10-18-1994 Workshop Meeting CITY OF CLERMONT WORKSHOP MEETING October 18, 1994 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, October 18, 1994 in the City Hall conference room. The meeting was called to order by Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council Member Turville and Council Member Ivey. Also present was City Manager Saunders and Wanda Andrews. Planning Director Harker entered the meeting at 7:25 p.m. Dept. of Environmental Protection City Manager Saunders reported that he had discussed possible projects with the Department of Environmental Protection in lieu of the fine that is being imposed on the City. After explaining the process for the projects, it was the consensus of the Council that we pay the fine. f Workshop Meeting A Workshop Meeting is requested by Lennar Homes to discuss the proposed development to be located on the McPhearson property which is adjacent to our new well and treatment plant site. The workshop was scheduled for Tuesday, October 25 at 6:30 p.m. in the Community Services Room at the Police Department. Community Services Room Furnishings The need for additional tables and chairs for the Community Services room was discussed. These will be needed for the Council to use this room. City Manager Saunders explained that he would like to order tables to be used by the Council and chairs that match the ones that are now in the room. There were no objections to placing these orders. Racquetball Court We again discussed the style of the racquetball courts to be constructed at the Palatlakaha Recreation Area. It was the consensus to build a 3-wall court due to security reasons. CITY OF CLERMONT MINUTES WORKSHOP MEETING October 18, 1994 Page 2 North Ridge Subdivision A letter received from Norman Rossman, the developer of the proposed North Ridge Subdivision was discussed with the Council. Mr. Rossman was asking for consideration of the adoption of a special assessment district for his subdivision. After considerable discussion, it was the consensus that the City should not be providing special assessment districts for maintenance of subdivisions' private amenities within the City limits and that special assessment districts should be used for redevelopment projects or other improvement projects. Department of Environmental Protection City Manager Saunders explained that the City submitted an application to the Department of Environmental Protection for the new temporary treatment plant. As part of that submittal, the City is required to explain how it will dispose of sludge. He explained that he contacted a liquid sludge hauler in North Lake County who has signed an agreement to handle the liquid sludge on a per gallon charge. He estimated that the cost will be approximately $4,000 the first year. Old Police Building City Manager Saunders explained to the Council that one of the air conditioning units and one of the furnaces at the old Police Building will require replacement prior to occupancy by the Sheriff's Department. He explained that we would not make these replacements until the lease agreement has been signed. Recreation Funding from Lake County City Manager Saunders explained that we are scheduled to receive $40,000 for the construction of a Little League field, however, the agreement includes a condition that no differential fees will be charged to out-of-City residents. He explained that he has met with four of our County Commissioners and that there is a possibility that this language could be amended. CITY OF CLERMONT MINUTES WORKSHOP MEETING October 18, 1994 Page 3 The Council agreed that we should continue to pursue an amendment to this agreement prior to making a decision on the funding. Lake Hills Utilities Water Lines The water lines that are owned by Lake Hills Utilities (Greater Hills) was discussed. They have a 16" water line that leads from Greater Hills along Highway 50 and then south on Hancock Road to the Greater Pines Subdivision. He explained that if the price was reasonable, it would be in the best interest of the City to purchase this water line and the Greater Pines services rather than install a new line from our south well being constructed on the McPhearson property to the north well proposed on the Carter property. City Council directed City Manager Saunders to discuss this with Mr. Mandell. Land Development Regulations A review continued of the Land Development Regulations with Chapters 4 and 9 discussed with proposed revisions. Following review, Mr. Harker explained that the draft documents that were presented to the Council at this meeting included all of the prior changes discussed and a final updated copy would be provided for the first public hearing which is scheduled for October 25. Planning Director Harker also explained that copies of the Land Development Regulations are available in the Planning Department and Cooper Memorial Library for citizens review. Display ads in addition to the legal ads have been placed in the local papers. Palatlakaha Recreation Area Exercise Court City Manager Saunders discussed the options for the exercise court to be installed at Palatlakaha Recreation Area. He reviewed the four companies that prices have been received from and recommended to the Council the purchase of the Creative Playgrounds, Ltd. which had the best price for treated pine at $4,898.
