MINUTES
WORKSHOP MEETING
November 1, 1994
A Workshop M~ting of the City Council of the City of Clermont was held Tuesday,
November 1, 1994 in the Community Services meeting room at the Police
Department. The meeting was called to order by Mayor Pool at 7:10 p.m. with the
following Council Members in attendance: Council Member Turville, Council
Member Norquist, and Council Member Ivey. Also present was City Manager
Saunders, and Lennar Homes representatives Sal Orlando and Marshall Ames.
Planning Director Harker arrived at 8:20 p.m.
Proposed Clermont Hills Annexation
City Manager Saunders gave each Council Member a summary sheet listing the issues
that should be addressed regarding Lennar Homes and a proposed annexation
agreement. Each of the items on the hand-out were discussed. Lennar Homes stated
that one of the main issues was a possible adjustment of the impact fees for water and
sewer.
City Manager Saunders explained that the Department of Environmental Protection
permits the City's water and sewer facilities based on a specific number of gallons per
unit and that new facilities must be constructed to those standards. It was the
consensus that if in the future the Department of Environmental Protection lowers the
gallons per day, an adjustment could be made with Lennar Homes based on their all-
adult status.
Mayor Pool then addressed recreational impact fees and stated it was his position that
even though Lennar Homes would be providing private amenities, their residents
would be using the City's recreational facilities and the recreation impact fee should
be imposed. Council Member Turville agreed.
The other impact fees charged by the City were discussed. Council Member Turville
asked that a comparison of development standards be presented prior to an agreement.
This should compare the proposed development standards to the standards adopted by
the City of Clermont.

Steve Lee entered the meeting at approximately 8:30 p.m. Marshall Ames invited the
Council Members to visit their Port Saint Lucie project which he stated is similar to
what is planned for the Clermont Hills project.
Mr. Ames stated that they would draft a proposed annexation agreement pursuant to
the discussions. Sal Orlando left the meeting at approximately 8:35 p.m.
Land Development Regulations Possible Amendment
The minimum square footage for a house constructed in the R-1 zone was discussed.
This question was brought up by Mr. Lee at the first public heating for the Land
Development Regulations. After considerable discussion, City Manager Saunders
stated that the City Council could amend the Land Development Regulations at the
final public hearing if they felt the City should keep the 1,000 square foot minimum
which was in the previous zoning ordinance. The proposed Land Development
Regulations state that a minimum square footage shall be 1,200 square feet.
Max Judy Memorial
City Manager Saunders discussed a proposal by a group of people to erect a Max Judy
memorial. He described the proposed project which included a circle of benches and
a fire pit for the Palatlakaha Recreation Area. It was a consensus of the Council that
memorials would be more appropriate in other areas such as the cemetery or a more
functional project could be constructed in a park such as a covered picnic table with a
plaque commemorating Mr. Judy.
Automobile Seizure
City Manager Saunders told the Council that City Attorney Baird is close to finalizing
the confiscation of a 1971 Oldsmobile that our Police Department seized in a drug
arrest. He explained that our Police Department would like to paint the car similar to
what other agencies are doing which states that the car was seized as part of a drug
an'est. The car would be displayed during parades or other drug awareness programs.
It was the consensus to proceed with this project.

DeWitt Home Donation
City Manager Saunders informed the Council that Mr. DeWitt who owns a home built
around 1916 has offered to donate the house to the City if the City would move the
house off his property.
Council Members instructed City Manager Saunders to inspect the home and report
back. Council Member Norquist stated he would like to accompany him in the
inspection.
