05-06-1993 Workshop MeetingCITY OF CLERMONT MINUTES WORKSHOP MEETING May 6, 1993 A Workshop Meeting of the City Council of the City of Clermont was held Thursday, May 6, 1993 in the City Hall Conference Room. The meeting was called to order by Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council Member Norquist, Council Member Turville, Council Member Cole, and Council Member Ivey. Also present was City Manager Saunders and Public Services Director Davis, Planning Director Harker, City Engineer Springstead, and Finance Director Van Zile. Bond Refinancing Finance Director Van Zile and City Manager Saunders presented the Council with information concerning the possible refinancing of two outstanding debts in the utility fund. They explained that the city of Arcadia loan pool is available which would reduce the annual debt service and provide approximately $350,000 of savings to the City over the life of the debt. Finance Director Van Zile explained in detail the structuring of the refinancing. City Manager Saunders stated that a resolution would be on the next City Council Agenda and strongly urged the Council to move ahead with this refinancing. Finance Director Van Zile left the meeting at approximately 7:30. American Aluminum Property Purchase City Manager Saunders reported that he had received the environmental report from Peoples State Bank and after reviewing the report with City Engineer Springstead, they concluded that an environmental assessment has not been conducted on the site, but that the report is a post-closure report submitted following the removal of the old gas tanks. The report indicates that remedial action was taken for contaminated soil, but only in the area of the gas tanks. No investigation was done outside the area of the gas tanks and the reports do not address the ground water pollution problem. City Manager Saunders suggested that they request a Phase 1 and Phase II Environmental Assessment for the site prior to any further decision on the purchase of the property. After discussion, it was the consensus that the offer to purchase the property should be amended to require that an Environmental Assessment be CITY OF CLERMONT MINUTES WORKSHOP MEETING May 6, 1993 Page 2 conducted and that the City pay for the assessment which would be conducted by City Engineer Springstead, and if the City declines to purchase the property, the City would be reimbursed by the bank for the cost of the report. If the City decides to purchase the property, the cost of the report would be deducted from the purchase price. Affordable Housing Program City Manager Saunders stated he was contacted by Affordable Housing by Lake, a non-profit organization who would like to construct a home in the Clermont area under the Affordable Housing program. They inquired as to whether the City has a residential building lot that could be made available to the program. After considerable discussion, no lot was identified as an acceptable site. City Manager Saunders stated he would further investigate any possibilities and report back at a later date. Summer Recreation Program Fees Summer Recreation Program fees to be charged to non-City residents were discussed. It was suggested that the fees be increased due to the fact that no funding had been received from Lake County and more than 60% of the Summer Recreation Program participants are non-City residents. After discussion, it was the consensus that the fees be raised to $12 per week. City Manager Saunders stated that the fee increase will be presented as an agenda item at a regular Council Meeting. Margaree Cooley Property The Margaree Cooley property located adjacent to the 4th Street well is now for sale. Public Service Director Davis and City Engineer Springstead have indicated the possible need for additional property in the future for expansion of our water treatment facility. CITY OF CLERMONT MINUTES WORKSHOP MEETING May 6, 1993 Page 3 The Council directed City Manager Saunders to identify the amount of property that would be needed and talk with the agent handling the property regarding the purchase of a portion of the property. Water and Sewer Service for the East Side of Highway 27 City Engineer Springstead and City Manager Saunders explained in detail the possibilities for providing sewer service and water service east of Highway 27 including the discussion of the possible purchase of the Greater Hills and Greater Groves water system and the joint project for a new water system with Johns Lake Estates. Council was also informed of the Clermont Hills proposed project south of Highway 50 and the possibility of a sewage treatment and water plant in this area. After discussion it was the consensus that the staff move ahead with negotiations with Greater Hills water plant and for City Engineer Springstead and City Manager Saunders to conduct an audit of that system in order to formulate a reasonable price for the system. It was the consensus to also continue with the Johns Lake Estates water system project negotiations. It was the consensus of the Council that with the information now available for potential developments to the east that the Lake Wilma lift station be constructed at the time the proposed shopping center south of Highway 50 is built. If the shopping center is not constructed, the City should proceed with plans and specifications for the lift station and have them readily available so we can move forward on short notice as development is imminent in this area. The staff was also directed to proceed with negotiations with the Clermont Hills project for providing services which would include the construction of a sewage treatment facility. He suggested that a Resolution commending Detective Cheatam should be adopted by the Council. City Manager Saunders stated he would draft a Resolution for their approval.
