WORKSHOP MEETING
July 8, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
July 8, 1993 in the City Hall Conference Room. The meeting was called to order by
Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council
Member Norquist, Council Member Cole, Council Member Turville, and Council
Member Ivey. Also present were City Manager Saunders, Finance Director Van Zile,
City Engineer Springstead and Public Services Director Davis.
Lead and Copper Report
Public Service Director Davis and City Engineer Springstead gave the Council an
update on the lead and copper report. The Council asked that an estimate be
developed for possible treatment of our water which is considered to be somewhat
aggressive or hard.
Mr. Davis then also updated the Council on other contaminant testing and indicated
that chloride and thallium were discovered in quantities exceeding the adopted
contaminant levels. However, it was explained that because of the method of testing
the chloride is from the chlorination that is used in our system and testing this year
must be done after the chlorination has been added to the system and should not pose
a problem.
The thallium which was at a low level is being investigated as to cause or other
concerns and has been reported to DER.
Greater Hills Water System
City Manager Saunders updated the Council Members on the Greater Hills water
system discussions and the Council directed him to continue negotiations with Greater
Hills based on the information that had been compiled by staff and City Engineer
Springstead's office.
ZOM Development
City Manager Saunders updated the City Council on the ZOM Development
agreement for water services.

Street Tree Inventory
City Manager Saunders informed the Council that we have advertised for tree
inventory consultants and that the selection process could include the Council
interviewing the short-listed firms or a committee.
After discussion it was the consensus that Karen Turville, Chairman of the
Beautification Committee and City Manager Saunders should conduct the interviews
and make the recommendations to City Council.
Volleyball Court at Jr. High School
The possibility of a volleyball court at the playground across from the Jr. High School
was discussed. City Manager Saunders stated that he would contact the principal and
coordinate the effort with the school since the playground is school-owned property.
Jaycee Beach Fee
Mayor Pool discussed with the Council the possibility of a fee being charged for the
use of Jaycee Beach. Various options were discussed and it was the consensus to
develop a method of charging a fee prior to next season.
1994 Budget Discussion
A discussion of the proposed budget for fiscal year 1994 was held. The pay study
which had been completed earlier in the year was discussed as well as proposed cost
of living increases for employees and adjustments that would have to be made for
some employees in order to bring them into the new salary ranges that are being
proposed under the pay plan study.
Council Member Turville asked for additional information regarding specific employee
positions that would be affected with the pay plan adjustments and City Manager
Saunders stated that they would be presented at the next workshop.
