WORKSHOP MEETING
December 8, 1994
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
December 8, 1994 in the City Hall Conference Room. The meeting was called to
order by Mayor Pool at 6:00 p.m. with the following Council Members in attendance:
Council Member Sargent, Council Member Norquist, Council Member Dupee, and
Council Member Cole. Also present was City Manager Saunders and Planning
Director Harker. Mr. & Mrs. Andre Garnier arrived at 6:15 p.m.
Planning and Zoning Department Fee Schedule Changes
Proposed changes for the Planning and Zoning Department fee schedule were
discussed. Following discussion, the Council was advised that the new fees would be
presented in Resolution form and introduced at the first meeting in January.
Mr. & Mrs. Andre Garnier
Mr. & Mrs. Andre Garnier arrived at the meeting at approximately 6:15. City
Manager Saunders introduced the Garniers to the City Council Members and
explained that they are the owners of the house that was flooded by a backed-up sewer
approximately three years ago.
City Manager Saunders advised the Council Members that an attorney stating he
represented the Garniers has notified the City of a possible lawsuit and that they
should not discuss the matter with the Garniers, but they could give the Garniers an
opportunity to address the Council.
The Garniers advised that they have not been reimbursed for all of their losses. City
Manager Saunders told the Council that he would discuss the matter with the City's
insurance company and report back to them. The Garniers left the meeting at
approximately 6:35 p.m.
Winn Dixie Impact Fees
City Manager Saunders discussed the calculation of impact fees for the Winn Dixie
which is proposing to relocate to the old K-Mart building in the South Lake Plaza.
He stated that the City's ordinance does not address a transfer of impact fees within a

shopping center. It was explained that since there was a grocery store (Publix) in the
South Lake Plaza, those impact fees could be transferred to the K-Mart building and
credited to the Winn Dixie.
There was no opposition to this type of impact fee transfer.
Consultant for Impact Fees
City Manager Saunders discussed the need for a consultant to conduct an impact fee
update for the impact fee ordinance and review of impact fees for new east side
facilities. He also stated that at this same time the consultant could provide a rate
study analysis which could answer some of the questions in regard to equity in our
sewer rates that has been raised by Mr. Jodway.
Proposed Ordinances
Fire Sprinkler System Ordinance
City Manager Saunders informed the Council that the staff has been researching two
ordinances that several other cities in Central Florida have in place that could be
beneficial to the community. The first is a mandatory fire sprinkler ordinance which
would require installation of sprinklers for specific types of buildings. After
discussion, the staff was directed to draft an ordinance that would require any
commercial buildings over 3,000 square feet or any multi-floor building to install fire
systems.
Package Liquor StOre Distance
The second ordinance discussed was a minimum distance between package liquor
stores. Similar ordinances that are now in place in other cities were discussed and it
was the consensus not to pursue this ordinance.

Additional Alarm Equipment for Lift Stations
City Manager Saunders discussed the request for additional alarm equipment for our
lift stations by Public Service Director Davis. The Council asked that we verify that
the method of hook-up is the most economical.
Sewer Services to Minneola Development
The possibility of providing sewer services to a new development in the City of
Minneola adjacent to Cherry Knoll Townhouses was discussed. The Council agreed
that we should contact the City of Minneola and express our willingness to enter into
the same type of agreement that we now have with two other developments within
their City.
DEP Revolving Loan Program
City Manager Saunders stated that we are eligible for the pre-construction money this
year, but the date for construction money is uncertain. After discussion, it was agreed
that we should continue with our application for the pre-construction money.
Non-Resident Recreation Fees
The request for an annual family recreation fee for non-residents was discussed and it
was the consensus to establish a $100 per family per year fee as an alternate to the
$25 per registration fee. This will be brought to the Council at a future meeting.
Advance Electric Building
City Manager Saunders informed the Council that pursuant to Council's direction the
staff made an offer of $75,000 to purchase the Advance Electric Building (located
behind Jenkins Auditorium) several weeks ago. We have been notified by the owners
of their willingness to sell the building. We will proceed with a contract subject to
the Council's final approval.

Additional Parking for Jenkins
City Council Member Dupee stated that additional parking would be very beneficial
behind the Auditorium and after discussion it was the consensus to establish a mulch
parking area in the lot behind the Auditorium.
Dole-Citrus Property
City Manager Saunders stated that Dole-Citrus has rejected our offer to purchase half
of the property and half donation. They stated that there would be no tax advantage
to their company for this type of a transaction.
City Manager Saunders stated that Dole representatives indicated that Dole would be
interested in selling their property at a price close to the appraised price of the
property. The staff was authorized to continue negotiations with Dole-Citrus.
3-way Stop Sign on Lake Shore
Mayor Pool then informed the Council that he had been contacted by a resident on
Lake Shore Drive requesting a 3-way stop at the intersection of Lake Shore Drive and
East Avenue. No decision was made regarding this request.
COPS FAST Program
The COPS FAST Program which is part of the 'Anti-Crime Bill was discussed. City
Manager Saunders explained the funding for this program. The funding will provide
75 % of the cost for hiring an officer and the officer hired would be retained after the
funding ended. It (vas the consensus that we would need additional officers in the
near future and to proceed with the grant request.

Lake County Day in Tallahassee
City Manager Saunders informed the Council of the proposed Lake County Day in
Tallahassee. If we wish to participate with a table or booth, there would be a $300
fee. We have not participated in this in the past and it was the consensus not to
participate this year.
