03-25-1969 Supporting DocumentsMINUTES N ° ME 581 ADJOURNED MEETING An adjourned meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, March 25, 1969. The meeting was called to order at 8:00 P. 1. by Mayor Don E. Smith with all members present. Other officials present were: City Manager Johnson, City Clerk Carroll and City Attorney Langley. Others present were: Mrs. Jean Cork, Mr. and Mrs. Donald Hayes and the Messrs. Herman Barbery, C. A. Mangold and Henry Czech. Representatives of the local Press were also present. The Invocation was given by Mr. Barbery. The Minutes of the fleeting held on March 11, 1969 were approved as written. Mayor Smith announced that the Council would not sit as a Board of Adjustment to consider the petition of D. G. Rambo wherein he requested a variance in the set -back requirements from 50 feet to 44.6 feet in order to construct an addition to his residence located on Lots 14, 15 and 16 in City block 7. notion was made by Councilman Cochran, seconded by Councilman Bratton and carried, that this variance be granted. Councilman VanderMeer reported to the Council that he had obtained a Comparative Balance Sheet for the years 1966-67 and 68 of the Chamber of Commerce, and that in studying same, he recommended, and desired that the Council consider, paying the entire salary of the Secretary of the Chamber as well as the basic expenses for running the Chamber of Commerce which would then allow the Chamber to use all monies raised by them, for . advertisements and publicity. He further stated he understood this amount would be considerably more than the approximate $6500.00 given to the Chamber now, but felt it would be in the best interest of Clermont, and suggested that in the near future a workshop session be held with members of the Chamber of Commerce. Mr. Henry Czech, approaching the Council as an interested property owner and tax payer of Clermont, inquired as to the possible mismanagement and non -decisiveness of the Chamber, inasmuch as the Chamber had shown a financial deficit over a period of,years, and he further inquired if the Council held any supervision over the financial allocation given the Chamber by the City each year and tie was advised that they did not. fir. Czech stated that, in his opinion, it arias careless to hand over approximately $6500.00 of tax monies to the Chamber of Commerce without any knowledge of. or supervision over, how it was to he spent. Mayor Smith stated that inasmuch as the annual election of officers for the Chamber of Commerce would be in the very near future, that any action he deferred until after the new officers had been seated and he then would call a joint meeting of the Council with the Chamber officials to discuss financial arrangements. City Manager Johnson reported that FIayor Smith and Councilman Bratton had studied the literature available on organizing a Housing Authority for Clermont and lie inquired of their opinions of same. Mayor Smith stated that he felt such a project would he very beneficial to the City of Clermont and he urged that each Councilman obtain and study the literature for consideration at a later meeting. City Attorney Langley reported that he had investigated the possibility of a Housing Authority for private enterprise, which would not be profitable, but that he felt it to be a worthwhile project for municipal government. Mayor Smith reported that the Jaycee project of constructing "Welcome to Clermont" signs was progressing very well and that financial assistance from the City, the First Federal Savings & Loan Association and Blue Goose Growers had made it possible to obtain the building materials. MINUTES No 999 582 Mayor Smith announced there would be a workshop session of the Council on Thursday, Ftarch 27th at 8:00 P. M. in the office of the City Attorney. Councilman Oswalt offered and moved the adoption of AN ORDINANCE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, FLORIDA PROVIDING FOR AUTHORITY OF POLICE OFFICER TO STOP AND FRISK A PERSON OF SUSPICIOUS CHARACTER OR NATURE and the ORDINANCE was read in full for a second reading. The motion was seconded by Councilman Cochran and upon roll call vote on passage of the ORDINANCE the result was: Ayes: VanderMeer, Oswalt, Cochran and Dratton. Total Ayes: Four. Hayes: Clone. So the ORDINANCE was adopted and the number 44-C assigned to it and copy ordered posted. Mayor Smith read a communication from Mrs. Frances Oswalt, Secretary of the Chamber of Commerce, wherein she outlined her duties as an employee of the City. This letter is attached hereto and shall become a part of these Minutes . Motion was made by Councilman Oswalt, seconded by Councilman Dratton and carried that expenses in the amount of $131.16 for local youth and chaperones to attend the recent Teen -Team Power Conference in Hollywood, Florida, be authorized. Councilman Cochran reported he felt there was a definite need for a clearing house in Clermont for people who desire to work, and he hoped that a project of this sort could be accomplished. Smith I have compiled, to the best of my ability, a list of the duties which I perform as secretary of the Greater Clermont Chamber of Commerce. I feel that very nearly all the work that I do has a direct connection with the city of Clermont, its promotion and welfare. It is my understanding that in