WORKSHOP MEETING
August 16, 1994
A Workshop Meeting of the City Council of the City of Clermont was held Tuesday,
August 16, 1994 in the City Hall meeting room. The meeting was called to order by
Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council
Member Turville, Council Member Cole, Council Member Ivey, and Council Member
Norquist. Also present was Finance Director Van Zile, Howard Stockton, Bonnie
Ray and Bob Jackson. City Manager Saunders arrived at 7:40 p.m.
Cooper Memorial Library
The Library expansion and budget request were discussed a well as the financing plans
for the expansion. No changes were made to their request at this time and the Library
representatives left at approximately 7:30.
South Lake Council for the Arts
Howard Stockton arrived at the meeting and reviewed the South Lake Council for the
Arts program for the upcoming year. He explained that the Arts Council is self-
sustaining and will have a cash carry-over for next year.
City Manager Saunders arrived at this time.
Clermont Chamber of Commerce
Howard Stockton gave each Council Member a handout indicating some needed
equipment for the Chamber and requested the Council's assistance with this
equipment. Mr. Stockton left the meeting at approximately 8:00 p.m.
After discussion, it was the consensus to allocate any unspent dollars from this year's
budget into next year's budget which could be used for the approximately $1,500 of
items included on the handout.

Fly Control
Council Member Turville reported that Mrs. Sullivan who lives in the Orange Hill
area is still complaining about flies in her garbage and would like someone to advise
her of what can be done. City Manager Saunders stated that we would provide hand-
outs for that subdivision.
Clermont Little League
City Manager Saunders explained that he was late for the meeting due to a meeting
that he was attending of the Clermont Little League Board of Directors. The Little
League is preparing for their fall registration and he attempted to discuss with them
any way the City could assist them in collecting the non-resident fee. He stated that a
City employee would be provided at their registration session to verify residency and
collect the City's fee.
Cooper Memorial Library
Finance Director Van Zile stated that he would like to address the Library's request
and after discussion it was the consensus that the additional money that is requested
for operation and maintenance of the addition would not be available to the Library
until the addition is completed and at that time the quarterly allocations would be
increased proportionately.
Cemetery
City Manager Saunders discussed the possibility of the City buying back cemetery lots
from people who no longer needed the spaces. After discussion it was the consensus
that the City should re-purchase the lots at the original purchase price less any
expenses for the transfer.
Mayor Pool then discussed with the Council a call he had with a private party who
wished to purchase the cemetery. After discussion, there was no desire expressed
from any Council Member to sell the cemetery.

Smith Personal Injury Lawsuit
City Manager Saunders informed the Council that he had received a letter from an
attorney representing Mr. Russell Smith, Jr. stating their intent to sue the City for
injuries he received when he was hit on the head from one of our garbage containers.
Lake Minneola Waterfront Park
City Manager Saunders discussed the proposed beach project and our application for a
DNR grant. He explained the proposed Phase I that was included on the site plan that
was displayed and stated that the estimated cost was $300,000. He continued by
explaining that the grant requires a 50 % match, therefore, we are proposing to request
a $150,000 grant but the City would be required to allocate $150,000 from reserves
for the project. There was no opposition to this proposal.
City Manager Saunders explained that in conjunction with the beach project we would
need to proceed with the re-alignment of East Avenue from Grand Highway to Lake
Minneola Drive and provide the access drive to Bells Ceramics since the beach project
would convert the Lake Minneola Drive from East Avenue west to the beach from a
street to a trail. The estimated cost of this project is $125,000 which could be funded
by the infrastructure fund.
City Manager Saunders also explained that we are proposing to construct Osceola
Street from 8th Street to West Avenue. This would be a special assessment project
with the City paying one-third and the property owners on either side paying the other
two-thirds over a five-year assessment period. He explained that the estimated cost
for this project would be $60,000 which could also be funded by the infrastructure
fund. It was the consensus to include these in the proposed budget.
Jenkins Auditorium Handicap Restrooms
The need to provide handicap restroom facilities at Jenkins Auditorium was discussed
and $6,000 was included in the Budget for this project.

Lake Community Action Agency
City Manager Saunders explained that $1,000 has been included in the proposed
budget for Lake Community Action Agency with the stipulation that this be used for
the Clermont Head Start Program. There was no change to this proposal.
Police Department Capital Outlay Request
City Manager Saunders presented the Council with additional information regarding
capital outlay items that were discussed at the last workshop and it was the consensus
to include the two portable radios and a computer work station for the Police
Department. He reviewed the charges for the cellular phones that have been in use in
the Police department and it was the consensus to include an additional cellular phone
for the patrol supervisor position.
Fire Department Capital Outlay Request
The mobile radio requested in the Fire Department was for Chief Bishop who has
been using a radio from the Lake County Fire Department which he must return since
he no longer works for the County. It was a consensus to include the request for one
radio.
City Hall Computer System
The request for a new computer system at City Hall was discussed. It was explained
that the hardware was available from two vendors on the State contract, however,
software is not provided by the hardware providers, but they have recommended
sources of software for their particular units.
Finance Director Van Zile stated that he would like to receive proposals from the
recommended software suppliers for evaluation and Council approval. There was no
opposition to this method of acquiring the computer system.

Crosswalk Striping
Mayor Pool then asked if we could proceed as soon as possible with the striping of a
crosswalk at Brogden and Lake Shore Drive. City Manager Saunders stated he had
notified residents in that area that we would be striping that when we do our City wide
project later in the year.
After discussion it was the consensus to proceed as soon as possible with painting of
the crosswalk and come back later in the year with thermo-plastic striping.
