SPECIAL COUNCIL MEETING
SEPTEMBER 16, 1993
A-Special meeting of the City Council of the City of Clermont was held Thursday,
September 16, 1993 in the Council Chambers. The meeting was called to order at
7:30 p.m. by Mayor Pool with the following Council Members present: Council
Member Turville, Council Member Cole, Council Member Norquist, and Council
Member Ivey. Other City Officials present were City Manager Saunders, Finance
Director Van Zile, and Deputy City Clerk Whitlock.
Mayor Pool informed those present that this meeting was a Public Hearing to discuss
the City's proposed budget and the first item to be discussed was the proposed millage
rate.
PUBLIC HEARING
RESOLUTION NO. 797 - TENTATIVE AD VALOREM MILLAGE RATE
Mayor Pool read Resolution No. 797 in its entirety informing those present that the
proposed millage rate was 2.979 which represents a 10.4% increase over the rolled-
back rate. Mayor Pool opened the Public Hearing and called for comments
concerning the proposed millage rate. No one spoke in favor of or in opposition to
the 2.979 rate and the Public Hearing was closed.

A motion was made by Council Member Cole, seconded by Council
Member Turville, and unanimously carried by roll call vote to tentatively
adopt Resolution #797 setting a millage rate of 2.979 for fiscal year
1993-94.
1993-94 FISCAL YEAR BUDGET RESOLUTIONS
RESOLUTION 798 - TENTATIVE GENERAL FUND BUDGET
Mayor Pool read Resolution No. 798 by title only and explained that it will adopt the
budget for the General Fund. City Manager Saunders stated this budget is about 2.5 %
over last year. Mayor Pool opened the Public Hearing and called for comments from
those present. No one spoke in favor of or in opposition to the General Fund Budget.

A motion was then made by Council Member Ivey., seconded by Council
Member Norquist, and unanimously carried by roll call vote to
tentatively adopt Resolution #798 setting the General Fund Buclget for
Fiscal Year 1993-94.
RESOLUTION NO. 799 - TENTATIVE INFRASTRUCTURE FUND BUDGET
Mayor Pool then read Resolution No. 799 by title only. Mayor Pool opened the
Public Hearing, calling for comments concerning the Resolution, and there were none.

A motion was made by Council Member Norquist, seconded by Council
Member Ivq, and unanimously carried by roll call vote to tentatively
adopt Resolution #799 setting the Infrastructure Fund Budget for. Fiscal
Year 1993-94.
RESOLUTION NO. 800-TENTATIVE 1989 SALES TAX BOND FUND BUDGET
Mayor Pool then read Resolution No. 800 by title only and opened the Public
Hearing. City Manager Saunders stated that sales tax money is accumulated in this
fund which is used to pay the bond issue that was taken in 1989. Mayor Pool called
for comments from those present and there were none.

A motion was made by Council Member Cole, seconded by Council
Member Turville, and unanimously carried by roll call vote to tentatively
adopt Resolution #800 setting the 1989 Sales Tax Bond Fund Buclget for
Fiscal Year 1993-94.
RESOLUTION #801 - TENTATIVE UTILITY FUND BUDGET
This Resolution was read by title only by Mayor Pool. City Manager Saunders stated
that no rate increases are proposed for water and sewer. Reserves of approximately
$126,000 will be used to recondition the water tank behind K-Mart. Mayor Pool
opened the Public Hearing and called for comments from those present. No one
spoke in favor of or in opposition to the Utility Fund Budget.

A motion was made by Council Member Turville, seconded by Council
Member Cole, and unanimously carried by roll call vote to tentatively
adopt Resolution #80I setting the UtiliU Fund Budget for Fiscal Year
1993-94.
RESOLUTION//802 - TENTATIVE STORMWATER FUND BUDGET
Mayor Pool read Resolution #802 by title only. City Manager Saunders stated the
main purpose of this fund is to protect the lakes and also to prevent flooding. The
first stormwater control projects utilizing this fund will be done this year on Lake
Shore Drive and an aerial survey will be taken of the Downtown area for planning a
central water retention area. Mayor Pool opened the Public Hearing and called for
comments and there were none.

A motion was made by Council Member Turville, seconded by Council
Member Cole, and unanimously carried by roll call vote to tentatively
adopt Resolution #802 setting the Stormwater Fund Budget for Fiscal
Year 1993-94.
RESOLUTION #803 - TENTATIVE SANITATION FUND BUDGET
Mayor Pool read Resolution #803 by title only. He opened the Public Hearing and
called for comments.
City Manager Saunders stated that this fund included garbage, compost, and recycling
collection and disposal. The County tipping fee rate is increasing from $62 per ton to
$84 per ton on October 1 (an increase of $2 per residence per month), which will
require the City to increase rates by $1.40 per residence per month (from $16.50 to
$17.90). New garbage bins have been ordered that will be issued to residents which
will enable semi-automated service. The semi-automation and once-a-week service
instead of twice-a-week service to begin this fall will enable the City to hold down the
County increase. Mayor Pool closed the Public Hearing.

Member Norquist, and unanimously carried by roll call vote to
tentatively adopt Resolution #803 setting the Sanitation Fund Budget for
Fiscal Year 1993-94.
RESOLUTION #804- TENTATIVE CEMETERY PERPETUAL CARE
BUDGET
Mayor Pool read Resolution #804 by title only and opened the Public Hearing. No
one spoke in favor of or in opposition to the Cemetery Perpetual Care Budget.

A motion was made by Council Member Cole, seconded by Council
Member Ivey, and unanimously carried by roll call vote to tentatively
adopt Resolution #804 setting the Cemete~_ Perpetual Care Fund Budget
for Fiscal Year 1993-94.
There being no further business or discussion, the meeting adjourned at 7:55 p.m.
