Minutes - 09.24.2019 - Community Redevelopment AuthorityCity of Clermont Community Redevelopment Agency September 24, 2019 The Community Redevelopment Agency (CRA) met on Tuesday, September 24, 2019 in the Council Chambers at City Hall. Community Redevelopment Agency Chair Gail Ash called the meeting to order at 6:OOpm with the following members present: Patrick Bianchi, Roman Brana, Tim Bates, Diane Travis, Keith Mullins and Heidi Brishke. Other City officials present were City Manager Gray, City Attorney Mantzaris, and City Clerk Howe. Item No. 1— Meeting Minutes Board Member Tim Bates moved to approve the September 25, 2018 and February 26 2019 Community Redevelopment Agency meeting minutes, seconded by Board Member Diane Travis. The motion passed with all members present voting ave. Item No. 2 — Resolution No. 14 City Clerk Howe read Resolution 14 aloud by title only. A Resolution of the Community Redevelopment Agency of the City of Clermont, Lake County, Florida, adopting the budget for the 2019-2020 Fiscal Year. Management Analyst Gonzalez presented the Community Redevelopment Agency report, budget approval, and provided an update on the Community Redevelopment Agency. Management Analyst Gonzalez reviewed the community redevelopment map, highlights, new businesses within the Community Redevelopment Agency, grants, events, parking expansion and master plan projects. There has been an increase in events at Waterfront Park, Victory Pointe, and downtown. Staff recommended approval of Resolution No. 14. Mayor Ash opened the public hearing. Libby Hanna, 1251 Fran Mar Court, asked if there is money in the budget for signs and wayfinding. City Manager Gray replied wayfmding has been included in the budget. Charlene Forth, 939 W. Desoto, inquired about grant program for homeowners. City Manager Gray stated the Community Redevelopment Agency could establish a grant program for the homeowners and have Staff bring the matter before the Community Redevelopment Agency Board at a future meeting. Mayor Ash closed the public hearing. Council Member Mullins inquired about grant program for businesses becoming restricted. City Manager Gray replied the Community Redevelopment Agency has not become more restricted but the Board has looked to focus on an element each year. Last year the Board focused on food services. This year the focus is on building improvements and facades. Tallahassee has been wanting to sunset the Community Redevelopment Agencies quicker across the board and not adding any new Community Redevelopment Agency. Council Member Mullins inquired about the Board's sunset date. City Manager Gray stated the City can renew the sunset date. City Attorney Mantzaris stated the Legislature has not addressed the City's Community Redevelopment Agency. Since Lake County is a non -chartered County there are less restrictions placed on the City's Community Redevelopment Agency. City of Clermont Community Redevelopment Agency September 24, 2019 James Kinzler, Assistant City Manager, stated that the Food -Related Service Grant was the only Community Redevelopment Agency grant that was budgeted for FY 2020, but plans to restructure and bring back grants to the board. Council Member bates asked when the board would meet again. City Manager Gray states that the board can meet monthly, quarterly, or annually but if they would like to review grants in the near future that the board can meet sometime in the fall. Council Member Mullins stated that the early success of facade grants in the CRA has shown a decline in those applications and a focus on the food -related businesses. Council Member Travis stated that the residential grants should only be brought to the board if there are applicants, otherwise there would not be a reason to budget it into the CRA. Council Member Mullins inquired if any guideline were developed for a residential grant. City Manager Gray stated that there is not any established guidelines on residential. Mayor Ash asked to develop guidelines and parameters for a residential grant and be brought to the board. Council Member Bates moved to approve Resolution No. 14: seconded by Council Member Mullins.
