WORKSHOP MEETING
September 16, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
September 16, 1993 in the Council Chambers. The meeting was called to order by
Mayor Pool at 6:30 p.m. with the following Council Members in attendance: Council
Member Norquist, Council Member Cole, Council Member Turville, and Council
Member Ivey. Also present was City Manager Saunders.
Rails to Trails
Forest Michael of Michael & Michael Associates presented the Council with an update
on the Rails to Trails conceptual plan. He requested direction in three areas. He first
talked about the location of the trail head and it was the consensus that the trail head
should be located at the southeast corner of the intersection of Eighth~Street and
Minneola Avenue which is the location of a City owned building now being used for a
beauty shop which is adjacent to a City parking lot.
Relocating the boat ramp was also discussed. It was the consensus that it should be
moved to the area of West Beach. Road alignment for Minneola Lake Drive was
discussed and it was the consensus that the transition be made at East Avenue and the
road would be relocated from the current intersection of East Avenue and Minneola
Lake Drive to run along the Palm Lane right-of-way past the Bell's Ceramics
property.
Mr. Michael left the meeting at approximately 7:10 and Mr. Van Zile joined the
meeting.
Major Medical Insurance Coverage for Retirees
City Manager Saunders and Finance Director Van Zile informed the Council of the
need to provide major medical insurance for retirees as a part of our existing group.
A certified letter will be sent to all retirees giving them the information and the one-
time option of joining the City's medical group policy. It was explained that if their
dependents were covered by the City group policy at the time of their retirement, they
would also be eligible for coverage.

Employees who retire in the future will be given the opportunity at time of retirement
to continue under the City's group policy and to continue the coverage of eligible
dependents covered at the time of their retirement. It was explained that if an
employee or former retiree elects not to be covered, they cannot join the group at a
later date.
YMCA Air Conditioning
City Manager Saunders then informed the Council that one of the air conditioning
units at the YMCA building needs replacing. After discussion it was the consensus to
inform the YMCA that we have plans to paint the exterior of the building in the near
future and we would like for them to cover the cost of the air conditioning
replacement.
TEMPORARY ADJOURNMENT
The Workshop meeting adjourned at 7:30 for the scheduled Special Meeting of the
City Council with the understanding that the Workshop would continue following the
Special Meeting. The Workshop reconvened at 8:00 p.m.
Leadership Lake County
City Manager Saunders informed the Council that Council Member Ivey has registered
to attend Leadership Lake County. All Council Members indicated they were familiar
with the program. City Manager Saunders asked if the Council is willing to pay for
the $500 registration fee for Council Member Ivey. It was the consensus that this
would be acceptable with Council Member Turville questioning whether tax payer
funds should be used for this type of meeting for an elected office.
Council Member Turville stated and other Council Members agreed that the City
should pay registration fees for the City Manager to attend in the future.

Police Department New Computer System
City Manager Saunders stated a new computer system for the Police Department will
be placed out for bid in the near future.
Garbage Container Distribution
City Manager Saunders explained the proposed method for distributing the new
garbage containers which would be to divide the City into five areas. The first area
would be delivered over a 5-6 day period with a notice that they would be converted
to once-a-week pickup the following week.
City Manager Saunders also stated that we would start the first area in conjunction
with the mail-out of our next newsletter.
Lead & Copper Testing
City Manager Saunders informed the Council that the City failed the last semi-annual
testing for lead by one home and we are now required to mail notification to all
residents giving them educational materials regarding lead and copper. We will also
be required to recommend to DER a method that we plan to use for treatment of our
water to eliminate the problem.
He explained that the lead is not in our water supply but the make-up of our water is
slightly corrosive which attacks lead joints and some fixtures causing the lead to be
detected at the water tap.
Assessment of Old Fuel Tanks
A letter from Lake County Pollution Control regarding the closure assessment of the
old fuel tanks at the old Public Works facility was received. The assessment indicated
some soil contamination and recommended we contact DER for further information. -
No notification has been received from DER at this time.

Sewage Treatment Plan Permit
City Manager Saunders stated that it is time to renew the sewage treatment plan
permit with DER. He stated that Springstead Engineering is proceeding with the
necessary work for permit renewal.
Lift Station 6 Emergency Power
Council Member Cole requested information regarding emergency power for Lift
Station 6 which had a power failure recently which resulted in a sewage spill behind
CBS. City Manager Saunders stated that they are looking at options to eliminate this
problem in the future.
Greater Hills Water System
City Manager Saunders informed the Council he would be meeting with Mr. Mandell
in the near future and that we they could not justify their asking price of 2.5 million
dollars but we are continuing to negotiate for the purchase at a lower price.
