MINUTES
REGULAR COUNCIL MEETING
NOVEMBER 9, 1993
A regular meeting of the City Council of the City of Clermont was held Tuesday,
November 9, 1993 in the Council Chambers. The meeting was called to order at 7:30
p.m. by Mayor Pool with the following Council Members piresent: Council Member
Turville, Council Member Cole, Council Member Ivey, and Council Member
Norquist. Other City officials present were City Manager Saunders, City Attorney
Baird, and Deputy City Clerk Whitlock.
INVOCATION
The Invocation was offered by Reverend Gordon of St. Marks Church followed by the
repeating of The Pledge of Allegiance to the Flag by all present.
MINUTES
The minutes of the Regular Meeting held October 26, 1993 and the Workshop
Meeting held October 21, 1993 were approved as presented.
CITY MANAGER SAUNDERS' REPORT
Total Women of America Use of Jenkins Auditorium
City Manager $aunders stated that Total Women of America have provided a
Thanksgiving dinner to the needy of the area for the last couple of years at Jenkins
Auditorium. They are requesting the fees be waived for this event.

A mOtion was made by Council Member Turville, seconded by Council
Member Cole, and carried unanimously to waive the fees for November
25 at Jenkins Auditorium by the Total Women of America.
Clermont Junior Women's Club Use of Jenkins Auditorium
City Manager $aunders explained that the Clermont Junior Women's Club has
provided a "Breakfast with Santa" with the proceeds going to local charities during
"Light Up Clermont" on December 4 at Jenkins Auditorium. They would like the
fees waived for the event.

A motion was made by Council Member Ivey_, seconded by Council
Member Norquist, and carried unanimously to waive the fees on
December 4for "Breakfast With Santa" at Jenla'ns Auditorium by the
Clermont Junior Women's Club.
Lake Hills School Student Employment
City Manager Saunders explained that the Lake Hills School is a school for students
with disabilities and is located in Eustis. One of their students is from Clermont and
they are requesting that the City employ the student for a maximum of 8 hours per
week at $2 or $3 per hour to pull weeds, pick up trash, etc. The student will be
supervised by school staff and liability coverage is provided by the school.

A motion was made by Council Member Turville, seconded by Council
Member Ivey_, and carried unanimously to authorize Ci~_ Manager
Saunders to enter into an agreement with Lake Hills School for employ-
ment of a student for not more than $1,O00 for a one-year period.
Park Bench Purchase Request
A citizen has made a request to purchase some park benches from the City. The City
purchased the concrete molds for the bench ends several years ago and City Manager
Saunders explained that the Public Works staff makes the benches for City parks.
It was agreed that if the benches are offered to one citizen, they should be offered to
all citizens. Council Member Norquist suggested that this would be a possible fund
raiser for a service club. It was a consensus of the Council not to sell benches, but to
work with service groups if they were interested.
Workshop Meeting
City Manager Saunders stated that a Workshop meeting should be held before 'the next
Council meeting. Council Members agreed to meet at 6:30 p.m. Monday, November
22 at City Hall.

MAYOR POOL'S REPORT
Letter of Commendation
Mayor Pool stated that he received a very nice letter from Mr. J.B. Farrell
commending the City for its exemplary conduct. Council Member Ivey suggested it
be included in the South Lake Development packet.
VISITORS WITH BUSINESS
Bob Wade - Request for a Circus
Mr. Bob Wade is requesting permission for the Gibb-Demry Circus to be located on
the property adjacent to Bob Wade Ford from December 9 through December 12 for
setup and break-down, with performances on December 10.
Clermont and Minneola Elementary Schools as well as a number of local churches
will receive 30 % of the proceeds from advance ticket sales.
After discussion, a motion was made by Council Member Turville,
seconded by Council Member Ivey, and carried unanimously to approve
the Gibb-Dem~_ Circus to be located on property_ adjacent to Bob Wade
Ford from December 9-12.
Affordable Housing by Lake
Letters from Cora Fulmore, Executive Director of Affordable Housing by Lake and
Mr. Mike Conley, Senior Vice President of Nations Band were received requesting
that $800 be donated to Affordable Housing by Lake to help offset administrative
expenses.
The organization was set up to administer Sadowski Funds the County will receive for
affordable housing. The banking institutions are required to participate under the

Community Redevelopment Act with affordable housing projects within their
community. Requests are being made to all cities.
Council Member Norquist asked if the City had offered the vacant lot on 12th Street
to the organization at a reduced price. City Manager Saunders stated they were
offered the lot for about half the market price.

A motion was made by Council Member Norquist, seconded by Council
Member Turville, and carried unanimously to table the request for $800
to Affordable Housing by Lake until November 23
NEW BUSINESS
Resolution//810 - sta~e Aid to Libraries on an Equitable Basis
The proposed resolution will request the legislators to revise current laws regarding
state aid for libraries to make a more equitable situation. Currently, only cities with a
population over 200,000 are able to obtain funding.
Mayor Pool read Resolution No. 810 by title only and opened the Public Hearing. No
one spoke in favor or in opposition to Resolution No. 810 and the Public Hearing was
closed.

A motion was made by Council Member Cole, seconded by Council
Member Norquist, and carried unanimously by roll call vote to adopt
Resolution No. 810.
Resolution No. 810 will be sent to Governor Chiles, Lt. Governor McKay, Senate
President, Speaker of the House, cities in Lake County, the Florida League of Cities,
Senator Johnson, and Representative Daniel Webster.
OTHER COMMENTS
City Manager Saunders stated that the League of Cities has compiled a list of
legislative concerns and the list is available at City Hall.
