SPECIAL HEETIHG
A Spe cial Fleeting of the City Council of the City of Clermont was held
in the Kieianis Room of Jenkins Auditorium on Tuesday, July 20, 1971.
The weeting was called to order at 7:30 P.M. by Mayor Don E. Smith with
the following members present: Councilwoman Watson and Councilmen Vander -
Meer, Cochran and Beals. Other officials present eiere: City (tanager
Hopkins, City Clerk Carroll, City Controller Fleming, City Attorney
Langley, Director of Community Services Smythe, Director of Public Utilities
Asbury, Building Official Nagel and Consulting Engineers, Jim Westbrook
and Floyd Groo.
The Special Meeting was called to consider and draft a policy for the
extensions of eater and sewer collection lines. This matter was dis-
cussed at length and then referred to the City Manager for additional
information and recommendatrions.
At request of Council at their meeting of July 13th, City Attorney Langley
submitted a Resolution with regards Council's opposing to the Public Service
Commission the dualizing of the Clermont and Groveland Seaboard Coast Line
Railroad freight operations. The Resolution was read in full by Mayor
Smith. Motion was made by Councilman Vanderhieer, seconded by Councilman
Beals and carried that the Resolution be adopted, the Humber 181 be assigned'
to it and a copy ordered posted. Councilman Cochran voted Naye on the
motion.
Mayor Smith read a letter from Robert C. Shumaker of the First Federal
Savings and Loan As sociation wherein he requested that First Federal be
allowed an early release of their Lease Agreement with the City should they
be able to occupy their new premises as early as September. It was con-
sensus of Council, and the City (tanager was directed to do so, to advise
that an early termination of the lease Would not be acceptable until and/
or unless another tenant was available to occupy the premises at the time
First Federal desired to vacate.
Considerable discussion followed with regards to improving city hall
facilities. It was the opinion of Councilman Cochran that a decision
needed to be reached on one of the following three items:
(a) Occupy the present First Federal Building
(b) Sell the First Federal Building and construct a
new building
(c) Sell the First Federal building; purchase the building
located directly west of the present city hall to be
torn down and an addition constructed there; purchase
the building located directly north of the present
city hall to be added to the present structure, and
renovate the existing city hall offices.
It was the opinion of Councilman Deals that another site, but in the
downtown area, be investigated for possible purchase on which to construct
a new building.
It was the consensus of Council that the City Manager obtain cost estimates
on the aforementioned and report back to the Council.
The meeting was adjourned by Mayor Smith.

