WORKSHOP MEETING
October 21, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
October 21, 1993 in the City Hall Conference Room. The meeting was called to
order by Mayor Pool at 7:00 p.m. with the following Council Members in attendance:
Council Member Cole, Council Member Turville, Council Member Ivey, and Council
Member Norquist arrived at 7:20 p.m. Also present was City Manager Saunders, Ray
Gilley, Larry Lennox, and Pete Bell.
South Lake Development Council Activities
Mayor Pool welcomed Mr. Lennox and Mr. Gilley who represented the South Lake
Development Council. Mr. Lennox addressed the Council regarding the current
activities of the South Lake Development Council to target businesses for the area.
He stated that the main purpose of their visit was to discuss industrial locations within
the City and the possibility of establishing an industrial park.
There was considerable discussion regarding the need for specific areas in the City
where industries may locate. Also discussed were possible incentives such as impact
fees being pro-rated over the years to help attract businesses to the area.
Mr. Norquist entered the meeting at 7:20 and discussions continued regarding the
industrial opportunities in the City.
Rails to Trails Update
Mr. Forest Michael of Michael & Michael Associates presented to the Council the
conceptual plan for the Clermont/Minneola Rails to Trails, including the proposed
alignment. Mr. Bell was present representing Bells Ceramics and asked questions
regarding the location of the trail in relation to their property. Everyone agreed that
the proposed alignment of the trail and the realignment of Lake Minneola Drive
appeared to be satisfactory.
Mr. Michael, Mr. Lennox, Mr. Gilley and Mr. Bell left the meeting at approximately
8:30 p.m.

Federal Communication Commission Certification for Cable Regulation
City Manager Saunders discussed the need to file the appropriate forms with the
Federal Communications Commission that would certify the City for regulation of
cable television. After discussion, he indicated that this would be on the next Council
Agenda for approval.
Arthur vs. City of Clermont
An update on the Arthur vs. City of Clermont suit was given by City Manager
Saunders. He explained that the suit is proceeding into mediation at this time.
Municipal Golf Course
The suggestion of Mr. Maury Carter to look into the possibility of a municipal golf
course was discussed. After discussion it was the consensus that we approach Mr.
Carter with the possibility of sharing the costs for a feasibility study.
Lake County Day in Eustis
The City of Eustis is sponsoring a Lake County Day to be held in March during the
Legislative Session and they have invited other cities to participate. After discussion,
it was the consensus of the Council Members that this would not be of benefit to the
City of Clermont and to decline the invitation.
Fire Department Pagers and Radios
City Manager Saunders explained that there is money in the current budget for
replacement of some of the Fire Department pagers and radios and the plan was to
replace all of the pagers over a three to four year period. However, a lease/purchase
of all of the replacements on a three year lease/purchase plan is available and the
annual payment will be approximately the same as the dollars budgeted for
replacement. This will enable the Fire Department to have the new equipment now
which would be a great benefit since many of the existing pagers and portable radios
are in bad shape.

It was the consensus of the Council to pursue the lease/purchase of the equipment.
Greater Hills Water System Negotiations
City Manager Saunders informed the Council that he will meet with Mr. Bob Mandell
later in the week for continuing negotiations regarding the purchase of their system.
Halloween
The Council discussed whether the City would make an official statement regarding
the observation of Halloween. Some cities are requesting that Saturday be observed
as Halloween. After discussion it was the consensus that no statement would be made
regarding Halloween.
Motel 8/Jodway
Mayor Pool discussed with the Council his recent discussions with Mr. Jodway of
Motel 8 regarding his water service. City Manager Saunders explained that Precision
Meter Co. had tested the old meter and they also placed monitoring equipment on site
and that no significant discrepancy was found in the meter readings. Therefore, it is
the City's contention that there has been no overcharge.
