WORKSHOP MEETING
July 15, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
July 15, 1993 in the City Hall Conference Room. The meeting was called to order by
Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council
Member Norquist, Council Member Cole, and Council Member Ivey. Also present
were City Manager Saunders and Finance Director Van Zile.
Pay Plan Adjustments
City Manager Saunders explained to the Council that he would like to address the
proposed pay plan for the next fiscal year. Each Council Member was given a
handout which summarized the pay plan adjustments that were needed in order to
bring employees into the proposed salary ranges. They also showed the affect of a
proposed 3 % cost of living increase for all employees.
The pay plan adjustments and cost of living increase issues were discussed at length.
Various options of pay enhancements were discussed.
Additional Personnel Positions
Additional positions were discussed which have been requested and were included on
the handout material. The two positions included a new Parks position which would
be titled "Master Gardener" to help maintain all of the new plantings that have been
put in place during the past several months..The second position was to split the
position now being held by Mr. Bowman (Animal Control Officer and Street Sign
Maintenance).
The request by the Fire Department to include new officers positions within the
volunteer Fire Department was discussed. It was the consensus that since ~our Fire
Department is all volunteer and we have a Chief position and an Assistant Chief
position that we would be premature in establishing additional rank and that this
should not be included in the budget at this time.
The creation of a Police Lieutenant position was discussed. After considerable
discussion it was the consensus to create the position and develop a job description

and minimum requirements for the position, but to not fund the position at the current
time.
Capital Outlay Requests
A summary of Capital Outlay requests was presented to each Council Member. Each
item was discussed starting with the Planning Department request followed by requests
of the Police Department.
During the discussion of the Police Department it was proposed to decrease the
number of portable radios request from three to two and to decrease the number of
shoulder microphones from eight to seven.
Also discussed was the request for an uninterrupted power supply for the new
communication center. City Manager Saunders requested that this equipment be
purchased immediately and it was the consensus that we need the equipment now and
to move ahead with the equipment under the current year.
Next discussed was the Fire Department Capital Outlay request. It was the consensus
to reduce the amount of replacement hose from 600' to 300', to reduce the amount of
turn-out gear from 12 to 6 sets, and to get more information regarding the
communication equipment needs before making a decision about the request.
It was also the consensus to decrease the amount of the emergency equipment warning
request from $2,060 to $815 which would allow the purchase of an emergency
warning light for Squad #25 and an air horn system for Squad #25.
Millage Rate
Finance Director Van Zile and City Manager Saunders indicated that there is a fairly
large deficit in the budget with the initial deficit amount of approximately $330,000.
With the possible cuts that are able to be made there is still a deficit of approximately
$100,000. An adjustment to the millage rate should seriously be considered which
will be addressed at the July 27 Council Meeting.
