REGULAR MEETING
A regular meeting of the City Council of the City of Clermont was
held in the Council Chambers on Tuesday, June 11, 1968. The meeting was
called to order at 8:00 P. m. by Mayor Don E. Smith with all members
present. Other officials present were: City Manager Johnson, City Clerk
Carroll, City Controller Fleming, City Attorney Langley, Superintendent
Sheldon, Inspector Snyder and Chief of Police Tyndal. Others present were:
The Messrs. Herman Barberry, Robert Free, Billy Dean, E. E. Abney, Sed
Adams, Henry Czech and representatives of the local Press.
The invocation was given by Mr. Barberry.
The Minutes of the meeting held on May 28, 1968 were approved as
written.
City Attorney Langley advised Billy Dean, with regards financial
assistance from the City toward establishing a Lincoln Park Day Care Center,
that he had not received the necessary information to date as to the
official organization or governing body desiring to establish such a
Center, and he recommended that a local non-profit corporation be formed
to act as the legal entity whereupon it would be legal for the City to
aid financially.
City Manager Johnson submitted his regular report, both orally
and written.
Motion was made by Councilman Prior, seconded by Councilman VanderMeer
and carried that the City Manager be authorized to investigate the
purchase of Radar Equipment for the Police Department and report back to
the council.
Controller Fleming submitted his regular report orally.
City Attorney Langley advised that he and Councilman Oswalt would be
attending the State Water Pollution Board hearing in Leesburg on Thursday
morning.
Motion was made by Councilman VanderMeer, seconded by Councilman
Beals and carried that the city attorney prepare and file the necessary
lien against property in the Lincoln Park Area owned by Julia Peterson
to protest the city's interest in collecting of delinquent paving liens.
Motion was made by Councilman Beals, seconded by Councilman Cochran
and carried that the City Attorney be instructed to prepare a Stop and Frisk
Ordinance for introduction at the next meeting.
Motion was made by Councilman Beals, seconded by Councilman Cochran
and carried that RESOLUTION 4131 which was adopted at the meeting of May
28, 1968, be rescinded.
Councilman Beals introduced,',AN ORDINANCE UNDER THE CODE OF ORDINANCES
OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, CLOSING A CERTAIN PORTION
OF DESOTO STREET ARID CRYSTAL LAKE DRIVE AND AUTHORIZING THE CONVEYANCE OF
A CERTAIN PORTION OF THE RIGHT-OF-WAY OF DESOTO STREET, AND the ORDINANCE
was read in full for a first reading.
Motion was made by Councilman Prior, seconded by Councilman Beals
and carried that the bills be paid.

Councilman Cochran reported that he attended a meeting recently at
which time a member of the State Road Department had reported that within
the next five years, all of Highway #27, with exception of two small
sections in Palm Beach County and Highlands County, would be 4-laned
from the Georgia line to Miami.
Councilman Prior inquired of the City Manager if a center line
had been painted on East Avenue as yet and he was advised that it had
not been done due to all available city crews being used to collect trash
and debris from the recent storms.
Motion was made by Councilman Beals, seconded by Councilman Oswalt,
and carried, that Mr. Ed. Holland be issued a City of. Clermont Occupational
License for an automotive repair business at 897 Montrose Street, which
is presently prohibited in a C1 ?.one.
Coundilman VanderMeer recommended that the City Manager consider the
construction of a pavilion at the Jaycee Beach, when preparing the budget
for '68-169.
Motion by Councilman Beals, seconded by Councilman Cochran, and
carried, that the meeting be adjourned.

Engineering crews are now in the city preparing data for the
sewer system. I believe that work is proceeding according to schedule.
Mr.. Westbrook is proceeding with plans and specifications for a new
source of water supply. However, before a site for the well is definitely
decided all available information is being gathered. A series of water
samples from the grove irrigation well is being furnished the State
Health Department this week and Mr. Knochemus, U. S. Geologist will
be here this week also. I have previously furnished you with my
recommendations for financing this project.
You have also received my report on the findings and recommendation
from the State Road Department with regards to our request for a
reduction in the speed limit on Highway "50". While it was not mentioned
in their letter to me, I am of the opinion that .t tney would like to
do is to increase the present 35 miles per hour area to 40 miles per
hour and reduce the speed from 65 to 55 miles per hour on the approach
to the city on the west side. Any sign, or signs, which you wish to
install will be at the expense of the city and of a type, size and
location authorized by the Road Department.
Most of the work by city crews has been devoted to hauling trash
since the storm. toe should get most of the debris moved this week and
get back to a normal schedule. We will have the construction work
on East Minneola Avenue completed with
in a few days and then move ov
er
to the repair work on highlands. We will have
the Chestnut street
cleared o f trees sometime this week or next and should
right-of-way �
be able to start work on the construction of the paving the last part
of this month.
The grading of the MacDonald property should be completed this
week and I will then try to get the clay hauled which the County Commission-
ers promised us.
The removal of old cars and other such junk continues slowly but
surely. In most cases we have but little if any trouble in enforcing
the ordinances. In some rare cases we do and in such instances I expect
to have your full "backing" as the enforcement is my responsibility.
Notices will be mailed the last of this month requiring property
owners to mow and clean their property. This, again, is according to
a local ordinance.
Within the next few days I will present to you my proposed and
recommended budgets for the next fiscal year. I resp?Q�tfully request
that you give the budget your early consideration. Naturally, it is my
hope that you will adopt the budget, as presented, without change. However,
if changes are to be made I request that they be made without undue delay.
I would like to have a budget (at least tentative) as soon as possible in
order that I may plan according,