exchange for the office space the Chamber occupies, I am responsible for the rental of the auditorium and the two smaller rooms in the Jenkins Building. I am to turn in a written report on these rentals along with the moneycol lected each month which I do. Each time the building is rented for a dance, I notify the police station in order that they can be on hand if needed. Just in case anyone becomes stranded in Clermont and is in need of gasoline, food or lodging, I am on call in order to sign purchases orders on the Salvation Army for whatever is needed. That is a story in itself. Many inter- esting cases have been taken care of during the past year and a half. Many, many telephone calls are answered: listening to complaints, answering various questions and in some cases giving advice. Strangers come into the office looking for old neighbors, relatives, business acquaintances, locations for new homes, a place to go golfing, fishing, sight-seeing, wanting to buy various licenses and many more reasons too numerous to list. Ruz 646 M-P..916 Clermont, Florida 32711 afternoon from Birmingham, Alabama from the Pinkerton Agency. They asked that I check all the motels in the area for a certain man who had left Miami and was several days overdue in Alabama. Others Chambers of Commerce and business agencies are always calling to varify information on businesses in this area. Local citizens call to varify the legitimacy of out of town people who call from house to house selling their services. I check these out and report to the one who has called. I keep a list of all churches, civic and social organizations with the names of their presidents. We receive many requests for this information. When out of town visitors stop in, I usually give them a grand tour of the building and tell them of the various activities which take place on the premises. I supply all the Welcome Stations with brochures of Clermont. Many travel agencies and Chambers of Commerce request information on Clermont also. To them, I send a supply of our brochures or maps, if so requested. We keep a supply of out of town attractions' brochures We are always getting calls asking for the time schedule of various attractions. We do our best to keep all this information at out finger tips. Whenever called upon to do so, I represent Clermont locally at county, district and area meetings. We co- operate in the Lake County Pair in having either an individual or joint booth. The Chamber of Commerce sponsors the annual Labor may Celebration, Orange Blossom Festival and All States Picnic. On these activities I work with all the chairman to see that all jobs are carried through to completion. I also do the accounting on costs and properties. I attend a Board Meeting on the first Monday of each month. I take the minutes and mail each director a copy of same. During the winter I attended the meetings of the South Lake Concert Association and was responsible for the programs for the concert series. (for the printed program, that is.) When called upon to do so, I have accompanied Miss Clermont on out of town trips, once to Winter Park where she modeled Sears Spring fashions and once to Cypress Gardens where she was a contestant in the Watermelon Queen Contest. The Chamber of Commerce is willing and anxious to assist all civic organizations in promotion their various projects. Then, too, there is the monthly Orange Blossom News letter and the Orange Blossom Breakfast. I'll stop right here for fear of boring all of you, but I could go on indefinitely. Fishing Home of the CITRUS TONVER _REPORT OF TFE CJTY WAGER The casing for our r,ew well is now in place and sealed. The depth is slightly over one hundrec and eighty feet and the sea'! is in rock. All indications are that our difficu1W es. insofar as dri11inc is concerned, are over. City crews have been on routine work patching pavements, cleaning storm sewers and so forth. All extra labor available has been used in the preparation of our recreational parks. Rains have held us up considerably but both fields will be ready shortly after the first. The Little League ball field in particular will be a good park. Some further improvements MY have to be made in the future but they are not possible now. I have no trouble in getting suggestions as to just how everything should be done but no suggestions as to how to pay the bill. I am working as closely as possible with Mr. Earl Kirkland and he is well pleased. Inasmuch as I cannot have every thing done exactly as everyone wants I am using my own judgment and doing the best that I can and I repeat that when those items now underway are completed that no more funds are available for this year. I now have full information pertaining to the appointment and organization of a Housing Authority for Clermont. The Mayor and some Council members have availed themselves of this information and as I believe that such an authority is in the best interest of Clermont, I hope that you will give the matter consideration. I assume that Mayor Smith will give you a report on the Nelccme to Clermont" sign project as he is heading this up and doing mwt the work. I am advised that the field survey work on the Sanitary Sewer System is almost completed. I am getting a property description list of required easements and I will need considerable help with these.
