07-19-1994 Workshop Meeting CITY OF CLERMONT MINUTES WORKSHOP MEETING July 19, 1994 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, July 19, 1994 in the City Hall meeting room. The meeting was called to order by Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council Member Turville, Council Member Cole, Council Member Ivey, and Council Member Norquist. Also present was City Manager Saunders, Public Services Director Davis, Wanda Andrews and Joseph Wright. Wright Sewer Easement Mr. Wright explained the situation with his new home that is now under construction behind Clermont Builders Supply. He explained that a sewer easement runs along the rear of his property adjacent to the foundation of his home. This easement is also used for ingress and egress to property west of his property. Mr. Wright stated that he would like the sewer line and the dirt road to be re-located to the south and that he would be willing to grant a new easement along his south property line to accommodate the sewer line and the dirt road. It was discussed that a minimum of 10' would be needed On the corner of the old rail road right-of-way which is now owned by Mr. & Mrs. McCaffrey. After considerable discussion, the City Council proposed that the sewer line be re- located if Mr. Wright could obtain the 10' needed from' the McCaffreys and if he would be willing to pay half of the total cost of the line which is estimated at $16,000 to $20,000. It was discussed that this could be paid in installments over a five-year period. City Manager Saunders noted that in order to accomplish this we would also need to have easements from the property owners to the east and west of Mr. Wright's property to accommodate the relocation of the sewer line. It would be the intent that the dirt road to the east of Mr. Wright's would be re-located to the old rail road property and then curve into the new easement along the south of Mr. Wright's property, since the City does not own the rail road right-of-way in this location. CITY OF CLERMONT MINUTES WORKSHOP MEETING July 19, 1994 Page 2 City Manager Saunders told Mr. Wright that as soon as he could reach an agreement with the McCaffreys for the property needed from them, he would proceed with the engineering and easements for the re-location. Mr. Wright left the meeting at approximately 8:30 p.m. Sewer System Improvements Public Services Director Davis and City Manager Saunders discussed with the Council other possible improvements to the sewer system that could help prevent problems in the future. Emergency generators for the major lift stations and early warning devices for all lift stations were discussed. Public Services Director Davis left the meeting at 8:45 and at this time Finance Director Van Zile joined the meeting. Budget The budget for fiscal year 1995 was discussed by City Manager Saunders and Finance Director Van Zile with the Council. They indicated that at this point in time they are looking at a deficit in excess of $100,000 in the General Fund and that they would propose an increase in the ad valorem millage rate. City Manager Saunders explained that by August 5 the City must return a proposed millage rate to the County Property Appraiser and that this is on the next regular agenda. He explained that the Council can lower the millage at a later date if they can reduce the budget or find additional revenues. After considerable discussion it was the consensus that a .3 millage increase would be proposed and brought to the Council at the next regular Council meeting. Proposed Well and Sewage Treatment Plant City Manager Saunders presented the Council with cost estimates and funding sources on the proposed well and sewage treatment plant projects for Hancock Road. CITY OF CLERMONT MINUTES WORKSHOP MEETING July 19, 1994 Page 3 Also discussed was the proposed line extensions from the Pitt Street/Grand Highway area and along Hook Street that would divert existing sewage flow to the new facility. He explained ~at the cost of the well could be in the neighborhood of $300,000 due to the requirements from the St. Johns Water Authority for construction. City Engineer Springstead has not completed the estimate for the sewage treatment plant at this point, but it probably will be in the neighborhood of $6,000,000. They have requested that the City be placed on the Department of Environmental Protection revolving loan program list for this project. The cost of the well would have to be borne by the utility fund reserves with reimbursement coming from impact fees that would be charged for connections. Meeting adjourned at 10:25 p.m. Robert A.
