MINUTES
REGULAR COUNCIL MEETING
FEBRUARY 23, 1993
A Regular Meeting of the City Council of the City of Clermont was held Tuesday,
February 23, 1993 in the Council Chambers. The meeting was called to order at 7:30
p.m. by Mayor Pool with the following Council Members present: Mayor Pro Tem
Turville, Council Member Cole, and Council Member Norquist. Other City Officials
present were City Attorney Baird, Finance Director Van Zile, Planning Director
Harker, and Deputy City Clerk Whitlock.
INVOCATION
The Invocation was offered by Council Member Turville followed by the repeating of
The Pledge of Allegiance to the Flag by all present.
MINUTES
The minutes of the Regular Meeting held February 9, 1993 were approved as
presented.
Mayor Pool reported that City Manager Saunders and Council Member Ivey were in
Tallahassee for the Florida League of Cities Legislative Action Day.
FINANCE DIRECTOR VAN ZILE'S REPORT
Finance Director Van Zile requested that a Council Workshop be scheduled during the
first week of March. Council Members agreed to schedule a Workshop for March 4
at 7:30 at City Hall.
COUNCIL MEMBER TURVILLE'S REPORT
Council Member Turville reported that the second and final planting of the DOT
Beautification Grant took place February 20. Karen Turville stated 6 or 7 volunteers
planted 500 plants in two medians west of 12th Street on Highway 50.
Mayor Pool commented that the newly planted area on Highway 27 could use some
mulch and he will talk to Mr. Davis.

MAYOR POOL'S REPORT
Mayor Pool reported he had received a letter from Clint Campbell congratulating the
City on the Palatlakaha Recreation Area. He also asked whether a pool would be built
in the future.
VISITORS WITH BUSINESS
Tony L. Ridge, Sr. Variance Request for Mulch Driveway and Parking
Mayor Pool advised that the Variance Request requires a Quasi-Judicial heating, and
that all those people wishing to speak in favor of, or opposition to the request should
be sworn in. Tina Edling, 1698 2nd Street, Clermont, and Tony Ridge, Sr., 176
Highland Avenue, Clermont were sworn in by City Clerk Van Zile.
Maj~or Pool explained that Mr. Ridge is requesting a variance to allow a mulch
driveway and parking for a day care located at 176 Highland Avenue. A six-month
temporary variance to allow mulch parking was previously granted by Council and
Mr. Ridge is requesting an extension of the variance.
Mr. Ridge stated that the day care is in operation, however, he is not financially able
at this time to put in the paved driveway and parking. The necessary permits from St.
Johns have been obtained. The mulch parking and driveway have been in place since
July. All shrubs and sidewalks are in.
Tina Edling expressed her support for Mr. Ridge. She stated her son has been
attending the day care for almost six months and has been impressed with the day
care. She has stated that the area is easy to drive through and Mr. Ridge maintains
the mulch when it is needed.
Planning Director Harker stated Mr. Ridge has already met the majority of the
Conditional Use Permit requirements with only the paved driveway and parking
remaining. He stated that staff recommends a two year variance based upon the
similar variance granted to another day care at the last meeting.

A motion was made by Council Member Cole. seconded by_ Council
Member Norquist. and carried unanimously to grant a two year extension
of the paved driveway_ and parldng variance_for 176 Highland Avenue.
John Bekemeyer, Clermont Bible Church requesting a Conditional Use Permit
(Resolution g779 to amend Resolution//511)
Mayor Pool stated that Clermont Bible Church is requesting a Conditional Use Permit
to hold church services in the sanctuary portion of the funeral home at 806 W.
Minneola. He stated that anyone wishing to speak in favor of, or opposition to the
Conditional Use Permit request needed to be sworn in. City Clerk Van Zile swore in
John Bekemeyer, 1005 Autumn Leaf Drive, Winter Garden, FL.
Mr. Bekemeyer stated he was requesting the Council to grant the Conditional Use
Permit to allow his congregation to meet at the Becker Funeral Home on 806 W.
Minneola. The request is for three years, however, he is hopeful that they establish
their own church building before that time.
Planning Director Harker stated that staff has reviewed parking and seating capacities
and do not see any adverse affects from holding church services on Sunday mornings.
Mr. Beckmeyer stated in the future they may wish to hold Wednesday evening
services. Attorney Baird stated that the Conditional Use Permit does not exclude
Wednesday services as it is presently written.

A motion was made by Council Member Norquist, seconded by Council
Member Turville, and carried unanimously by roll call vote to adopt
Resolution #779 granting the Conditional Use Permit.
OTHER COMMENTS
Mr. Jack Sargent stated the City of Clermont was hosting the Orange Blossom
Breakfast at Jenkins Auditorium at 7:30 a.m., March 5 with Mr. Buell Duncan,
speaking on the future growth of Central Florida and invited everyone to attend.
