WORKSHOP MEETING
September 22, 1994
A Wor~hop Meeting of the City Council of the City of Clermont was held Thursday,
September 22, 1994 in the Community Services meeting room at the Police
Depa!~t. ment. The meeting was called to order by Mayor Pro Tern Turville at 7:20
p.m. with the following Council Members in attendance: Council Member Cole,
Council Member Ivey, and Council Member Norquist. Also present was Bob
Beaugrand, Community Redevelopment Agency Director for the City of Mt. Dora,
City Manager Saunders, and members of the Downtown Clermont Association.
Mayor Pool arrived at 7:30 p.m.
Community Redevelopment Discussion
Mayor Pro Tem-Turville asked that everyone identify themselves. Following the
introductions Mayor Pool arrived at the meeting. The meeting was then turned over
to Bob Beaugrand for an explanation of community redevelopment agencies and tax
increment financing.
Mr. Beaugrand explained the process involved in establishing community
redevelopment districts and explained how this had worked for the benefit of
· downtown Mt. Dora. Following the discussion and questions, there was a consensus
of the Council Members that the City would be very willing to work with the
downtown merchants in establishing a redevelopment district and directed the staff to
work with the downtown merchants in proceeding with the project.
Several questions were asked following Mr. Beaugrand's presentation, and Mr.
Beaugrand and the downtown representatives left the meeting at approximately 8:50
p.m.
Community Development Block Grant
City Manager Saunders discussed the upcoming Community Development Block Grant
funding cycle. He explained that Mr. Fred Fox had indicated that he would like to
work with the City again in trying to acquire a grant for the City. There was a
consensus of the City Council that we should continue working with Mr. Fox in trying
to secure a grant in this next cycle.

Rails to Trails Corridor Acquisition
City Manager Saunders explained to the Council the process the State suggests for
corridor acquisition. The City could acquire the remaining Rails to Trails corridor
from our City limits to the Orange County line. The City could then enter into an
interlocal agreement with the State in which the City could purchase the corridor and
be reimbursed by the State for all costs except for appraisal fees and title insurance.
The State would then lease the corridor back to the City for the Rails to Trails.
After discussion, it was the consensus to obtain additional information concerning the
cost of the acquisition.