REGULAR MEETING
11 Regular ;Meeting of the City Council of the City of Clermont was held
in the Council Chambers on Tuesday, July 27, 1971. The meeting was called
to order at 7:30 P. 14. by Mayor Don L. Smith with the following members
present: Councilman VanderMeer, Cochran and Deals. Other officials
present were: City Manager Hopkins, City Clerk Carroll, City Controller
Fleming, City Attorney Langley and Chief of Police Tyndal. Others
present were: Mesdames Ruth Alice Ray, Shelia Langley and Betty Thomas
and the Messrs. Ellis Konsler, Bill 14'illiams, Homer Allen, C. A. Mangold,
Henry Czech, George Gallup, Travis Kennedy, M. H. Barnes, John Ray,
C. A. Mattson, Jr, Paul DiTomas, Fred '!ogt and Thomas Day.
The Invocation was given by Councilman VanderAleer.
The Pledge of Allegiance to the American Flag was repeated in unison
by all present.
Mr. Ellis Konsler appeared before Council and introduced the new owners
of Konsler Steel Company, The Messrs. 'dilliams and Allen.
Mr. Bill 14illianis appeared 'before Council and requested the closing of
Juniata Street, between 12th Street on the west and eastern boundary of
the Konsler Steel property which lies in Blocks 123 and 124 of Sunset Park
Subdivision. Mr. Williams further stated that Konsler Steel was the sole
owner of the property on either side of this portion of Juniata Street,
and he was making this request for closing in order to better utilize
the entire Konsler Steel property which is now separated by Juniata Street.
Mr. 19illiams still further stated that Konsler Steel Company would grant
sufficient easement on the eastern bound+,ry of their property in Blocks
123 and 124 for a street right-of-way between Juniata Street and Desoto
Street in order to prevent Juniata from becoming a dead-end between
loth Street and the eastern boundary of their property. Motion was made by
Councilman Cochran, seconded by Councilman Beals and carried that official
Notice of Public Hearing to consider such a street closing be advertised,
and, that prior to the public hearing a diagram of the properties affected
and the names of the property owners abutting all the property to be affected
be furnished the Council.
Mrs. Ruth Alice Ray inquired of Council as to any Council action having
been taken to alleviate the distribution of the Lake News throughout the
City without the residents having requested it. City Manager Hopkins
advised that he had contacted the owner/publisher of the Lake Nevis regarding
this and had been assured that this practice would be stopped, however, he
was aware that it had not been, whereby lie inquired of Council as to
their desire for further action in the matter. It was the consensus
of Council that such a practice of distributing the Lake News to residences
which had not specifically requested it constituted a violation of existing
city ordinances regarding littering. [lotion was made by Councilman Cochran,
seconded by Councilman VanderMeer and carried that city ordinances
pertaining to littering be fully enforced and that the owner/publisher of
the Lake News be so advised of this action.
City Manager Hopkins submitted his report both orally and written and
a copy is attached hereto.
Upon request of the City Manager, Mayor Smith called a Special Meeting
of the City Council to be held on Tuesday, August 3, 1971 at 7:30 P. M.
in the Kiwanis Room of Jenkins Auditorium.

Motion etas wade by Councilman Cochran, seconded by Councilman Van (Ierfieer
and carried that the City Manager be directed to contact the proper
Lake County bureau and the Division of Recreation and Parks of the
Department of Natural Resources to conduct an ecological study of the
marsh areas in the Clermont area.
Upon recommendation of the City lianager, motion was made by Councilman
Beals, seconded by Councilman Vanderileer and carried that the City 'tanager
obtain a short terra pro-rata policy for the city's insurance needs in order
that all city policies would expire on 11-1-72 at which time the city's
insurance needs would be placed for competitive bid.
City Controller Fleming read a letter from the Official Board of Cooper
Memorial Library wherein they requested additional financial assistance
in the 1971-72 budget over and above the .65 of a i4ill which is allotted
annually.
City Attorney Langley advised the Date of Taking on the sanitary server
condemnation suits had been set for August 31, 1971 at 2:30 P.M. in
the County Court House.
Councilman Cochran reported that he and Mrs. Cochran, Councilman and
Mrs. Beals and City Manager Hopkins had attended the recent quarterly
meeting of the Lake County League of Cities in Leesburg. Councilman
Cochran further reported that Clermont shall host the next quarterly
meeting of the league to be held on October 20, 1971 at 7:00 P.M. at the
Citrus Tourer Restaurant.

OF ALL OF THE FOLLOWING STREETS SHORN BY A PLAT RECORDED IN PLAT BOOK 3,
PAGE 19, PUBLIC RECORDS OF LA.,E COUNTY, FLORIDA, LYING SOUTH OF SEMINOLE
STREET AND WEST OF Tl41ELFTH STREET IN THE CITY OF CLERMONT, FLORIDA, TO-W.IT:
POINSETTA DRIVE, VIRGINIA DRIVE, HT.VERNON DRIVE, FLOREilCE DRIVE,
HIAWATHA PLACE, and i•1AGNOLIA STREET and the Ordinance was read in full
by the City Attorney for a first reading.
Councilman Beals offered and moved the adoption of a RESOLUTION directing
that monthly pension benefits be paid from the City of Clermont Pension
Plan to Joseph Davis, employee of the City of Clermont who is retiring as
of July 31, 1971. The motion was seconded by Councilman VanderMeer and
unanimously carried. The RESOLUTION was read in full by City Attorney
Langley, the [lumber 132 assigned to it and a copy ordered posted.
Councilman Vanderfteer reported that, in his opinion, the State Department
of Transportation should again be requested to construct grade separations
on East Avenue and West avenue at their intersections with State Road ;150.
It was consensus of Council that a delegation of Council members, the
City Attorney and the City Manager request a meeting with i4r. C. A. Benedict
of the DOT to discuss this matter, and the City Manager was directed to
contact Mr. Benedict for an appointment.
Mr. Tom Day appeared before Council and advised them he was a new resident
of Clermont and was in the process of incorporating a new business in the
city to be known as Mid -State mechanical, Inc., Plumbers for Residential,
Commercial and Industrial needs.
The meeting was adjourned by Mayor Smith.

