MINUTES
WORKSHOP MEETING
January 21, 1993
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
January 21, 1993 in the City Hall Conference Room. The meeting was called to
order by Mayor Pool at 7:00 p.m. with the following Council Members in attendance:
Council Member Cole and Council Member Ivey. Also present was City Manager
Saunders, and Jim Strollo and Tom Rappe representing Strollo Architects, Inc.
Police Department Building
Girder Problem: Mr. Strollo and Mr. Rappe first discussed the problem with the
girder truss that was installed backwards at the new Police Station and indicated that
they have given Seacoast Constructors 24 hours to reinforce the girder or a stop work
order will be issued.
Fee Increase: Mr. Strollo stated that the original contract for architectural services for
the Police Department building was based on a cost estimate for construction of
$500,000. He suggested that an amendment to the contract should possibly be made
since the actual bid cost is $848,000. He presented the Council with the breakdown
with the time that has been spent as compared to the budgeted time for the project.
After considerable discussion it was the consensus that an additional workshop should
be held when the entire Council can be present and then schedule the request for a
regular Council meeting. A workshop was scheduled for 6:30 p.m. on February 9
which will be prior to the next regularly scheduled City Council meeting. Mr. Strollo
and Mr. Rappe left the meeting at 8:10 p.m.
OHM Property Purchase from City
City Manager Saunders informed the Council that OH Materials has requested the
City to consider selling a portion of the property that we own south of the OHM
property to help accommodate their expansion. He explained that the site was.
purchased for the location of a flow equalization chamber, but that in all likelihood it
would not be constructed if we proceed with a new sewage treatment facility on the
Fosgate property. He explained that he had reviewed the site plan for the facility with
City 'Engineer Springstead and concluded that the north 50' of the property could be
sold and there would still be room for the flow equalization chamber.

It was the consensus of the Council that negotiations be continued with OHM for the
sale of the 50' strip and bring the matter back to the Council for consideration at a
regular Council meeting.
Helen Wilkins Property
City Manager Saunders stated that Mrs. Helen Wilkins who owns property adjacent to
Jenkins Auditorium had contacted him regarding the possible sale to the City: He
explained that the City had previously requested Mrs. Wilkins to sell the property
when the location of a new City Hall was being considered.
It was the consensus that it would be in the best interest of the City to acquire this
property whether or not City Hall would be relocated to this location. Council
directed City Manager Saunders to proceed with negotiations of the parcel including
an appraisal.
New Clermont Post Office
Mayor Pool then discussed the future of the Clermont Post Office and the possibility
of a new site in or around the Central Business District with the possibility of the City
constructing a Post Office and leasing it to the Post Office as was done recently in
Howey-in-the-Hills.
Water Retention Proiect for W. Lakeshore Drive
City Manager Saunders indicated to the Council that Springstead Engineering has been
investigating the water retention project for W. Lakeshore Drive. He explained that
we have an old right-of-way that turns north off of Lakeshore Drive that could be used
for a water retention area. It was the consensus that this should be used at this time if
there is no objection from the property owner to the north which could be accessible
through the old right-of-way.

Jaycee Beach House
City Council discussed the Jaycee Beach House and the possibility of constructing a
new restroom facility. Council agreed to stop by the facility and bring back
suggestions at a future meeting.
Combining Public Services
Mayor Pool brought up the possibility of combining certain services with the City of
Minneola, specifically the fire services which had been discussed in the past. City
Manager Saunders will contact Lake County and Minneola regarding the possibility of
combining fire services.
