WORKSHOP MEETING
February 9, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Tuesday,
February 9, 1993 in the Council Chambers. The meeting was called to order by
Mayor Pool at 6:30 p.m. with the following Council Members in attendance: Council
Member Turville, Council Member Norquist, Council Member Cole, and Council
Member Ivey. Also present was City Manager Saunders, and Jim Strollo and Tom
Rappe representing Strollo Architects, Inc.
Police Department Building
Fee Increase: Mr. Strollo addressed the City Council concerning his request for
additional, fees for the design of the new Police Department. He stated that the
additional fees were justified due to the change in the direction of the project which
initially was to remodel and add on to the existing Police Department. He explained
that a considerable number of hours was spent in this direction and the idea was
dropped and the decision was made to build a new stand-alone building.
Mr. Strollo also stated that the initial fee was based on a $500,000 building and the
designed building was bid at $849,000. He asked that the GSA percentages be applied
to the $849,000 rather than the $500,000 figure which was initially budgeted for the
remodeling and add-on to the old building.
After considerable discussion City Manager Saunders suggested that if the CoUncil
was to consider a renegotiated figure that the percentage should be based on the final
estimate, for construction which was $790,000. This would result in a new fee for
services of $59,250 ($790,000 x 7.5%). The original contract was for $38,500 which
would result in an additional fee of $20,750. Mr. Strollo stated that although he felt
that the fee should be based on the actual construction cost that this figure would be
acceptable.
Mayor Pool stated that the Council could not make a decision at a Workshop meeting,
but it would be discussed as an agenda item at the regular Council meeting. Mr.
Strollo and Mr. Rappe left the meeting at 7:00 p.m.

Sunnydell Drive Sewer Line Replacement
City Manager Saunders informed the Council that $23,941 was budgeted for
replacement of the sewer line on Sunnydell Drive. Two methods for replacement
have been investigated. One would be an actual replacment of the sewer main
requiring excavation and replacement with a new pipe and the second alternative
would be a lining for the existing pipe. The estimated cost for replacement is $18,447
and the estimated cost for the liner is $24,871.
After considerable discussion the City Council concluded that the project should be bid
under both methods to get firm prices before making a decision as to which method
should be used.
Planning & Zoning Commission Meeting Time
City Manager Saunders informed the Council that the Planning & Zoning Commission
has requested that their time be changed from 7:30 p.m. to 7:00 p.m. for their regular
meeting. He explained that the Code of Ordinances sets the time for 7:30 p.m. and a
Code Ordinance would be required for this change.
After considerable discussion it was decided to place on a regular council meeting
future agenda an Ordinance for time change for possible introduction.
Otto Trash Cans
City Manager Saunders informed Council that he had been contacted by a
representative of Otto Trash Cans and told that there is an existing contract that the
City could take advantage of for a very attractive price for roll-out containers.' After
discussion, it was the consensus to schedule a Workshop with the Otto representative.
Motel 8 Water Bill
Next discussed with the Council were letters received by Council Members from Mr.
Jodway of Motel 8. Mr. Jodway is still contending that he was overcharged for water
usage. After discussion it was the decision to discuss this at a future workshop.

Additional Street Light on Carolyn Drive
City Manager Saunders discussed the installation of an additional street light on
Carolyn Drive and there was no objection to the additional light.
