Minutes - 09.03.2020 - City Council First Budget Public HearingCih^ of Clermont MINUTES FIRST BUDGET PUBLIC HEARING SEPTEMBER 3, 2020 The City Council met in a special meeting on Thursday, September 3, 2020 in the Clermont City Center. Mayor Ash called the meeting to order at 6:31 pm with the following Council Members present: Council Members Bates and Purvis. Council Member Travis was virtually present via Zoom. Other City officials present were Assistant City Manager Dauderis, and City Clerk Howe. OPENING COMMENTS Assistant City Manager Dauderis stated the meeting was the first of two public hearings to adopt a nullage rate and budget for Fiscal Year 2020-2021. The purpose of this meeting is to present to the public the recommended budget, including a proposed inillage rate and a state the change from the roll back rate. In the tentative budget, the General Fund is based on 4.2061 millage rate for the sixth consecutive year. The millage rate will generate an additional $1.3 million in ad valorem revenue. The General Fund is budgeted and balanced using both operating revenues and reserve dollars. The recommended budget does not include any new positions. The City's Enterprise Funds are financially sound. The budget sets the Downtown and the Waterfront as major priorities as stated in the City's Master Plan. The proposed reserves for the General Fund will not meet the required 25% according to the reserves policy. A policy amendment is before the Council to allow for exceptions during times of unforeseen crisis. It is anticipated that the General Fund reserves will be made whole again by 2022. Assistant City Manager Dauderis conimended staff for making significant cuts in the current year budgets, and for their assistance in searching for efficiencies and help with the budget. The Final Budget Public Hearing is Thursday, September 17, 2020 at 6:30pm. NEW BUSINESS At the recommendation of Assistant City Manager Dauderis, the Council consented to hear the presentations on the resolutions together. City Clerk Howe read the resolutions into the record and read Resolution 2020-44R in its entirety. Finance Director Pam Brosonski presented a PowerPoint presentation to the City Council. Item No. 1— Resolution No. 2020-53R — Reserves Polio, Mayor Ash opened the floor for continents from the public; seeing no public come forth, the floor was closed. Council Members Bates and Purvis asked if the policy would need to be revised each year. Director Brosonski replied that it would not need to be revised as the amended version provides for flexibility in times of crisis. MOTION TO APPROVE and adopt Resolution 2020-44R tentatively adopting a millage rate of 4.2061 mills made by Council Member Bates. Seconded by Council Member Purvis. CLOSING COMMENTS Mayor Ash thanked the Finance Director and the City Manager and city staff for the sacrificial cuts made during the current year and for the fiscal restraint demonstrated in the proposed budget for Fiscal Year 2020-2021. Council Member Purvis echoed the Mayor's comments and added that he is proud that the City was able to hold the nullage rate without having any significant impact to services provided to residents.
