A Special Meeting of the City Council of the Citv of Clermont was held
in the Council Chambers on Tuesday, August 31, 1971. The meeting was
called to order at 7:30 P.M. by Mayor Don E. Smith with the following
members present; Councilwoman Watson and Councilmen VanderMeer,
Cochran and Beals. Other officials present were: Citv Manager Hopkins,
City Clerk Carroll, City Controller Fleming, City Attorney Langley,
Director of Public Utilities Asbury and Chief of Police Tyndal.
Others present were: Messrs. Elbert Ritchie, Oakley Seaver, Lawson
Wolfe, William Willis and Richard Oswalt: Miss Diane Thomas and
Mesdames Alice Tilden, Pat ticCaffrev, Juliet Carrington, Ella Mae
Sheldon, Betty Thomas, Mildred Dollar, Frances Oswalt, Dolores VanderMeer
and Olga Granger. Representatives of the Orlando Sentinel and the
local Press were also present.
The Invocation was given by Councilman VanderMeer, followed by the
Pledge of Allegiance to the American Flag in unison by those present.
Mayor Smith announced that the Special Meetinq had been called for
the purpose of discussing the proposed Utilities Budget and to
finalize the proposed General Fund Budget. The Mayor further announced
that the official boards of Cooper Memorial Library and the Chamber
of Commerce had been invited to attend this session with regards their
requests for financial assistance from the City in the 1971-72 fiscal
year budget.
Mrs. Alice Tilden sopkesman for the Cooper Memorial Library Board,
reported to C-.uncil that as their budget as submitted to Council for
consideration had reflected, they earnestly requested financial
assistance from the City in the amount of $14,300.00 which is in
excess of the 3/5 mill allotted to them annually. Following considerable
discussion of this matter by members of the Library Board and the
City Council, motion was made by Councilman VanderMeer and seconded
by Councilman Cochran that an amount of $13,300.00 be appropriated in
the 1971-72 General Fund Budget for Cooper Memorial Library. The
motion passed with Councilman Beals voting, Naye.
Mr. Lawson Wolfe, spokesman for the Chamber of Commerce, reported
to Council that the current 1971-72 Chamber Budget, already adopted,
was based on and included anticipated financial assistance from the
City in an amount equal to 2/5 mill as had been allocated to them
in the past, but did not include any anticipated assistance for the
Chamber Secretary's salary, and that he earnestly requested that Council
consider such allocation. Following considerable discussion regarding
this matter by members of the Chamber Board and Council, it was final
consensus of Council that no action be taken regarding an appropriation
in the 1,970-72 General Fund Budget to the Chamber of Commerce pending
a copy of their budget being pri:sented to Council for Council approval.
City Manager Hopkins was requested to arrange a meeting of the Chamber
Board and Council to consider the Chamber Budget for 1971-72.
It was consensus of Council that City Manager Hopkins be instructed
to include appropriations in the 1971-72 budget for a Breathalizer
and a Copying Machine.
Motion was made by Councilman Beals that an appropriation be included
in the 1971-72 budget increasing the salary of the City Manager to
$12,000.00 annually. The motion died for lack of a second.
Motion was made by Councilman VanderMeer, seconded by Councilwoman
- Watson and unanimously carried that an increase of the present salary
of the" City, Manager by 7% be included in the proposed 1971-72
budget.
PETITION
The congregation of First Baptist Church, Clermont, Florida, in its October, 1970
business meeting voted to petition the City Council of Clermont to give the electorate
of the City an official opportunity to express itself on the city ordinance which
permits sale of intoxicating beverages on Sunday.
Therefore, tre petition the City Council to call for a referendum on the question of
Sunday sales in the December City General Election, and further ask the City Council,
by its official action,to bind itself by the majority vote on the question.

WHEREAS, the City Council of the City of Clermont, Florida, has an ordinance allow-
ing Sunday sale of intoxicating beverages, and
WHEREAS, it appears that a considerable portion of the electorate of the City of
Clermont may oppose such sales for various and sundry reasons including religious,
moral, safety and public welfare, and
WHEREAS, the City Council wishes to fairly represent all of the views and opinions
of its electorate,
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CLERMONT, FLCRIDA,
that a referendum be held by said City posinC the following question to the
electorate, to-irit:
Should the City of Clermont repeal its present ordinance
legalizing sale of alcoholic beverages on Sunday?

AND BE IT FURTHER RESOLVED THAT THIS QUESTION BE ENTERED ON THE DECEMBER 1st
City General Election Ballot to be voted on by all qualified electors of the City,and
BE IT FURTHER RESOLVED, that this Council shall take whatever action this
referendum dictates and othertrise be bound by the majority of votes cast on this
question.

The community action agency named below plans to apply to OE0 for financial assistance under Title 11-A or
III-13 of the Economic Opportunity Act of 1964, as amended, to carry out community action projects that may con -
tern your office, agency, or institution. The activity that the community action agency plans to undertake is de.
scribed in Section 1, below. In orderto assure that this activity is coordinated with your own program or concerns,
you -are requested to complete Sections tI and III of this form.
OEO requires the community action agency to allow each office, agency, or institution to which this form
(CAP form 46) is sent, a minimum of l5 days from receipt of the Earn to complete it and return it to the community
action agency. If you are unable to respond fully to the request within this time period, you may either request
additional time from the community action agency or, if its schedule will not permit an extension, you may return
the form with a notation explaining why you were unable to complete it.
The checkpoint procedure is not designed to require concurrence in proposed community action activities by
all potentially concerned local officials, agencies, or institutions. Where there has been prior consultation, and
where no valid arguments have been advanced against a proposal, OEO will consider it on its merits. What OE-0
require of a community action agency is that it provide a meaningful opportunity for affected local or State
agencies to express their concerns.
