MINUTES
WORKSHOP MEETING
March 4, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
March 4, 1993 in the City Hall Conference Room. The meeting was called to order
by Mayor Pool at 7:30 p.m. with the following Council Members in attendance:
Council Member Turville, Council Member Norquist, and Council Member Ivey.
Also present was City Manager Saunders.
Semi-Automated Garbage Pickup
Mayor Pool introduced Terry Fett of Otto Industries, Inc. Mr. Fett presented to the
Council his recommendations for a standard garbage container for City residents
which would include semi-automated pickup. After considerable discussion, it was the
consensus that Mr. Fett stay in contact with City Manager Saunders regarding any
bids for the containers that the City of Clermont would be able to take advantage of
and that the once a week semi-automated pickup would be discussed further in this
year's budget workshops. Mr. Fett left the meeting at 8:45 p.m.
Sewer Line Project for Sunnydell Drive
City Manager Saunders provided the Council with updated costs for a liner system and
for a new sewer line. It was the consensus that a sewer line replacement would be in
the best interest of the City and this would be brought to the Council at the next
regular meeting.
Proposed Storm Water Project for West Lakeshore Drive
The Council agreed 'that this project was needed and would review the request at the
next regular Council meeting.
Cooper Memorial Library Parking Lighting
City Manager Saunders indicated that Bonnie Ray from the Library asked for
additional lighting in the Library parking lot. He has asked Florida Power to make a
recommendation for lighting this area.

Lake County Recreational Project Requests
Lake County has requested that the City submit recreation projects to be considered by
the County for funding in their next fiscal year. The Council discussed the need of
additional ball fields as well as the need for additional boat ramp facilities. It was the
consensus that this year's request be for additional support from the County for ball
fields for both baseball and softball.
Proposed Fork Lift Purchase
City Manager Saunders informed the Council that $7,000 was budgeted for a fork lift.
The Public Works staff has located a used fork lift for $5,500. He described the
equipment to the Council and stated that it would be on the next Board agenda for
approval.
Yard Waste Sites
Council discussed the possibility of transporting yard waste to the Sumter County
compost site, continuing use of the Mascotte compost site, and a possible Clermont
compost site. Council Member Turville indicated that Minneola may also be
interested in a joint compost site and that we should keep in contact regarding this.
Hooks Road land fill site was discussed as a possible compost site. It was the
consensus that we should find an alternative site. A 10 acre parcel of the Fosgate
property adjacent to City owned property on Mohawk Road was discussed, and the
Council directed City Manager Saunders to pursue the site.
Possible Storm Water Retention Site
The property located behind Florida Power on DeSoto Street which is no longer used
by Florida Power was discussed as a storm water retention site. City Manager
Saunders stated that City Engineer Springstead suggested that this would be a good
area for storm water retention for the business district. Council requested that City
Manager Saunders obtain additional information on this project.

Lake Correctional Crew
City Manager Saunders stated that the Lake Correctional Institute is willing to provide
a supervised crew to the City for one or two days per week. He indicated he would
like lunches to be purchased for the crews when they are in the City limits. Council
had no objections to this.
Rodney Griffin
Mayor Pool stated that he had been contacted by Rodney Griffin regarding community
service hours he needed to perform. Following a discussion, City Manager Saunders
stated that we would be glad to work with Mr. Griffin and that he should contact him
regarding his service hours.
Burned Houses
Mayor Pool asked about the status of the houses that had recently burned in Clermont.
City Manager Saunders stated that the owners are given a notice with a specific time
frame for demolition and clean-up, but he was not sure about the time frame of the
two recently burned homes.
Possible Montrose Street Temporary Closing
Mayor Pool stated the Garden Club had contacted him about possibly closing a portion
of Montrose Street for the annual garden show. City Manager Saunders reminded
Council that they had discussed this previously and felt it was unnecessary to close the
street for the small number of judges on Friday, and this would inconvenience the
downtown merchants.
Narcotic Task Force for Lake County
Sheriff Knupp is proposing a narcotics task force and is requesting that cities loan an
officer to the Sheriff's office for one year for the task force. After discussion, it was
the consensus that the City is limited with regards to our manpower and budget and

that we will be glad to cooperate with the Sheriff as we have in the past, but would
not be able to provide a full-time person for his use.
Tree Removal
The removal of a tree on 7th Street and one on DeSoto Street was discussed. The
recommendation from Joe Bishop, Lake County Forester is to remove the trees. No
Council Member had a problem with the removal of the tree on 7th Street, but no
decision was made on the tree on DeSoto so that Council Members have an
opportunity to personally inspect it.
Motel 8 Lawsuit
City Manager Saunders stated that Mr. Jodway, owner of Motel 8 has retained an
attorney· We have received a letter from his attorney stating that he feels that Mr.
Jodway was overcharged for water usage. After discussion City Manager Saunders
recommended the letter be forwarded to the City's liability insurance carder for their
review and recommendations·
Orange Blossom Breakfast
City Manager Saunders reminded Council of the Orange Blossom Breakfast to be held
at 7:30 a.m. Friday, March 5.
