MINUTES
REGULAR COUNCIL MEETING
OCTOBER 26, 1993
A regular meeting of the City Council of the City of Clermont was held Tuesday,
October 26, 1993 in the Council Chambers. The meeting was called to order at 7:30
p.m. by Mayor Pool with the following Council Members present: Council Member
Turville, Council Member Cole, and Council Member Norquist. Other City officials
present were City Manager Saunders, City Attorney Baird, Finance Director Van Zile
and Deputy City Clerk Whitlock.
INVOCATION
The Invocation was offered by City Manager Saunders followed by the repeating of
The Pledge of Allegiance to the Flag by all present.
MINUTES
The minuteS of the Regular Meeting held October 12, 1993 and the Workshop
Meeting held September 1-6, 1993 were approved as presented.
CITY MANAGER SAUNDERS' REPORT
Rails to Trails
City Manager Saunders stated that he, Council Member Norquist, Minneola Mayor
Parrish, and Forest Michael met with Nancy Huston, Dept. of Transportation District
Secretary for District 5 in Deland regarding the ISTEA grant application for the
Clermont/Minneola Rails to Trails project.
He stated it was a very good meeting and that she understands the significant local and
regional impact of the Clermont/Minneola Rails to Trails project. ISTEA grant
awards should be announced by November 15.
Light Up Clermont
City Manager Saunders Stated that Chamber of Commerce Director Howard Stockton
informed him that the annual "Light Up Clermont" celebration will be Friday and
Saturday, December 3 and 4. The tree lighting will be at Center Lake, December 3 at

7:00 p.m. Mayor Pool or his designee is asked to light the tree and begin the
celebration with a few words.
Relighting Bishop Field, Kehler Park Tennis Courts and Shuffleboards
City Manager Saunders stated that this year's budget includes funding for six
replacement poles at Bishop Field, and replace the lighting at Kehler Park
shuffleboards and tennis courts. Musco Lighting is the sole supplier and the prices
are within the budgeted amount. City crews have installed this lighting system
previously with the use of a crane.

A motion was made by Council Member Cole, seconded by Council
Member Norquist, and carried unanimously to go ahead with the lighting
projects at Bishop FieM and Kehler Park.
Council Member Turville suggested the school be contacted regarding help with the
crane that is required to place the poles.
MAYOR POOL'S REPORT
Finance DePartment Recognition
Mayor Pool congratulated Finance Director Van Zile and staff for receiving the
Certificate of Achievement for Excellence in Financial Reporting for the 5th
consecutive year.
Pot-Bellied Pigs
Mayor Pool stated a citizen called him regarding pot-bellied pigs not being allowed in
Clermont. City Manager Saunders stated the issue came up about a year ago and
research confirmed that current City Ordinances do not allow pigs of any type in the
City limits. He stated the Council can amend the ordinance.

UNFINISHED BUSINESS
Final Reading of Ordinance 258-M
Mayor Pool stated that Ordinance 258-M is the Sanitation Rate Ordinance which will
adjust the sanitation rates to reflect an increase of $1.40 per month per residential unit
effective with the October 31 bill. The increase is required because Lake County
increased the tipping fee from $62 per ton to $84 per ton.
The ordinance also establishes a replacement fee for roll-out garbage containers that
require replacing because of neglect. City Manager Saunders stated that the second
line of Section I B. will be identified as 1 C. Mayor Pool read Ordinance 258-M by
title only and opened the Public Hearing. No one asked to speak and Mayor Pool
closed the Public Hearing,

A motion was made by Council Member Turville, seconded by Council
Member Cole, and carried unanimously by roll call vote to adopt
Ordinance 258-M.
City Manager Saunders stated that the new garbage containers will be delivered in
November, with the first area (of five areas) of the City receiving the containers next
Monday. The Fall newsletter is at the printers and will be out the first of next week
with the front page article explaining the sanitation rate increase and new garbage
collection system.
Final Reading of Ordinance 280-C
Mayor Pool stated Ordinance 280-C will amend the City's Pension plan. The
ordinance adds to Section 16-5b which states that effective October 1, 1992 all retirees
who retired prior to October 1, 1986 will receive an increase in their monthly
retirement benefit amount of $2 per year of creditable service. He read the ordinance
by title only and opened the Public Hearing. No one asked to speak and Mayor Pool
closed the Public Hearing.

Finance Director Van Zile stated a letter will be enclosed with the retiree's check
explaining the increase.
93'196 A motion was made by Council Member Cole, seconded by Council
Member Norquist, and carried unanimously by roll call vote to adopt
Ordinance 280-C.
NEW BUSINESS
Cable TV
City Manager Saunders explained that the Cable Act of 1992 gave counties and cities
the ability to regulate cable industries. It is recommended that the necessary forms be
filed with the FCC for regulation certification. The participating cities in Lake
County are considering an interlocal agreement which would provide for a centralized'
County office to regulate the cable industry County-wide. Lake County has funded a
person to coordinate this effort.

Member Norquist, and carried unanimously to file the necessa~_ forms
with the FCC for regulation certification.
Bid Award - Computer System for Police Department
City Manager Saunders stated that two bids were received for a computer system at
the Police Department, as follows:

93-198 A motion was made by Council Member Cole, seconded by Council
Member Turville, and carried unanimously to award the bid to MBI
Computers for $6,030.

Bid Award - Sunnydell Sewer Replacement
City Manager Saunders stated that the Sunnydell sewer replacement project 'was
previously bid out, however, the bids received exceeded the engineer's estimate by at
least $10,000. The project was re-bid and four bids were received, as follows:

City Manager Saunders explained that the project was budgeted in last year's budget
and a budget amendment will also be necessary.

A motion was made by Council Member Norquist, seconded by Council
Member Cole, and'carried unanimously to award the Sunnydell sewer
.replacement bid to Morris Contract Services, Inc. for $23,779, and
authorize a budget amendment for $23,779.
Capital Improvement Schedule
City Manager Saunders explained that Policy 5-1 of the Capital Improvements
Element of the City's Comprehensive Plan needs to be updated on an annual basis.
The proposed update indicates only two items, i.e. the completion of the Palatlakaha
Recreation Area for which we are applying for a $50,000 grant, and future drainage
upgrades of $200,000 that may be implemented in the 1994-95 budget regarding the
Central Business District.
93-200 A motion was made by Council Member Norquist, seconded by Council
Member Turville, and carried unanimously to approve the Capital
Improvements Schedule.

AUDIENCE RECOGNITION
Boy Scout Attendance
Mayor Pool recognized two Boy Scouts in the audience, Joey Princeby and Stewart
Joseph, both from Troop #86 who stated they were attending the meeting to help earn
a merit badge in communications.
City Manager Saunders stated that Stewart's brother is working on an Eagle badge
project at Jenkins Auditorium.
Garbage Container Size
Don Burris asked how the garbage container size will be determined. City Manager
Saunders stated that Herb Isom has been taking notes for six months as to the
resident's needs. If a resident wants a larger or smaller container after a month, he
can call Public Services and request the different size.
There being no further business or discussion, the meeting adjourned at 8:00 p.m.
