03-09-1993 Regular Meeting CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MARCH 9, 1993 A Regular Meeting of the City Council of the City of Clermont was held Tuesday, March 9, 1993 in the Council Chambers. The meeting was called to order at 7:30 p.m. by Mayor Pool with the following Council Members present: Mayor Pro Tem Turville, Council Member Cole, Council Member Ivey, and Council Member Norquist. Other City Officials present were City Manager Saunders, City Attorney Baird, Finance Director Van Zile, and Deputy City Clerk Whitlock. INVOCATION The InvOcation was offered by Council Member Ivey followed by the repeating of The Pledge of Allegiance to the Flag by all present. MINUTES The minutes of the Regular Meeting held February 23, 1993 and Workshop Meeting held February 9, 1993 were approved as presented. CITY MANAGER SAUNDERS' REPORT Pension Board Meeting City Manager Saunders suggested scheduling a Pension Board Meeting for March 23, 1993 at 7:00 p.m. Council Members agreed to this time. Central Business District Possible Storm Water Retention Area City Manager Saunders stated that City Engineer Springstead is recommending a 1' aerial topographical survey for Center Lake drainage basin which needs to be put out for bid. 93-037 A motion was made by Council Member Norquist, seconded by Council Member Turville, and carried unanimously to advertise for a 1' aerial topographical survey_ for the Center Lake drainage basin. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MARCH 9, 1993 PAGE 2 COUNCIL MEMBER TURVILLE'S REPORT Council Member Turville reported that the configuration of the left turn lanes when headed west on Highway 50 past the intersection with 8th Street create a dangerous situation and asked that City Manager Saunders request the Department of Transportation to review the stripping. COUNCIL MEMBER IVEY'S REPORT Council Member Ivey reported that he and City Manager Saunders attended the League of Cities' Legislative Action Day in Tallahassee February 23 and 24. They had the opportunity to talk to area legislators about issues of interest. MAYOR POOL'S REPORT Mayor Pool reported he attended services at the Assembly of God Church where they recognized the local law enforcement officers in Mascotte, Clermont, Groveland, and the Highway Patrol. VISITORS WITH BUSINESS Introduction of Ordinance 277-C Mayor Pool read Ordinance 277-C by title only and explained this is an introduction of an ordinance that would change the meeting time of the Planning & Zoning Commission from 7:30 p.m. to 7:00 p.m. Mr. Jack Sargent, Chairman of the Planning Zoning Commission stated that members would like to start the meeting at the earlier 7:00 p.m. time. 93-038 A motion was made by Council Member Ivey_ and seconded by Council Member Cole to introduce Ordinance 277-C. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MARCH 9, 1993 PAGE 3 Police Department Building Change Order City Manager Saunders stated that five items are included in Change Order #1 for the new Police Department Building. They include: Add Handicap Grab Bars Fill Unknown Septic Tanks (6 on property) Provide Rack Mount Intercom Revise Entry Glazing Change Metal Roof System 128.00 3,544.00 270.00 546.00 Deduct (898.00) Total for Change Order No. 1 $3,590.00 93-039 A motion was made by Council Member Cole, seconded by_ Council Member Norquist, and carried unanimously to approve Change Order #1 for the new Police Department building. Equipment Purchase City Manager Saunders stated $7,000 was included in this year's budget for the purchase of a fork lift to be used in handling our recycling materials. Mr. Jones, Public Works Supervisor is recommending the purchase of a used fork lift for $5,500 that is in good mechanical condition. This purchase will qualify for reimbursement through the State recycling grant which is administered by Lake County. 93-040 A motion was made by Council Member Norquist, seconded by Council Member Ive~, and carried unanimously to approve the purchase of the fork lift for $5,500. Sunnydell Drive Sewer Project City Manager Saunders stated the two methods were considered to repair the Sunnydell drive sewer were to install a liner, or replace it with a new line. The quote received for the liner was $24,891. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MARCH 9, 1993 PAGE 4 City Engineer Springstead estimates the construction of a new line to total $18,447 which includes an engineering estimate of $2,546. The installation of a new line is recommended. - 93-041 A motion was made by Council Member Ivey_, seconded by Council Member Turville. and carried unanimously to proceed with the engineering and bid_for a sewer line replacement on Sunnydell Drive. Lakeshore Drive Storm Water City Manager Saunders stated the West Lakeshore Drive area is subject to flooding. He reviewed plans for a modified "T" turn around that would raise the elevation at the end of the road 100-200' and include a retention area in the northern end of the right- of-way. The estimate for the project is $42,000 which includes new curb and gutter. Estimated engineering costs are $4,462.00. 93-042 A motion was made by Council Member Turville, seconded by Council Member Cole, and carried unanimously to proceed with the engineering and bid for the West Lakeshore Drive Storm Water project. OTHER COMMENTS Tree Removals City Manager Saunders stated that Council Members had discussed the removal of two trees, one on DeSoto Street and the other on 7th Street. Council Members previously agreed the tree on 7th Street should be removed in accordance with the recommendation of the Lake County Forester. After personal inspection by Council Members of the tree in question on DeSoto Street, it was agreed that it should also be removed.
