ADJOURNED MEETING
An adjourned meeting of the City Council of the City of Clermont
was held in the Council Chambers on Tuesday, November 25, 1969.
The meeting was called to order at 7:30 P.M. by Mayor Don E. Smith
with all members present. Other officials present were: City Manager
Johnson, City Clerk Carroll, City Controller Fleming and City Attorney
Langley. Others present were the Messrs. Clyde Stevens, Roy Christopher,
Gordon Dake, Herbert Russell, Henry Czech, C. A. Mangold and E. L.
Schumann.
The Invocation was given by Councilman VanderMeer.
The Minutes of the Regular Meeting held on November 12, 1969 and of
the Special Meeting held on November 17, 1969, were approved as written.
Dr. Clyde Stevens, Lake County Superintendent of Schools, appeared
before the Council with regards the proposed sewer assessments on
school properties and urged the Council's consideration in the lowering
of,and/or withdrawing of,the assessments and to permit the school system
to continue the use of the present sewerage treatment plants which they
now have in operation at the Clermont Jr. and Senior High Schools. It
was consensus of Council that the assessments stand, and if there sbould
be any changes, this would be handled and/or negotiated at time of
collection.
Mr. Herbert Russell, representative of the Minnehaha Estates Association;'-
appeared before the Council and urged that they jive consideration to
having city crews pick up trash in the Chain-O-Lakes Subdivision, which
lies outside the city limits, at least twice a year and at a nominal
cost to the property owners requesting this service. It was consensus
of Council that Mr. Russell obtain a survey of the number of people in
the subdivision which would want this service and the City Manager then
submit an approximate cost of this service to the Council.
City Manager Johnson submitted his report both orally and written.
It was agreement of Council that the City Manager be authorized to place
playground equipment on city owned property located adjacent to Chestnut
Street between Ryan and Holly Streets, and it was the suggestion of
Councilman VanderMeer that the area be fenced. This matter was referred
to the City Manager.
It was consensus of Council that the City Manager obtain bids on a
Life Insurance program for city employees.
City Attorney Langley advised that a Hearing on the injunction obtained
by Mr. Gus Reis vs the City of Clermont had been set for December 5,
1969 at 10:00 A.M. in Tavares. Councilman Bratton agreed to attend the
Hearing with the City Attorney.
City Clerk Carroll read a letter from Mr. Billy Dean, President of the
Lincoln Park Day Care Center, wherein he requested financial assistance
in the amount of $416.00 for the renewal of the Center's lease for one
year. Motion was made by Councilman VanderMeer,and seconded by Council-
man Bratton that financial assistance in the amount of $200.00, the
same amount as granted last year, be granted, and that the officials of
the Center be advised that the Council shall expect them to be operating
the Center on a balanced budget by next year. Further, if additional
funds are needed, that they adjust the rates for the Center accordingly.
The motion carried with Councilman Oswalt voting, Naye.

City Clerk Carroll read a letter from Mr. W.E.Leidner wherein
he urged revision of Section 24 of the City Code as pertains
to the parking of trailers in the city. The City Manager
was instructed to inquire of other municipalities in this area
as to their restrictions on the parking of trailers and report
back to the Council. The City Manager was futther instructed to
advise Mr. Leidner that other un-sightly conditions which he
mentioned that existed throughout the city were being taken care
of and eliminated as quickly as possible.
Councilman Vanderhleer reported that the air conditioning system
in the Jenkins Auditorium appeared to be insufficient for large
crowds. This matter was referred to the City Manager.
Councilman Oswalt advised there was a high water problem existing
at Sunset Lake and inquired of the City Manager if it be feasible
to control the water level of this lake. Mr. Johnson agreed to
investigate this matter.
Mayor Smith advised that a Special Meeting of the Council is called
for December 1, 1969 at 5:00 P.M. in the office of the City Clerk
to inspect the Ballot Box for the General Election to be held on
December 2, 1969.
The meeting was adjourned by Mayor Smith.
