03-23-1971 Supporting DocumentsMINUTES N9 723 COUNCIL MEETING A Regular meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, March 23, 1971. The meeting was called to order at 7:30 P. M. by Mayor Don E. Smith with all members present. Other officials present were: City Manager Hopkins, City Controller Fleming, City Clerk Carroll, City Attorney Langley and Chief of Police Tyndal. Others present were: Mr. and Mrs. Don Thomas, Mrs. Richard II. Langley and the Messrs. Virgil Hawkins, C. A. Mangold, E. L. Schumann, Henry Czech and Harold C. Williams. Representatives, of the local Press were also present. The Invocation was given by Councilman VanderMeer. The Minutes of the meeting held on March 9, 1971 were approved as written. Mr. Virgil Hawkins, representative of the Lake County Opportunity Office, appeared before Council to present to them a resume of a proposed project - "Mini -Bus System for Lake County" - to be sponsored by the Lake County. Opportunity Office with financial assistance from the Federal Government and hopefully from the municipalities in Lake County. City Manager Hopkins submitted his report both orally and written, and a copy is attached hereto. With regards the report of Mr. Hopkins whereby he was presently inter- viewing applicants for the position of Building Inspector, it was consensus of Council that the position of Assistant Director of Public Works and that of the Building Inspector be combined, and that the City Manager proceed with filling this position with this in mind. City Attorney Langley reported that the appeal period on the sewer bond validation viould expire on Monday, March 29th, and to date there had been no indication of an appeal. Mayor Smith reported as follows: That he and City Manager Hopkins had appeared before the Lake County School Board on March 22nd and submitted to them a Resolution urging their support to the Department of Transportation for the installation of flashing lights on Highway #50 in the school crossing areas at East and Bloxam Avenues; That members of the Council and the Planning and Zoning Commission had visited the Modular Home Construction Plant in Casselberry recently; and that the monthly Orange Blossom Breakfast would be held on Wednesday morning, March 24th in the Jenkins Auditorium to be sponsored by the Green Valley Country Club, and urged that all present attend. City Clerk Carroll read communications as follows: From J. K. Tryson wherein he submitted his resignation as Second Municipal Judge, effective May 1, 1971; from James S. Click, Jr. inviting members of the City Council and other city officials to attend a reception for concert violinist, Mr. Rubinoff, at the Florida Power Lounge on Tuesday, April 6th, at 8:30 A. M. Motion was made by Councilman Beals, seconded by Councilman Cochran and carried that the resignation of J. K. Tryon be accepted with regrets, and that the City Attorney be instructed to prepare a Resolution of commendation to Mr. Tryon. City Clerk Carroll opened bids on one 1971 Pick-up Truck, to be used in the Water and Sewer Utilities Department, as follows: MINUTES N4 724 Bob Wade Ford, Inc 950 East Highway 1150 Clermont, Florida @ 2695.00 Haney Chevrolet, Inc. P. 0. Box 2193 Orlando, Florida 32802 @ 2449.12 John Lamb Chevrolet, Inc. P. 0. Box 129 Winter Garden, Florida 32787 @ 2271.62 City Manager Hopkins reported the bids to be in order as specifications submitted, and recommended that the low bid of John Lamb Chevrolet, Inc. be accepted. Motion was made by Councilman Beals, seconded by Council- man VanderMeer and carried that the recommendation of City Manager Hopkins be accepted and the bid be awarded to John Lamb Chevrolet, Inc. -Councilman Beals reported that in working toward a goal of establishing a South Lake Airport Authority, he would request a meeting in the near future of officials from the neighboring communities of Groveland, Mascotte and Minneola along with officials of Clermont to discuss the matter. The meeting was adjourned by Mayor Smith. Don E. Smith, Mayor Dolores W. Carroll, Lity Clerk In accordance with instructions received at the City Council meeting on Marcie 9, a resolution was sent .o the Public Service: Commission opposing the proposed dualization of 'he Seaboard Coast line Railroad Stations at Groveland and Clermont. We received a letter dated March 15 from the PSC acknotrledging receipt of the resolution and stating the City will be advised of further action. I have received a confirmation letter from itr. Thomas Asbury of Merritt Island, Florida regarding his employment as the sewer treatment plant superintendent. Ile will report May 3. We received our new hydraulic trash loader on Friday, March 19. As soon as we install the new trash body on the chassis and paint it and give the operator some OJT on the proper operation o. the equipment, it. will be put into service. This should be the first of next week. I believe all the Council members and the staff have had ample time to review Mr. Johnson's recommendations for changes to the Charter and Code of Ordinances. I suggest that a +pork session be scheduled for 7:30 P. M., Tuesday, 14arch 30 at Jenkins Auditorium to discuss those recommendations. Mr. Johnson indicates he can attend on that evening. As you will recall from my report of January 12, I advised the Council that I had advertised for a Building Official. At that time I was instructed to review our present capabilities as weli as present and future needs to determine if present personnel could continue to handle the duties of that position or if an additional person was actually needed. I have made this revietr and feel that the Building Official position should be filled rather than delegating duties to present personnel. While it is true that construction in Clermont is presently proceeding at a rather slow pace, I feel this trill change considerable with the installation of the sanitary sere, system. In addition to developing a comprehensive program to include the issuance of permits and the necessary inspection follow up, I feel the Building Official should work, closely with the Planning and Zoning Commission in an effort to implement a continuing evaluation and updating of ordinances and related aspects of community development. He should also concern himself :jii:h other inspection services such as health, sanitation and nuisances. For example; garbage, trash, unsanitary or dangerous structures, Irigh needs, and junk cars. Considerable time is in,.+olved in -;:here areas from identification of the problem to a successful eraiication of that problem. To date we h"e not received any "dication of appeal on the validation hearing. The appeal period expires the end of this week. And lastly, I regret to inform that tr. Gordon T.
