03-09-1971 Supporting DocumentsMINUTES N4 721. REGULAR MEETING A Regular Meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, March 9, 1971. The meeting was called to order at 7:30 P. M. by Mayor Don E. Smith with all members present. Other officials present were: City Manager Hopkins, City Controller Fleming and City Attorney Langley. Others present were: Mr. and Mrs. John Aull, Mr. and Mrs. R. Boyce, Mr. and Mrs. George Gallup and the Messrs. Henry Czech, E. L. Schumann, C. A. Mangold and representa- tives of the High School National Honor Society. Mrs. M. Dollar acted as Secretary. The Invocation was given by Councilman Heals. The Minutes of the Regular Meeting held on February 23, 1971 were approved as written. City Manager Hopkins submitted his report both orally and written and a copy is attached hereto. As recommended by City Manager Hopkins, in his report, motion was made by Councilman VanderMeer, seconded by Councilman Beals, and carried, that the City Manager be authorized to employ a sewer plant treatment superintendent effective April 26 at a starting salary of $142 weekly, and that the City Controller be authorized to make available unappropriated surplus funds in the amount of $3,000 for the purchase of a 1/2 ton truck for the use of the water treatement plant superintendent. Miss Janice Hoskinson appeared before the Council and requested permission for the National Honor Society of the Clermont High School to hold a dance in Jenkins Auditorium on March 24th to be sponsored by Mrs. Edith Caldwell. Motion was made by Councilman Beals, seconded by Councilman VnaderMeer and carried that this request be granted provided that all necessary rules and regulations as set forth for use of the Auditorium for dances are met. It was suggested by City Attorney Langley that all future requests for dances in the auditorium be accompanied by written confirmation from the sponsor or sponsors. City Manager Hopkins presented a written request from the Junior Class of Clermont High School for permission to hold the Junior Prom at the Jenkins Auditorium on April 17, 1971. Motion was made by Councilman VanderMeer, seconded by Councilman Beals, and carried, that this request be granted provided that all necessary rules and regulations as set forth for use of the Auditorium for dances are met. City Manager Hopkins advised that notice had been received from the Seaboard Coast Line Railroad Company that they will file application with the Florida Public Service Commission on March 25, 1971, or as soon thereafter as practicable for authority to dualize the operation of its agency Station at Clermont and Groveland, and that if this move is carried out the local operation will then be handled in the Groveland office. He further advised that if Council opposed this move they could, by Resolution, request a Public Hearing to voice their opposition. Motion was made by Councilman Beals, seconded by Councilwoman Watson, and carried, that a RESOLUTION be prepared by the City Attorney and executed by the Mayor and City Clerk opposing the closing of the Clermont Agency of th4 Seaboard Coast Line Railroad Company and requesting a Public Hearing. The RESOLUTION was adopted and the Number 176 assigned to it. MINUTES NQ 722 City Controller Fleming distributed corrected copies of the annual audit for 1969-70 to the Council members and advised that he would be happy to answer any questions the Council might have pertaining to the audit. Ile further advised that as directed by Council he had disbursed surplus city funds for deposit to various banking institutions in the area from which the city would derive the highest interest rates. City Attorney Langley reported that no objections had been received to date with regard to the bond validation hearing held on February 26th. The Mayor reminded the Council and all other present of the All States Picnic to be held at the Jenkins Auditorium on Wedneday, March loth and urged all present to attend. It was mentioned that complaints of stray dogs are still being brought to the attention of the City Council and the City Manager replied that an appraisal is still underway regarding our stray animal control capacilities and recommendations for improvement should be ready for Council's consideration in the near future. Councilwoman Watson advised that she had received several complaints from residents on Lake Shore Drive that the street sweeper had not been used in this area for several months. City Manager Hopkins explained that the street sweeper was in need of costly repairs, and that he was not convinced that it would be feasible to make these repairs. Following a discussion, introduced by Councilman Beals, concerning an airport for the South Lake County area, the Mayor appointed Councilman Beals to serve on the committee already established to study the subject of an airport. Motion was made by Councilman Cochran, seconded by Councilman Beals and carried that the bills be paid. Upon recommendation of the Mayor, motion was made by Councilman VanderMeer, seconded by Councilwoman Watson, and carried, that the City Attorney be directed to prepare a RESOLUTION requesting the Lake County School Board to support the installation of flashing lights at the school crossings at the intersections of Bloxam Avenue and East Avenue on Highway 50, and that the Mayor and City Clerk be authorized to execute same. The RESOLUTION was adopted and the Number 177 assigned to it. The meeting was adjourned by Mayor Smith. �� Don