A Special :leeting of the City Council of the City of Clermont was
held in the Kiwanis Roo;n of Jenkins Auditoriu;n on Tuesday, August
3, 1971. The meeting tras called to order at 7:30 P.;1. by Mayor
Pro-Tem Cochran Frith the follovring mvm:)ers present: Councileroman
Matson and Councilmen Vander'9eer and Peals. Others present were:

The purpose of the meeting was to review and study the proposed
budget for the General Operations cf the City for the fiscal year
1971072 as prepared by the City !anager for consideration.
;1r. Henry Czech appeared before Council and stated chat he would
encourage Council's setting t;le 1971 tax rate millage at the present
millage, or less, inasmuch as 1972 mould be a very critical year
for the city taxpayer due to the serer system assessments, hook-up
costs and monthly fees for the serer service.
Un behalf of the official Board of Cooper Memorial Library in their
request to Council for additional financial assistance over and
above the allotted 2/5 mill, !Ir. Czech presented statistics and
other pertinent information of the operation and costs of operation
of the Library.
Following a coi�ipiete presentation and review of the proposed general
operations budget by City ilanager Ilopkins, motion tans made by
Councilman Vander:1eer, seconded by Councilwoman 4!atson and unanimously
carried that the 1971 tax rate for the General Operations of the
City of Clermont be set at 8 'dills.

I have no objections to the rezoning request what so ever,and as
a citizen of Clermont I am pleased to see such a nice project
contemplated.
Analso as ovmer of the Clermont I:Sotor Lodge,I have to turn so

many nice retired couples away,and 'they have to go else where to
spend the 'reinter dueto the shortage of Apts in Clermont.

At the regular meeting of the City CO" Ci I on T y 25, 1971, Dr
J . R . Peacock requested that the city sell to h! v a " Q foot
lot described as Lot 1, Block Kb" Sunset Park, mined by the
city and which abuts an unnamed sheet alongside his property
located in Black 125A, Sunset Pan. In addition. A wanted the
unnamed street closed.
No anion wits taken but the City Attorney was instructed to
9 1 repare thenecessary ordinance to close the ur� amed street lying
etween Blocks 125A and 126A, Sunset Park, and 1 was authorized to
have Lot 4 Block 126A, Sunset Park, appraised r i a frowt foot rr
basis.
1 had an appraisal made by Max Judy. He appraised the property
at $1 .250 or $25.00 per front foot.
If the City closes Be street and declares the remaining property
as surplus, it is recommended that sealed bids he taken and the
property sold to the highest bidder only if the bid exceeds the
appraised value.
After the street is closed. be 45 frcit feet of
property available for sale.

Mr. Satterwhite has no objection to the sale of ;he property to
Dr. Peacock.

all according to the plat of the
City of Clermont as recorded in the
Public Records of Lake County,Florida
The City Council of the City of Clermont will consider
sealed bids for the following:
Vacant city property located in
the 1100 block of Linton Court,
Clermont, Florida zoned R-2
(Medium -density residential)
All bids must be in the office of the City Clerk not
later than 4:00 P.M. on Friday, October 22, 1971 and
will be considered by the City Council at a regular
meeting on Tuesday, October 26, 1971 at approximately
7:30 P.M. in the Council Chambers located at the conner
of De Soto Street and West Avenue.
