MINUTES'
REGULAR COUNCIL MEETING
OCTOBER 11, 1994
A regular meeting of the City Council of the City of Clermont was held Tuesday,
October 11, 1994 in the Council Chambers. The meeting was called to order at 7:30
p.m. by Mayor Pool with the following Council Members present: Council Member
Turville, Council Member Cole, and Council Member Norquist. Other City officials
present were City Manager Saunders, City Attorney Baird, Finance Director Van Zile
and Deputy City Clerk Whitlock.
INVOCATION
The Invocation was offered by City Manager Saunders followed by the repeating of
The Pledge of Allegiance to the Flag by all present.
MINUTES
The minutes of the Regular Council Meeting held September 27, 1994, and Workshop
Meeting held September 22, 1994 were approved as presented.
CITY MANAGER SAUNDERS' REPORT
Light-Up Clermont
City Manager Saunders stated that the Clermont Area Chamber of Commerce is
planning the annual Light-Up Clermont festivities for December 2 and 3. The
Christmas tree lighting is scheduled for Center Lake on December 2 followed by open
house at area businesses. Craft and food booths, entertainment and a Christmas
Parade on' Montrose Street are planned on December 3 which require the closing of
Montrose Street.

A motion was made bY Council Member Cole, seconded by Council
Member Turville, and carried unanimously to approve the closing of
Montrose Street' on December 2 and 3for the Light-Up Clermont festival.

Lake Community Action Agency
Lake Community Action Agency has asked the Council to appoint a member to their
Board of Directors.

A motion was made by Council Member Turville, seconded by Council
Member Norquist, and carried unanimously to appoint Council Member
Cole to the Lake Communi~. Action Agency_ Board of Directors.
Workshop Meeting
Council Members agreed to hold a Workshop at 7:00 p.m. on October 18, 1994 in the
City Hall Conference Room.
VISITORS WITH BUSINESS
Fred Sommer, CFT Sports
Fred Sommer of CFT Sports stated approximately 425 have registered for the Great
Floridian Triathlon scheduled for October 22. He requested the inside traffic lane
around Lake Minneola be closed as it has been in previous years for the runners and
downtown street closings for Montrose Street and a portion of 7th Street. He
requested closing the boat ramp from 7:30 a.m. to 10:30 a.m. for the swimming
portion. He also requested that parking fees be waived at JayCee Beach for the event.
City Manager Saunders stated that he had no objection to the boat ramp and street
closing requests.

After considerable discussion, a motion was made by Council Member
Turville, seconded by Council Member Norquist, and carried
unanimously to waive the parking fees at JayCee Beach on October 20,
21, 22, and 23, close the inside traffic lane around Lake Minneola, close
the. boat ramp from 7.'30 to 10.'30 on October 22, and close the
downtown portion of Montrose Street and 7th Street to traffic on October
22, 1994.

Mayor Pool asked that Mr. Sommer monitor the noise level from the loud speakers.
Council Member Norquist asked that Mr. Sommer attend a Council Workshop next
year well in advance of the Great Floridian regarding group parking fees at JayCee
Beach.
NEW BUS/NESS
Mutual Aid Agreement, Florida Division of Emergency Management

Mayor Pool stated the Florida Division of Emergency Management has submitted a
mutual aid agreement that provides for mutual aid assistance in the event of a disaster.
City Manager S,aunders stated the agreement will not obligate the City regarding
providing anything specific, but it will set up a network from which aid could be
extended or rec.~ived by the City.
77 A motion: was made by Council Member Cole, seconded by Council
Member Turville, and carried unanimously to approve the Mutual Aid
Agreement with the Florida Division of Emergency Management.
Software License, Software Management, Inc.
Finance Director Van Zile stated that the Software License Agreement and Software
Support Agreement are with Software Management, Inc. for the new software to be
installed on the new computer system at City Hall. They are agreeing to support the
software for five years and it is part of the fee of $58,725.
Finance Director Van Zile reported that most of the software has been received and
the whole system should be up by January 1.

A motion was made by Council Member Norquist, seconded by Council
Member Cole, and carried unanimously to approve the Software License
Agreement and Software Support Agreement with Software Management,

Vision Service
City Manager Saunders stated that approval is requested to enter into an agreement
with Vision Care, Inc. for employee vision insurance. The rate has remained the
same for the last few years at $6.50 per employee or $17.03 per family per month.
The agreement is effective January 1, 1995.

A motion was made by Council Member Cole, seconded by Council
Member Turville, and carried unanimously to approve the vision service
plan with Vision Care, Inc. for employee vision insurance for 1995.
There being no further business or discussion, the meeting adjourned at 8:03 p.m.
