ADJOURIJED MEETIPIG
An adjourned meeting of the City Council of the City of Clermont
was held in the Council Chambers on Tuesday, January 27, 1970. The
Meeting was called to order at 7:30 P.M. by Mayor Don E. Smith with
the following members present: Councilmen VanderHoer, Cochran and
Bratton. Absent: Oswalt. Other officials present were: City Clerk
Carroll, City Controller Fleming, City Attorney Langley and Chief of
Police Tyndal. Others present were the Messrs. Henry Czech, E. L.
Schumann, C.A.Mangold, Jimmy Lee Jackson, Rick Michaels and Bill
Roberts. Representatives of the local Press were also present.
The Invocation was given by Councilman Vanderlleer.
The Minutes of the Meeting held on January 13, 1970 were approved as
written.
The Messrs. Rick Michaels and Bill Roberts, representing the TM
Communications Company appeared before the Council with regards Council's
interest in granting a franchise to their company for the construction
of a cable TV system in Clermont, and gave a brief resume as to the
construction and operation of such a system. Further, they submitted
a sample Ordinance for the Council's consideration. This matter was re-
ferred to the City Attorney for his study and recommendation and sub-
sequent report back to the Council.
Jimmy Lee Jackson appeared before the Council and solicited their, help
in obtaining a liquor license for his place of business located at
792 East Montrose Street (Dot's CAfe). This matter was referred to the
City Attorney.
Mr. Jackson further reported to the Council that Mrs. Matti Odum was
being billed in error by the City for lot cleaning on property which she
does not own. The Clerk was instructed to have the Building Inspector
investigate this matter.
City Controller Fleming inquired of Council their desire for enforcing
the Health and Sanitation Ordinance with regards the filing of liens
against properties for delinquent lot mowing/cleaning accounts now on
the books in the amount of $542.35. Motion was made by Councilman Vander -
Meer, seconded by Councilman Bratton and carried that the Ordinance be
enforced immediately on delinquent accounts and all future accounts
immediately upon becoming delinquent, as provided for in the Ordinance.
Mr. Fleming further inquired of Council their desire for enforcing
penalties on businesses operating in the City without having obtained an
Occupational License as provided for in the Occupational License Ordinance,
and, the recording of liens for delinquent street improvement/construction
costs. It was consensus of Council that these be enforced regularly,
as provided for, without any further action by the Council.
Mayor Smith called the Council's attention to the following: The Orange
Blossom Breakfast to be held in Jenkins Auditorium on Wednesday morning,
January 28th; The Lake County League of Municipalities meeting in the
Community Building in Leesburg on Wednesday evening, January 28th, and
urged that as many members as possible, to attend.

City Clerk Carroll read communications as follows: From the Cooper
Memorial Library Board wherein they welcomed Councilman Bratton as
a Liaison Representative to the Board; From Mr. R.1-1.Tilden wherein
he was protesting dogs on his premises.
Mayor Smith advised that he was calling a work session of the
Council to prepare an Ordinance on Dog Control,in the office of the
City Attorney on Tuesday evening, February 3rd at 7:30 P.M.
Motion was made by Councilman VanderMeer, seconded by Councilman
Bratton and carried that the City Manager be instructed to advertise
for bids on the lighting of the softball field as per specifications
furnished by the Florida Power Corporation, the softball field lying
just north of the Little League Field.
The Meeting was adjourned by Mayor Smith.
