REGULAR MEETING
A Regular 'renting of the City Council of the. Cite of Clermont was
held in the Council Chambers on Tuesday, May 12, 1070. The meetinq
was galled to order at 7:30 P. 1. by Mayor Pro-Tem Sam Rratton,
in the absence of 1ayor Smith, with the followinq members present:
Councilman Oswalt, Cochran and VanderMeer. Other officials present
were: City Manager Johnson, City Controller n eminq, City Clerk
Carroll, City Attorney Langley and Chief of Police Tyndal. Others
present were: Mrs. Don C. Porter and the Messrs. Henry Czech, F. L.
Schumann and C. A. Mangold. Representatives of the local Presswere
also present.
The Invocation was given by rnuncilman Vander''eer.
The 'Minutes of the Adjourned Peeting hold on Anril 22, 1970 and of
the Special Meeting held on April 29, 1970 were approved as written.
Hm Don C. Porter, representing the Ilinnehaha Trailer Park, appeared
before the Council and protested the proposed increase of water rates
as pertaining to trailer parks.
City Manager Johnson submitted his report, both orally and written
and a copy is attached hereto.
Inasmuch as Council approval is required for signs placed on puhlic
property and inasmuch as a sign had been placed at the Jaycee Reach
without a permit and which is in violation as it projects beyond the
front building line, motion v.as made by Councilman VanderMeer, seconded
by Councilman Cochran and carried that the lessee of the Jaycee Reach
Restaurant he requested to remove the sign. It was consensus of
Council that the lessee of the Jaycee Reach Restaurant be notified that
should he desire to place another sign on this property, that he
make the necessary request to Council, submitting to them a plan
of the proposed sign.
City Controller Fleming reported as follows: That the Delinquent Tax
Sale for 149 taxes would be held in the office of the City Clerl•
on June 1, 1970 beginning at 10 o'clock A. M.; That only an approximate
1% of the total tax roll had not been collected; That a city held
treasury bill would be due on May 15, 1970 whereby cash would be
available for the installation of the water main from the new Grand Highway
well to the Highland Avenue tank, and, the purchase of Lots 4, 5, 5, 11,
12, 13 and 14 in Block 142 of Johnson's Replat which is due June 1st.
City Attorney Langley reported that clearance has not been received
as yet regarding the proposed land trade for the sewer system; that
a final judgment on the Gus Reis vs the City of Clermont injunction
had not been handed down as yet by Judge Hall.
(lotion was made by Councilman Oswalt, seconded by Councilman VanderMeer
and carried that the bills be paid.
Motion was made by Councilman VanderMeer, seconded by Councilman Cochran
and carried that the following named be appointed to serve on the Planning
and Zoning Commission: Henry Czech, Charles Beals and Travis Cork, Jr.
Councilman Cochran offered and moved that it be passed AN ORDINANCE
ESTABLISHING WATERWORKS AND SANITARY SEWERAGE DEPARTMENT: PROVIDING
METHOD OF SERVICE AND CONTRACTS OF SERVICE: PROVIDING !•LATER AND SEWERAGE
BASIC RATES: PROHIBITING INFLUX OF PRIVATE WATER SUPPLY: PROHIBITING
TAMPERING WIN CITY PROPERTY: PROHIBITING NON -SANITARY HASTE INDUCTION:
PROVIDING PENALTY FOR VIOLATIONS HEREOF and the ORDINANCE was read

in full for a second reading. The motion was seconded by Councilman
Vanderlleer and upon roll call vote on passage of the ORDINANCE the
result was: AYES: VanderMeer, Oswalt, L'ratton, Cochran. Total Ayes:
Four. Naves: Clone. Absent: Smith. So the ORDIIIAPICE was adopted,
the Number 52-C assigned to it and a copy ordered posted.
Councilman Vandertleer, Council's representative to the Lake County
Office of Economic Opportunity, reported that he felt Lake Cnunty's
chapter was more effective than other surrounding chapters and that
the meeting were conducted from an agenda now and more thorough than
they had been in the past.
The meeting was adjourned by Ilayor Pro-Tem Bratton.

Lighting fixtures for lighting the soft bail Field are in stock and
will be 'installed as soon as the roles arrive. Once again the Florida
Power Corporation is contributing time and equipment and several
of their men have agreed io do the ;iris;g without pay.
Contrary to ,that some people think :ve are picking up dogs which are
in violation of the dog control ordinance. Ne have in the pound 28
at the present.1 few of the stray dogs present quite a problem as
it is almost impossible tc catch them. :arrangements have hecu made
to turn the dogs over to Eire county ai!;ar we have Vent them the
required time.
