09-15-1994 Special Meeting CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING SEPTEMBER 15, 1994 A special meeting of the City Council of the City of Clermont was held Thursday, September 15, 1994 in the Council Chambers. The meeting was called to order at 7:30 p.m. by Mayor Pool with the following Council Members present: Council Member Turville, Council Member Cole, Council Member Ivey, and Council Member Norquist. Other City officials present were City Manager Saunders, City Attorney Baird, Finance Director Van Zile and Deputy City Clerk Whitlock. PUBLIC HEARING 1994-95 Ad Valorem lVIiHage Rate - Tentative Resolution No. 831 Mayor Pool stated the proposed millage rate is 2.979, the same rate as last year. This millage rate represents a 6.85 % increase over the rolled back rate. Deputy City Clerk Whiflock read tentative Resolution No. 831 in its entirety. Mayor Pool opened the Public Hearing and called for comments concerning the proposed millage rate. A comment was made from a citizen regarding an increase in taxes. It was determined that the increase was from an increased appraisal and they were directed to Mr. Havill, Lake County Property Appraiser. Mayor Pool closed the Public Hearing. 94-145 A motion was made by Council Member Turville, seconded by Council Member Norquist, and carried unanimously by roll call vote to tentatively adopt Resolution #831 setting a millage rate of 2.979 for fiscal year 1994-95. 1994-95 General Fund Budget - Tentative Resolution No. 832 Mayor Pool read Resolution 832 by title only and opened the Public Heating. He stated that this resolution will adopt the fiscal year 1995 budget for the General Fund which provides funding for Police, Fire, Streets, Sidewalks, Animal Control, Parks & Recreation, Planning & Zoning, Finance, and Administration. No one spoke in favor of or in opposition to the General Fund Budget and Mayor Pool closed the Public Heating. 94-146 A motion was made by Council Member Ivey, seconded by Council Member Turville, and carried unanimously by roll call vote to tentatively adopt Resolution #832. 1994-95 Infrastructure Fund Budget, Tentative Resolution//833 Mayor Pool read Resolution #833 by title only and opened the Public Heating. No comments were received in regard to Resolution//833 and Mayor Pool closed the Public Heating. 94-147 A motion was made by Council Member Norquist, seconded by Council' Member Ivey_, and carried unanimously by roll call vote to tentatively adopt Resolution/[833. 1989 Sales Tax Fund Budget, Tentative Resolution 834 Mayor Pool read Resolution #834 by title only and opened the Public Heating. No comments were received in regard to Resolution #834 and Mayor Pool closed the Public Heating. 94-148 A motion was made by Council Member Turville, seconded by Council Member Ivey, and carried unanimously by roll call vote to tentatively adopt Resolution/[834. 1994-95 Utility Fund Budget, Tentative Resolution 835 Council Member Ivey read Resolution//835 by title only. Mayor Pool opened the Public Hearing. No comments were received in regard to Resolution//835 and Mayor Pool closed the Public Heating. Mayor Pool opened the Public Heating. No comments were received in regard to Resolution 836 and Mayor Pool closed the Public Hearing. ' 94-150 A motion was made by Council Member Turville, seconded by Council Member Norquist, and carried unanimously by roll call vote to tentatively adopt Resolution #802. 1994-95 Sanitation Fund Budget, Tentative Resolution 837 ,' Council Member Ivey read Resolution #837 by title only. Mayor Pool opened the Public Hearing. No comments were received in regard to Resolution #837 and Mayor Pool closed the Public Heating. 94-151 A motion was made by Council Member Ivey_, seconded by Council Member Turville and carried unanimously by roll call vote to tentatively adopt Resolution #837. 1994-95 Cemetery Perpetual Care Fund Budget, Tentative Resolution #838 Council Member Ivey read Resolution #838 by title only. Mayor Pool opened the Public Hearing. No comments were received in regard to Resolution #838 and Mayor Pool closed the Public Hearing. 94-152 A motion was made by Council Member Turville, seconded by Council Member Norquist. and carried unanimously by roll call vote to tentatively adopt Resolution #838. CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING SEPTEMBER 15, 1994 PAGE 4 94-153 Cooper Memorial Library Expansion City Manager Saunders stated that Cooper Memorial Library is ready to move ahead with the planned expansion. Council reviewed the expansion plans. A motion was made by Council Member Turville, seconded by Council Member Norquist, and carried unanimously to approve the advertising for bids_for the expansion project for Cooper Memorial Libra~_ .
