The Minutes of the ldeetinn held on June 0, la7n i,!ere approved as written.
Mayor Smith extended a welcome to all present and urged that as many as
possible attend the Orange Blossom Preakfast in Jenkins Auditorium on
Jcdnesday morning, June 24th.
Mavor smith declared an Open 'leetinn at this time for all interested
persons desirinq to appear before the Council +:ith regards the proposed
purchase of the First Federal Puildinq for city administrative offices.
The following named persons spoke in opposition to the moving of the
city administrative office from the present downtown area: Henry Czech, Travis'.
Kennedy, Mrs. Hattie Grant, Charles 11arshal1, Mrs. paul '1r.Guire, P1rs.
Ellis Malpas, Art Mattson, 11i11iam Oarr, Robert Free, Oscar llnoten and
John Cunningham. !lrs. Louise Cunningham urged that Council make public
their thoughts and reasons for purchasing the First Federal Building
for the city administrative officesand postpone any execution of contract
for same until such time as the downtown merchants and any other interested
persons might have the Opportunity to evaluate same. Ir. HP.nSy Czech
urged that Council refer the natter of obtaining larger quarters for
city administrative offices to the Clermont Plannin., Commission for their
research, studv and recommendations. "r. Hamilton Yard urged that Council
and all interested persons be more concerned with unity and harmony in
arriving at any decision.
Upon request of Councilman Vander1cer, City Controller Fleming presented
and explained two proposed methods of financing the purchase of the First
Federal Building and a copy is attached hereto. Councilman Cochran
desired it be a matter of record that he opposes the purchase of the
First Federal Building for city administrative offices and thereupon moved
that the execution of contract to purchase same, as authorized at the
last Council meeting, he postponed for thirty (30) days. The motion died
for lack of a second.
City Manager Johnson submitted his report both orally and written and
a copy is attached hereto.
Motion was made by Councilman Vanderlleer, seconded by Councilman Oswalt
and unanimously carried that the 1970 tax rate for General Operations
of the City of Clermont be set at 8 1ills.

Assessor, and that it shna!ed a total increase in the valuations of
5621,745.on. '!r. Flemion furthor ar!vised that thr, ^oard of Fnua1i7.ation
Iootino would be held in Tavares on August 3, 1071. Upon request of
Council at the meetinq of June 11th, Controller Fle.minn resoarched thr
existing franchise hetraeen the City and the Florida rowp r Corporation
and reported there is no provision for nurchasinq of sar^e prior to the
ex.oiration date of the existing franchise :!hic'i is July 1, 1n•^?.
Councilman Cochran offered to donate and place shrubbery in the planter
box of one of tho_ ""!elcome, to Clermont Signs" if the City would furnish
plantings for t!,e other three. !favor Smith advised t!"t he had already
made arrannements for plantin! of shruh1tPry at all of the signs within
the next: fet! days.
Councilman Cochran reported to Council that he felt the cut-off date
for delinquent !!ater accounts at the end of a 2p dars period too
stringent and thereupon moved that all r!cIinoLion t accounts he given written
notice at the end of such 20 day no..riod that the water service would he
discontinued at the end of the cion th, however, this not to apply to
those accounts which had peen delinquent for t1,o months previous. The
motion was seconded by Councilman. Vander!1eer and unon roll call vote
on passage of the motion the result was: Ayes: Cochran. Total eves: One.
iiayes: Vanderfieer, Oswalt, Smith and 1lratton. Total 41aves: Four. The
motion failed to carry.
Councilman Cochran reported to Council that unon Council's action on
October 28, 1n69 wherebv a portion of an unnamed street surrounding Lake
l!inona was closed and a suit Claim f!n d given the ahuttino property
owner, G. Lnn 5,rotherson, this prohibits renewal of a lakefront Easement
on a part of this property which has been granted to Mr. and !ors. Readus
Frye since April C, 1941). r1r. Cochran stated he felt the Council was
in error in giving a Ouit Claire deed to property on which they had
previously granted an easement and urged that some action 1'e taken to
remedy this error. Inasmuch as the City Attorney had heen excused
from the meeting due to illness in his family, there was no action taken
and the matter uas deferred.
!•lith regards to interest sho�in in obtaininn necessary lands and constructing
an airport to serve the South Lake County area, Councilman Cochran reported
on a recent meetino held with a representative of a Federal Bureau
concerned with municipal airports, and strongly urged that Council continue
the study of such a project. A copy of '1r. Cochran's report follows these
Minutes. Mayor Smith appointed Councilmen VanderDleer and Cochran and
Doctors ;Watson and '!eaver as a Committee to approach the Lake Coup.ty
Commissioners with regards obtaining property owned by Lal,e County and
located west of the Palatlakaha River and South of State Road ,'!50 for such
a project.
City Clerk Carroll read communications as follows: From 'Ir. Martin P.
!!inther, Chairman of the Planning Commission ,;herein the Commission requested
Council to arrange a meeting of State Road Department personnel involved
with planning and local Civic leaders to discuss possible difficulties
facing the City of Clermont when Highway -'150 is widened; From Mr and Mrs.
Readus Frye wherein they requested Council to honor the existing lakefront
easement on Lake 1•!inona which they hold and to insure future renevral of
same. There was no action taken on either of these communications.
As Council's liaison representative to the Cooper 'lemorial Library Board,
Councilman Bratton recommended and moved that the present Council agree
to not dispose of in anyway or use for any purpose other than the expansion
of the library facilities, that land recently deeded to the City by the
Library Board and described as Lots 18 and 19 in City Block. 76. The motion
was seconded by Councilman VanderMeer and upon roll call vote on passage

