A Regular Fleeting of the City Council of the City of Clermont
was held in the Council Chambers on Tuesday, January 13, 1970.
The Fleeting was called to order at 7:30 P.M. by Mayor Don E. Smith
with all members present. Other officials present were: City
Manager Johnson, City Clerk Carroll, City Controller Fleming,
City Attorney Langley and Chief of Police Tyndal. Others present
were: The Messrs. C.A.Mangold, Henry Czech, E.L.Schumann, T.E.Enz
and J. K. Tryon. Representatives of the Orlando Sentinel and the
local Press were also present.
The Invocation was given by Councilman VanderMeer.
The Minutes of the Adjourned Meeting held on December 23, 1969
and of the Special Meeting held on January 7, 1970 were approved
as written.
City Manager Johnson submitted his report, both orally and written,
and a copy is attached hereto.
Motion was made by Councilman VanderMeer, seconded by Councilman
Cochran and carried that the City Manager be authorized to engage
Hubbard Construction Company to install a casing and water main under
State Road # 561, just south of State Road ° 50, inasmuch as their
bid was the only one submitted.
Motion was made by Councilman Cochran, seconded by Councilman Bratton
and carried that the bills be paid. A copy is attached hereto.
The meeting was adjourned by Mayor Smith to an Organizational Meeting.
ORGANIZATIONAL MEETING
Mayor Don E. Smith called the Organizational Meeting to order at
8:05 P.M. The Oath of Office as Council Member in Groupe Two (2)
for a two (2) year term and as Council Member in Groupe Four (4)
for a two (2) year term was administered by City Clerk Carroll to
Raymond P. Cochran and J.FI.VanderMeer respectively.
Mayor Smith announced that the first order of business was the
nomination of a Mayor Pro Tem for the year 1970, and that nominations
were in order. Councilman Cochran nominated Sam Bratton. Councilman
Oswalt moved that the nominations be closed and the Clerk be instructed
to cast an unanimous ballot for Councilman Bratton. The motion was
seconded by Councilman VanderMeer and carried.
City Clerk Carroll read communications as follows: From Mrs. Ella
Mae Sheldon wherein she expressed appreciation to the City Manager
and members of the Council for the many acts of kindness and ex-
pressions of sympathy extended to her since the death of her husband,
the late City Superintendent; From officials of Walt Disney World
wherein they extended an invitation to the Council to attend a Pre -
Opening Presentation of the Walt Disney Preview Center on Thursday,
January 15th at 2:30 P.M.; From Mr. Edmond Amateis wherein he urged
an early act of Council with regards to adopting a "Dog Leash Law";
From the Clermont-Groveland Elks Club wherein they requested use of
the Jenkins Auditorium to hold a teen-age dance on January 24, 1970.
Motion was made by Councilman Oswalt, seconded by Councilman Vander -
Meer and carried that this request be granted provided all necessary
rules and regulations as set forth for the use of the Auditorium for
dances, are met.

Notion was made by Councilman Oswalt, seconded by Councilman
Bratton and unanimously carried that George E. Hovis be elected
as Municipal Judge of the City of Clermont for a term of one year
and at an annual salary of $1200.00.
Motion was made by Councilman Oswalt, seconded by Councilman
Bratton and unanimously carried that J. K. Tryon be elected as
Second Municipal Judge of the City of Clermont for a term of one
year and at an annual salary of $360.00.
The Oath of Office as Municipal Judge was administered by City
Clerk Carroll to J. K. Tryon.
Motion was made by Councilman Bratton, seconded by Councilman
Vanderl•leer and unanimously carried that the following listed
persons be appointed to membership on City of Clermont Boards and
Commissions:
Clermont Plumbing Board for a term of one (1) year:

James Fisher
Clermont Electrical Board for a term of one (1) year:
Seldon Hanks
J. F. Madden
Fred Davis'
Merle Bright
Clermont Planning and Zoning Commission for a two (2) year term:

Considerable discussion took place regarding the drafting of a
"Dog Control Law" for the City of Clermont. Motion was made by
Councilman Bratton, seconded by Councilman Oswalt and carried that
the City Attorney obtain copies of Dog Control Ordtfiancessof other
municipalities and then Mayor Smith call a workshop session of the
Council to study same.
The meeting was adjourned by Mayor Smith.

CITY MANAGER'S REPORT
The State man was here and ran a series of tests on our new well last
week. I have not yet received his report but when we do we should
be in a better position to decide what our next step will be. Whatever
this step is, I hope that 1t can be taken without delay.
Work on the fishing_pier was supposed to have started the first of
this month but due to the inability of the contractor to get piling
delivered on time they are held up for a few days. They expect to
get started sometime this month.
At Councilman VanderMeer's request I have written twice to Mr. Meadows
asking that he quote the city a price on certain land which he owns
in the Lincoln Park area. He has advised me that the property is not
for sale but that he would consider an offer. I have not been authorized
to make an offer and I fear that his price is prohibitive,
I expect to meet with our engineers and fiscal agents in Orlando this
week and will then make a report to you on the progress and status
of our sewer program.
I have finally gotten permission to cross under State Road 561 with
a casing. This casing will carry both a six inch water main to the
trailer court area and a four inch line for pumping water from Sunset
Lake. Regardless of pumping the lake the crossing would be necessary
for the water main in the near future. The lake is extremely high
and pumping should start as soon as possible. I have already been
authorized to do this work but it is brought to your attention again due
to the bid situation. Insofar as I have been able to determine there
are only two Pirmsin Central Florida who do this work. I have
contacted them and have a bid from Hubbard Construction Company but
the other firm does not appear to he interested. Under these circum-
stances I would like authorization to proceed. The cost will be slightly`:'?
over $3,000.00. Please understand that only a minor part of this
expense is for the actual lake pumping and the remainder would be
necessary in any event.

A Regular fleeting of the City Council of the City of Clermont
