JUNE 28, 1994
A regular meeting of the City Council of the City of Clermont was held Tuesday,
June 28, 1994 in the Council Chambers. The meeting was called to order at 7:30
p.m. by Mayor Pool with the following Council Members present: Council Member
Turville, Council Member Cole, and Council Member Norquist. Other City officials
present were City Manager Saunders, City Attorney Baird, Finance Director Van
Zile, Planning Director Harker, and Deputy City Clerk Whitlock.
INVOCATION
The Invocation was offered by City Manager Saunders followed by the repeating of
The Pledge of Allegiance to the Flag by all present.
MINUTES
The minutes of the Special Council Meeting held May 31, 1994, the Regular Council
Meeting held June 14, 1994 and Workshop Meeting held May 31, 1994 were
approved as presented.
CITY MANAGER SAUNDERS' REPORT
Public Hearing July 12, 1994
City Manager Saunders stated the next regular Council Meeting on July 12 will be a
public hearing for the Waterfront Park improvements at the JayCee Beach area. The
consultants will present their newest plans at'' this meeting.
Workshop Meetings
Council Members agreed to hold a Council Workshop on Thursday, July 7 at 7:00
p.m. in the City Hall Conference Room to review the Land Development Regulations.
COUNCIL MEMBER TURV/LLE'S REPORT
Council Member Turville asked about any progress with the garbage problem. City
Manager Saunders stated that Public Service Director Davis is preparing a flier which

will be given to home owners and will also be printed in the newspaper on helpful
hints for once-a-week garbage collection. The Council will receive the information
before it is given out to the public.
VISITORS WITH, BUSINESS.
Brenda Norquist, Resolution//823
Council Member Norquist stated that he will represent the applicant, Brenda Norquist
and will abstain from voting on the issue. City Manager Saunders stated that this
Conditional Use Permit request is to amend an existing Conditional Use Permit for
property located at the southwest corner of West Avenue and Osceola Street. The
existing Conditional Use Permit is for a restaurant facility. The amendment requests
the addition of property in the legal description and requests the utilization of the
added building as a prep kitchen. Also requested is authorization to allow temporary
residential use of the existing old depot building for a period not to exceed 18 months.
Mayor Pool read Resolution #823 by title only and stated the request requires a Quasi-
Judicial hearing and that anyone wanting to speak in favor of or in opposition to the
request should be sworn in. City Clerk Van Zile swore in the following:

Mayor Pool opened the Public Heating. Council Member Ken Norquist stated he was
speaking on behalf of Brenda Norquist. He stated the request to amend the
Conditional Use Permit is for the purpose of including a 50' lot, and to request
temporary residential use for 18 months. Don Evans asked where the additional
property is located. Mr. Norquist stated it is the 50' lot by the quonset hut to the
south.
City Manager Saunders stated that Planning and Zoning Commission and staff have
recommended approval of the request with the conditions as listed in Resolution//823.
The uses are permitted as conditional uses in this C-1 light commercial zone and the
zoning agrees with the Future Land Use and Comprehensive Plan. Mayor Pool closed
the public hearing.

/t motion was made by Council Member Cole, seconded by Council
Member Turville and carried by roll call vote with Council Member
Norquist abstaining from voting to adopt Resolution #823.
Jess Olenski, Resolution//824
City Manager Saunders stated that Mr. Olenski is requesting a Conditional Use Permit
for 1029 W. Juniata (M-1 industrial distric0 to operate a custom cabinet shop for
recreational vehicles. The building is the former location of Rick's Paint and Body
Shop.
Mayor Pool read Resolution//824 by title only and stated the request requires a Quasi-
Judicial hearing and that anyone wanting to speak in favor of or in opposition to the
request should be sworn in. City Clerk Van Zile swore in the following:

Mayor Pool opened the Public Hearing. Mr. Olenski stated that he had met with his
neighbors the night before and discussed their concerns, the main concern being the
number of busses located on the property at any one time. He stated that busses will
be located on the property once in a while, but he primarily installs cabinets and
stereo equipment at other locations.
Gwendolyn Smith stated one of her concerns was with busses traveling on 10th Street
because, it is s° narrow. She suggested using Juniata Street. George Narehood stated
that now is the time to separate the residential area from the commercial area and
disallow the business use of the property. He stated that if the business is allowed,
the gates should be closed on 10th Street and an entrance installed on Juniata Street.
Ginger Narehood stated that if the business is allowed, they should be required to
install a privacy fence on 10th Street. Susan Washuta stated she was in opposition to

the business, and that an occasional bus in the neighborhood is too much. She also
stated a hedge is not adequate for the neighborhood. She also agreed with the other
remarks made in opposition to the request.
City Manager Saunders stated the property is zoned M-1 light industrial and this type
of business is allowable. Planning and Zoning and staff recommend approval with the
conditions as listed in Resolution #824. He stated that conditions can be added to the
Conditional Use Permit such as access, a privacy fence and restrict the number of
busses on the property. Mayor Pool closed the Public Heating.

