WORKSHOP MEETING'
November 22, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Monday,
November 22, 1993 in the City Hall meeting room. The meeting was called to order
by Mayor Pool at 6:30 p.m. with the following Council Members in attendance:
Council Member Norquist, Council Member Cole, Council Member Turville, and
Council Member Ivey. Also present was City Manager Saunders, Finance Director
Van Zile, City Attorney Baird, City Engineer Springstead, and Mr. Jodway of Motel
8.
Motel 8 Water Charges
Mayor Pool stated that Mr. Jodway had asked to address the Council regarding his
water charges at Motel 8. Mr. Jodway stated that he felt that air in the water mains
had caused incorrect readings in the past resulting in excessive billings. After
considerable discussion it was the consensus to review Mr. Jodway's billings after
another 90 days and discuss the situation at that time. Mr. Jodway left at 7:05 p.m.
Lake Utilities Water System
City Manager Saunders discussed the Lake Utilities, Inc. water system now serving
Greater Hills and Greater Pines. He updated the Council Members on the latest
discussions with Mr. Mandell. He discussed problem areas that have arisen including
an extra 210 units that Mr. Mandell would like credit for in addition to those already
offered in our previous discussions as a part of their selling price.
A second possible problem that has arisen is a restriction on service fees and
connection fees that the City may charge in this area. Mr. Baird discussed these
restrictions and indicated he is continuing to research the law to determine if we are
restricted.
City Engineer Springstead explained to the Council the system modifications and
expansion to the system that would be required immediately after the purchase of the
system. He presented each Council Member with a hando, ut summarizing the
approximate $775,000 expansion expenditure. He further 'explained that this
expansion would maximize the use of the two existing wells and provide capacity for
approximately 4,700 connections.

City Manager Saunders stated that if we are indeed restricted to the Chapter 180
percentages that it would be highly unlikely that we would be able to reach an
agreement for the purchase of the system.
It was the consensus to continue talking with Mr. Mandell and to attempt to get a.
definite decision regarding the restrictions as soon as possible. Mr. Baird left the
meeting at 8:10 p.m.
Bloxam Avenue Extension
City Manager Saunders discussed the extension of Bloxam Avenue and specifically
addressed the water and sewer installation. He explained to the Council that Lake
County is funding the road construction, but the City will be required to pay for the
installation of the water and sewer lines. Two methods of recouping the City's
investment have been used in the past: 1) A front foot assessment being placed on the
property and paid by the property owner over a seven year period, or 2) A front
footage charge that would be collected as a connection charge at the time of
development.
It was the consensus that the second option with payment at time of development
would be a better way to proceed. City Manager Saunders indicated that we would
have to address this by ordinance and that Mr. Baird would proceed with drafting an
ordinance for introduction.
City Engineer Springstead then explained the handling of the storm water with the
Bloxam Avenue project. He explained that the storm water would be routed into the
existing DOT retention area. City Manager Saunders explained that we have
contacted the DOT about the possibility of turning this water retention area over to the
City which would then allow us to utilize it for storm water south of Pitt Street. City
Engineer Springstead explained that the Bloxam Avenue extension project does not
address the storm water that is now flowing north on Bloxam Avenue and sheet flows
across the intersection of Bloxam Avenue and Pitt Street, however, with the ability to
use the DOT retention area, we would be able to install inlets south on Bloxam
Avenue to collect this storm water before it reaches the intersection.

Cooper Memorial Library Expansion Project
Mr. Van Zile and City Manager Saunders updated the Council on their recent meeting
with the Library Board members who would like to proceed with the expansion.
After discussion it was the consensus to place this item on the next regular Council
agenda in order to give the Library a clear direction on the project.
Sidewalk Construction
City Manager Saunders explained that he would like to proceed with the first sidewalk
project for the new fiscal year and he proposed to install sidewalks on the north side
of Highland Avenue between Disston Street and Scott Street. It was the consensus of
the Council to proceed with this project.
Chamber of Commerce Telephone System
City Manager Saunders informed the Council that the Chamber of Commerce has
requested to utilize $400 of the monies budgeted for equipment for installation of a
telephone system. No Council Member expressed any opposition to this request.
Back-Up Sensors for Sanitation Trucks
City Manager Saunders explained that there is a sole-source provider for the back-up
sensors for the sanitation trucks. They would like to proceed with the purchase of the
sensors. This item will be brought to the Council during regular session for formal
approval.
Rails to Trails
City Manager Saunders updated the Council on the Rails to Trails project and
explained that the State Rails to Trails group would be holding a meeting at Howey-in-
the Hills in December. A barbecue is planned to be held at Lake Minneola Inn and
each city's contribution would be approximately $150. There was no opposition to
this expenditure.

Clermont Youth Football Bowl Party December 4
The Clermont Youth Football League is planning a bowl game on December 4 and
they will be presenting a request at the next Council Meeting for a street party
adjacent to the Clermont Subway shop. After discussion it was the consensus that this
location could present some traffic and safety problems and it was suggested that
Jenkins Auditorium be utilized for the event.
City Manager Saunders stated that he would pass this information along to the
organizers of the event.
Land Development Regulations
City Manager Saunders gave each Council Member a copy of the draft Land
Development Regulations and explained that the first few chapters through the
subdivision section would be covered during the next Workshop.
