05-17-1994 Workshop Meeting CITY OF CLERMONT MINUTES WORKSHOP MEETING May 17, 1994 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, May 17, 1994 in the City Hail meeting room. The meeting was cailed to order by Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council Member Turville and Council Member Ivey. (Council Member Norquist arrived at 9:35 p.m.) Also present was Bob Mandell, Jim Bible, and John Lounds representing Greater Construction and Utilities, Inc., and City Manager Saunders. Knapp Development City Manager Saunders explained that the purpose of the meeting was to update the Council on a proposed agreement with the City and Mr. Mandell for providing water and sewer services to the proposed Knapp Development on Hancock Road and the potential annexation of the proposed subdivision. Mr. Mandell and Mr. Bible then presented the Council with an overview of the proposed development and displayed a layout of the subdivision. Mr. Mandell stated that there were several things that do not meet the City's current Subdivision Code, but they would like to request these changes under a Planned Unit Development in which they would aiso annex the commerciai properties adjacent to the subdivision. The specific items lacking under the Code included: 70' frontage where 75' is required 50' right-of-way where 60' is required side yard setbacks of 5' instead of 7.5' rear yard setback of 20' rather than 25' Mr. Mandell explained that they would dedicate an additionai easement on the front of each lot and require ail non-City utilities to be placed in this easement. Mr. Norquist entered the meeting at approximately 9:35 p.m. Discussion continued regarding the variances to the City Code that would be needed. Council Member Norquist stated that he would like to see an additional entrance on the west side of Hancock Road. Mayor Pool explained the City's willingness to work with Mr. Mandell to try to accomplish their goais for development, but asked that they would re-visit their plan to try to bring it closer in conformance with the City's Codes. Council Member Turville stated that it would be difficult to deal with future developments in the area and expect them to meet Code if we immediately varied from our Codes with one of the first developments. Mr. Bible continued CITY OF CLERMONT MINUTES WORKSHOP MEETING May 17, 1994 Page 2 by stating that even though the right-of-ways would be smaller that the streets would be built to City standards with the exception of Miami rather than standard curb and gutter. There was considerable discussion regarding this type of curbing. Mr. Mandell stated that they would review the plan and see if modifications could be made to bring it into closer compliance. Mr. Mandell, Mr. Lounds and Mr. Bible left the meeting at approximately 9:00 p.m. JayCee Beach Life Guards City Manager Saunders informed the Council that they have not been able to find any certified life guards for JayCee Beach for the summer season. He stated that they will continue to advertize and that he will hire a beach attendant to be present at the beach if certified life guards are not available. Additional signage stating "No Life Guard on Duty" will be posted. Bon Jorn Property and Dole-Citrus Property City Manager Saunders stated that he had received the appraisals for the Bon Jorn property and the Dole-Citrus property.
