SPECIAL MEETING
A Special Meeting of the City Council of the City of Clermont
was held in the Council Chambers on Tuesday, September 2, 1969.
The meeting was called to order at 7:35 P.M. by Mayor Don E. Smith
with the following members present: Councilmen VanderMeer, Cochran
and Bratton. Other officials present were: City Monager Johnson,
City Clerk Carroll and City Controller Fleming. Others present
were: Miss Linda Baird and Mr. Irving F. Morse. Representatives
of the local Press were also present.
Mayor Smith advised this meeting was called for the purpose of
the Council to establish policies with regards properties to be
assessed and the method of assessments for the proposed sewer system
construction.
After considerable discussion, it was consensus of Council that the
City Attorney be instructed to prepare the necessary Resolution and/or
proper form, incorporating the following policy of the Council with
regards assessment of properties for the proposed sewer system:
That all real property in Clermont with available -sewer lines be
assessed EXCEPT those properties which are not expandable, but, if
conditions change and it can be made expandable at a future time
with the pumping in of lands, closing of streets, moving of railroads,
etc. a tap -in fee to be charged based on current assessment practices
payable in cash at time of tap -in application.
The problem of servicing certain lots in Point Place Subdivision
which do not have access to a dedicated public street with the sewer
system was discussed and it was consensus of Council that an easement
be prepared and Councilman VanderMeer contact Mr. William 1W. Boyd with
regards execution of same.
Controller Fleming advised that the Engineers method of assessment
for a corner lot which has been split and thereby becomes a parcel
is as follows:
If the depth is less than 100 feet, it is considered as a new lot
and is assessed on the narrow front; If the depth is 100 feet or
more, it is assessed on a lot frontage basis as platted.
The problem of servicing property leased from the City of Clermont
by Mr. Robert Paxton was discussed and it was consensus of Council
that this property be serviced with the sewer system upon payment of
a tap -in charge.
The meeting was adjourned by Mayor Smith.