of the motion, the rosuIt was: Ayes: Vandei-rer, nsrialt, Smith, Cochran
and Rratton. Total Ayes: Fivr. "aves: "one. The motion Passed unanimously
and the Clerl; instructed to notify the Lihrary Coard of this action.
Councilman Oswalt offered and moved that it he passed, a 17SoLUTT0!l

Railroad romnany.for a sewer line easement underneath a sour track of
the railroad comnany. The motion 7,as srccnded by Councilman Cochran and

'lone. So the RESOLUTION was adopted, the "umber lr3 assigned to it and
a copy ordered nosted.
Citv 'tanager Johnson reported he had recriverl request from °ohert Paxton
to purchase the lake front across the strut, from Lots 33, 49, and
50 in Clermont Heights. It alas consensus of Council that it ayould not
be in the best interest of the general nuhlic to disnose of this property,
:thereupon motion alas made by Councilman Vanderl!eer, seconded by Councilman
Pratton and unanimously car•rin.d that the rit'! does not r.':p.sirr, to sell
any lake front property at this time.

Following the adjournment of the 'looting, it alas discovered that: .lames
Hunt, Jr. was, and had Feen present, and wished to ask the City Council
permission to use the Jenkins Auditorium for a `tern-anr" dance on
Saturday, June 27, 197P as a nrofitahle venture.
In vier-., of these circumstances, !Mayor Smith called the meeting hack in
session and iIr. Hunt presenterj, his request.
Motion was made by Councilman nseralt, seconded by Councilman Vander leer
and carried that the request be refused on the grnunds that the sponsor,
1,1r. Hunt, was not a local resident as required by regulations governing
the use of the building.
Mr. John !!. Fleming then asked the City Council for permission to sponsor
a "teen age" dance at the Jenkins Auditorium on Saturday, June 27, 1n7O.
'lotion was made by Councilman "ratton and seconded by CounciLnan Ose:alt
that the request he granted. The motion carried !rith Councilman Cochran
voting, No.
Councilman Cochran further stated that he did not consider the rounciI
Meeting as being official inasmuch as representative of the Press u•,ere
not present nor had they been notified of the ,ieetinn.

Clermont City Council.
Clermont, Florida
Dear Sirs:
Recently a representative of a Vederal. Dureau concerned with
municipal airports met with members of the Clermont City Coun-
cil and a concerned committee.
The representative stated that he thought- it inadvisable to
have an airport over three miles from a municipality. This and
the limitations of space discouraged thinkin_ of the Sheets air-
port for expansion,
Ite presented a possibility of Federal funds covering the greater
amount of gpgnses, more so perhaps if the area owned by the
county were transferred to the city for a particular usage and
development.
it was also suggested that we should try to steer clear of
any land which might be ecologically controversial and suggested
that if land of a controversial nature were considered Florida
Tech University or some agency be asked to make a study or survey
to see if development were in the best interest- of all concerned.
IIe also suggested that the county be asked to authorize the city
to promote study for these usages. `Where are several aspects
of this project which those people most interested in an airport
do not know and most certainly would need to learn before proceed-
ing. There is a strong possibility that the average depth of water
in the marsh in auestion is insufficient for a conservation area
and that added reservoirs created by dredging and filling might be
desirable. There are questions about the cost of filling and/or
draining for an airstrip which need to be determined.
ilost certainly land usage on the opposite side of Highway 50 created
by diking and pumping makes the land suitable for usage other than
a recharge area for the aquifer and a propogation area for fish. The
farmer using the area certainly did not fill and raise the land just
to support his machinery. He simply removed enough moisture to support
his machinery and the machinery merely lost another 5 feet in altitude.
The group also considered using part of this area for a fish hatchery
to replenish depleted game fish in the chain of lakes and elsewhere in
central Florida and the cfeation of a marina adjacent to the airstrip
allowing people to combine their water and air sports and also cre-
ating a landing strip for float type planes which might use the same
facilities. The overall idea was to create an Air Park and develop
the area to its fullest potential as a recreational area for South
Lake County.
Those people who are ready to fight the use of a marsh area which
periodically dries suggiciently for the hardheaded pond birds to
eat all the bait fish, crawfish and anything else alive should look
closely to determine if it needs a helping hand from man.
I recommend strongly that City Council continue the study of this
project.