E. Smith, Mayor Mildred Dollar, Secretary CITY IIAHAGER'S REPORT The routine business of the City is being conducted as usual. Recent work categorized "other than routine" includes installation of hater line to the hospital project, installation of additional storm sewer on Chestnut Street and installation of a new fire hydrant on Bloxam at Highway 50. We have received our two new tractors and expect delivery on the car and pickup truck in approximately 30 days. Mr. Jay 0oub, system manager for TM Communications, advises that they plan to locate a Clermont site for their TV cable head in next month and plan to start construction of the system in July. They hope to hook up the first customer in September or October. lie also said they will establish an office here to handle their accounts. Chief Tyndal has selected Jerry Blair to participate in the Police Department's Cadet Program. Jerry is a student at Lake -Sumter Junior College studying criminology. ile are fortunate to have Jerry in the program in that he is very interested in law enforcement. As a matter of fact, he has completed 180 hours of the 200 hour police instruc- tion. He will start in the program on March 15. At the present time I am developing a new personnel program for the City. The present program is, in my opinion, grossly inadequate. The wage and salary schedule is out of date and the personnel manual does not adequately cover the subject. It is interesting to note that virtually all employees are at the last step of the pay scale or beyond. People recently employed have been employed in the latter steps. I am developing a new, comprehensive personnel manual to include employee procurement, wages and benefits, a grievance procedure, disciplinary actions, holidays, vacations, sick leave, military leave, personnel records, use of city property, employee education, and absences and other leaves. I am also developing a new position classification system whereby we can have a systematic arrangement of classified positions. I am also developing a new wage and salary schedule to include 7 steps covering a 5 year period. In developing the schedule I am taking into consideration such factors as prevailing wages in comparable municipalities in the area, cost of living, our employees present wages as well as the anticipated impact of the sanitary sewer project, increased construction of buildings and Disney World. I hope to have the total package ready for Council consideration in the near future. I would like to have this behind us when we go into budget preparation. As I indicated sometime ago, I plan to employ a sewer treatment plant superintendent as soon as construction starts on the project. This will give us additional supervision of the project plus enable the individual to become intimately familiar with the system. I have discussed the Clermont situation with the chief operator at the Cocoa Beach plant as he has applied for the position. He is 30 years old and has been at Cocoa Beach for over 3 years. He has a C license and will take an examination for a B license on March 27. lie needs only one year on tine job training to enable him to take the exam for a C license in water purification. He is a capable young man with considerable experience in the treatment process which our plant will entail. He has also indicated a desire to supervise the water activity. This would be 2 desirable, especially when the sewer system is activated, from the standpoint of coordination of manpower and equipment, plus having a trained, licensed man in cha,•ge. Ile has indicated a willingness to start at $142 Meekly ($7381 annaally)with a raise to $150 weekly ($7800 annually) at 6 months. The engineers have indicated that these amounts are in line particularly when one considers his qualifications and his willingness to supervise water and sewer as one department. The salary requirement is higher than the $6,000 budgeted, but lower than what the applicant first asked for. I believe the amount is reasonable. I might add that it will fit into the overall personnel program now being developed. I would like to employ him effective April 26. Inasmuch as the superintendent will need a vehicle, it is requested that I be authorized to advertise for the purchase of a 1/2 ton truck. Funds in the amount of $3,000 will be required and are available. Today I met with Mr. Ed Zagar of the Florida Game and Fresh Water Fish Commission regarding renovation of the boat ramp on Lake Minneola. Since the ramp is located in a fish management area and the ramp is used to a large extent by visitors and out -of -city residents. I have requested assistance from the State for renovation of the ramp. Mr. Zagar indicated there is a very good chance that the Game and Fresh Water Fish Commission will undertake the project and absorb most and possibly all of the cost. He hopes to have a proposal in the near future. The trip to the modular home plant in Orlando originally set for Wednesday, March 1U has been rescheduled for Wednesday, I•larch 17. It has been rescheduled since the Orange Blossom Festival All States Picnic is being held on March 10. And one final note. Last week the Clermont Police Department apprehended a man for breaking into a soft drink machine. He was checked out using the IBM Communications terminal. It was learned he was wanted in Green Bay, Wisconsin for two felonies - Assault on a police officer and violation of probation. Ile has been turned over to the sheriff for return to Wisconsin.
