MINUTES
WORKSHOP MEETING
October 6, 1994
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
October 6, 1994 in the City Hall conference room. The meeting was called to order
by Mayor Pool at 7:20 p.m. with the following Council Members in attendance:
Council Member Turville, Council Member Ivey, and Council Member Norquist.
Also present was City Manager Saunders, Planning Director Harker and City
Engineer Springstead.
Lift Station #6 Pump
City Manager Saunders stated that City Engineer Springstead was there to discuss the
alternatives for emergency pumping for Lift Station//6. City Engineer Springstead
explained the two options available which include a diesel generator to run to existing
pumps or a separate pumping station operated by a gasoline generator. After
discussion, it was the consensus that a diesel generator option would be the best and
City Manager Saunders was directed to move forward with the project.
City Manager Saunders discussed a recent letter received from the Dept. of
Environmental Regulation regarding a revised penalty for the Joseph Wright sewer
pipe problem. He stated that the City could pay the $3,100 penalty or propose a
project that would be one and one-half times the amount. After discussion, it was the
consensus to request from the Dept. of Environmental Protection a list of projects that
have been approved in the past and propose a project in lieu of paying the monetary
fine. City Engineer Springstead left the meeting at 8:15.
Palatlakaha Recreation Area Improvements
Council Members discussed the type of racquetball court to be constructed at
Palatlakaha Recreation Area. After discussion it was the consensus to bid a 4-wall
and 3-wall style court.
City Manager Saunders pointed out the proposed location of the racquetball court and
there was no objection to the location which would be at the bottom of the hill on the
south side of the parking area just before the entrance to the lower parking l°t.

The additional parking lot was discussed. City Manager Saunders informed the
Council that several residents in the Seminole Street area had concerns about an
entrance from Seminole Street. He explained that the original design was to connect
the parking lot to the lower parking lot. After discussion it was the consensus that the
original design connecting the original lot to the existing lot should be utilized with no
entrance from Seminole Street.
City Manager Saunders explained that the budget for the parking lot would probably
not cover the connection since this was not considered when the grant application was
submitted and a budget amendment would be needed to cover the additional cost.
The canoe launch was discussed and it was the consensus that a floating dock attached
to the bank should be constructed.
Rails to Trails
City Manager Saunders gave an update to the Council on the Rails to Trails project in
the County and explained he had discussed the project with representatives of the
Division of State Lands and that they informed him that the State is ready to enter into
an agreement with the County to reimburse the purchase price of the corridor from the
Lake Minneola Trail to the Orange County line.
Recording Studio
Mayor Pool brought up a phone call he had received from a person wishing to
establish a recording studio in the Westgate Plaza office and storage area. Mr.
Harker, who had entered the meeting, stated that a Conditional Use Permit would be
required and that he had informed the people of the requirements.
Land Development Regulations
Discussions continued regarding the Land Development Regulations. Review of
Chapter 4 and Chapters 12-16 was accomplished with suggested revisions noted by
Mr. Harker on his draft copy.