After discussion, a motion was made by Council Member Norquist,
seconded by Council Member Turville, and carried unanimously b_¥ roll
call vote to.adopt Resolution #824 with the additional conditions of !)
Not more than three buses at any one time are to be located., on the
property. 2) No overnight stay. in busses. 3) Bus traffic must access the
property from the West (12th StreeO. 4) A new access is to be installed
immediately from Juniata Street with the access from loth Street to be
closed, 5) A 6' high wood or masonry privacy fence is to be installed
on lOth Street within six months, of the issuance of the Certificate of
Occupancy.
UNFINISHED BUSINESS
Final Reading of Ordinance 270-M
City Manager Saunders stated that the City previously received certification from the
Federal Communications Commission for the regulations of basic cable television
rates. It is now necessary to adopt an ordinance stating that our regulations will be
consistent with the Federal Communications Commission requirements. All proposed
rate increases must be evaluated in a manner consistent with FCC cable regulations
and approved by the Council prior to the rates going into effect.

NEW BUSINESS
Bid Award - Aerial Topographic Survey
City Manager Saunders stated that six bids were received for the aerial surveying with
GIS-TECH being the low bidder. He explained that there are two projects: 1) The
Master Storm Water Plan (referred to as Clermont West), and 2) Clermont East (for
the proposed water and sewer line extensions leading to the Hancock Road area and
our new well site and sewage treatment plant site).
City Manager Saunders stated he recommended accepting the low bid from GIS-
TECH for Clermont West for the base bid and Alternate//4. This will cover the
Central Business District, the lake front area, and the Bloxam Avenue area which are
the two areas that have been identified as priority for storm water projects. He
recommended that the GIS-TECH also be awarded the bid for the Clermont East area
for area 1 and area 3 which have been designated as the routes for our utility lines.
City Manager Saunders stated that GIS-TECH's bid for Clermont West including the
base bid and Option 4 is $12,000 (to be paid from the Storm Water Fund). GIS-
TECH's bid for Clermont East including area 1 and 3 is $15,000 (to be paid from the
Sewer Fund). The City Engineer will set the targets for the aerials and the estimates
are included in the bid summaries. Pinellas County highly recommended GIS-TECH
for recent work on a large project.

A motion was made by Council Member Cole, seconded by Council
Member TUrVille, and carried unanimously to accept the low bid to GIS-
TECH for Clermont West base bid and Alternate #4for $12,000, .and
Clermont East including area I and 3 for $I5,000.
League of Cities - Gas Tax Distribution Committee Appointment
City Manager Saunders stated the Lake County League of Cities has established a
committee to be comprised of a representative from each municipality to study and
devise a formula that will provide a fair and equitable distribution of gas tax dollars.
The League is requesting that each city appoint a representative for this committee.

After a brief discussion, a motion was made by' Council Member Turville,
seconded by Council Member Cole and carried unanimo~tsly to appoint
City Manager Saunders as the representative for the Lake Count. League
of City'S Gas Tax Distribution Committee.
AUDIENCE. COMMENTS
Osceola Street Paving
Mr. Don Evans stated he owns 875 to 877 Osceola Street. The street is unpaved at
the present time and he asked when'it will be paved. City Manager Saunders stated
that normally the City is responsible for 1/3 of the paving cost with property owners
on both sides of the street also assuming 1/3 of the cost each. Mr. Evans stated he
wants to pave the driveways and needs to know elevations before he paves. City
Manager Saunders stated that the Council may .budget the Osceola Street paving in the
1994-95 Budget, however, the Budget. is not adopted until September. If the project is
budgeted, paving could be done in the fall of 1994, however, no information on
elevations are available at this time.
There being no further business or discussion, the meeting adjourned at 8:29 p.m.
