Controller Fleming reported to the Council that all delinquent water accounts (excepting those who indicated they would be absent from the city for a continuous length of time) had been shut off after the delinquent date of the 20th of the month, and that numerous complaints had been received in the City Hall and several of them directed to the receiving clerks. He further reported that it had been past policy to discontinue service after becoming delinquent on the 20th and it was his recommendation that this policy be continued, however, he requested consensus of the Council regarding this. It was the consensus of Council that 20 days was ample time for payment of the water bills and that Mr. Flemings's recommendation be accepted.
