WORKSHOP MEETING
August 5, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
August 5, 1993 in the City Hall Conference Room. The meeting was called to order
by Mayor Pool at 6:30 p.m.. with the following Council Members in attendance:
Council Member Norquist, Council Member Cole, Council Member Turville, and
Council Member Ivey. Also present were City Manager Saunders and Finance
Director Van Zile.
South Lake Council for the Arts Overview
Mayor Pool opened the meeting and welcomed Howard Stockton who was present to
represent the South Lake Council for the Arts. Mr. Stockton gave the Council a
review of the past season and an overview of the planned performances for the 1994
season. He explained that the Arts Council is in good financial condition and they do
not expect any problems in the upcoming year.
Chamber of Commerce Fund Request
Sue Krotky and Charlie Beals entered the meeting at 6:45 p.m. Each Council member
was presented a letter from the Chamber of Commerce. Mr. Stockton asked Mr.
Beals to address the Council regarding the Chamber's position. Mr. Beals explained
the Chamber's request to the Council which was included in the hand-out. The
request was for specific pieces of equipment that are needed by the Chamber.
During the discussion it was asked if the City could actually buy the equipment and
loan it to the Chamber for use, or should the Council appropriate money to the
Chamber to purchase the equipment. Following discussion Mayor Pool stated the
Council would consider the Chamber's request and let them know their decision as
soon as possible. Councilman Turville requested a copy of the Chamber's budget for
the upcoming year and Mr. Stockton stated he would forward that to the City.
Cooper Memorial Library Budget Request
Mr. Beals, Mr. Stockton, and Mrs. Krotky left the meeting at 7:05 p.m. at which
time Don Wickham, Bonnie Ray and Bob Jackson entered the meeting to present
Cooper Memorial Library's budget request.

Mrs. Ray reviewed the grant that has been awarded to the Library from the Amateis
Foundation for a new addition. Mr. Wickham presented the Council with alternatives
for financing the addition. Mr. Jackson presented the Council with the current year's
budget request. Mayor Pool stated that the Council would consider their request in
the upcoming budget discussions. Mr. Wickham, Mrs. Ray, and Mr. Jackson left the
meeting at 8:15.
Oktoberfest Request
Jennifer and Ken Elswick entered the meeting and discussed with the Council the
proposal for an Oktoberfest to be held on Montrose Street in October. Mrs. Elswick
specifically discussed with the Council a request to serve beer.
After discussion it was pointed out that this request would be on the City Council
agenda for formal action at the next City Council Meeting.
Employee Awards Recognitions
Mr. Van Zile and City Manager Saunders discussed with the Council the employee
awards recognitions to be presented during the Employee Family Picnic.
Police Department Open House
The Police Department Open House scheduled for August 19 was discussed.
Vacant Lot on 12th and Montrose Street
City Manager Saunders stated that Peoples State Bank has asked if the City would be
interested in selling a lot that the City owns on the corner of 12th Street and Montrose
Street. The bank is interested in developing a site for an affordable housing unit
under the Community Reinvestment Program.
After discussion it was the consensus that we should inform the bank that the City
would be interested in selling the lot.

George Pringle Utility Request
City Manager Saunders next discussed with the Council Members a request from
George Pringle of Pringle Development to serve their proposed development which is
located in the area of Highway 27 and 19. After discussion it was the consensus that
this would be too great a distance from the City for us to consider serving.
Recreation Program County Proposals
City Manager Saunders updated the City Council on the County Recreation Program
and their proposal to provide funding for construction of additional ball fields.
However, they are not proposing to provide any dollars for operation or maintenance
of the facilities. After discussion, it was the consensus that we should contact as
many commissioners as possible to request operating funds.
DER Report of Old Clermont Dumpsite
City Manager Saunders updated the Council on the DER report of the old dumpsite.
He explained that the final report has been submitted which is the same as the prelim-
inary report that was received several months ago. The comments in the letter dated
July 16 were reviewed from the Department of Environmental Protection regarding
the hazard ranking system of evaluation. It was the consensus to wait and see what
additional response we receive from the Department of Environmental Protection.
