line of Highway No. 50 to a point due North of the Northeast corner of Tract 24, Section 29, Township 22, South, Range 26 East, (according to the Plat of Lake Highlands) run thence South and along i the Eastern line of said Tract 24 and Tract 25, continue South to a point that intersects the Eastern right-of-way line of U.S. Highway No. 27 (State Road No. 25), thence Southeasterly along said Eastern right-of-way line to a point that intersects i the Southern line of Section 29, Township 22 South, Range 26 East; thence West tF along the Southern line of said Section 29, Township 22 South, Range 26 East, to the Southwest corner of said Section, thence continue West along the Southern line of Section 30, Township 22 South, Range 26 East to the waters edge of Lake Minnehaha; thence run West 10 degrees North across Lake Minnehaha to a point that is due South of the intersection of the South right-of-way line of State Road No. 561 and the i Western boundary of the City of Clermont; thence run due North to the aforedescrited point, thence run South and continue on the boundary of the City of Clermont to a point that intersects the P.O.B. of this description. The motion was seconded by Councilman Schroedel and unanimously carried. The RESOLUTION was read in full by j City Attorney Langley, the Number 190 assigned to it and a copy ordered posted. Smith," Mayor .Z.�`— TO: City Council FROM: City Manager SUBJECT: Chlorine Room Expansion DATE: January 31, 1972 It is requested that I be authorized to direct the engineers to make the necessary cnanges at the treatment plant to accommodate one ton chlorine cylinders in lieu of 150N cylinders. The cost of the change will be $11,755.00. Funds can be diverted from the contingency fund to cover the costs. There are a number of reasons why ton cylinders are better than 150A cylinders The use of ton cylinders requires fetter man hours in handling the cylinders, cheaper costs in purchasing the chlorine and the fact that the change to ton cylinders will be necessary when the plant is expanded are among the primary reasons. In addition, we will be limited in personnel so labor saving devices in the operation will be to our advantage. Costs Per it Per Day Per Mo. At a usage rate of 40n/day a 150# CL2 cylinder would have to be changed every 3?� days. ! Safety laws require two men to make the change. This operation takes 2 men 1/2 hour each twice weekly or 2 hours/week. If the cylinder change comes on Saturday or Sunday when only one man is on duty, a roan would have to be called in and paid overtine to assist. At the same usage rate of 40#/day a ton CL2 cylinder would have to be changed only every 50 days requiring two men 1/2 hour each or 1 hour every 50 days to average 10 minutes/week. A ton cylinder will last 13.3 times longer, is $0.04/# cheaper and is changed with a chain hoist whereas a 150y cylinder has to be handled by manpower. The cylinder weight of 1001 plus the C12 weight of 150# equals 250# of weight. These cylinders j must be lifted by hand resulting in back strain, smashed fingers, insurance claims 11 and ultimately higher insurance rates. We must be concerned with keeping the operating costs at the plant as low as possible. This change will result in a manpower and materials savings of almos $1000.00 a year. o obert h1. The extensions are to serve the Meadows commercial development (Sunnyside Plaza) on SR 50 and Bowman, two duplexes under construction on Sunnyside Drive and development to be announced in the near future on Minnehaha Avenue between East Avenue and Bowman Street. Maps are available in City Hall showing the line extensions. Authoriza- tion for the engineers to proceed with the work is requested. Funds are available in the Contingency Account which can be utilized for this purpose. f•1.
